It’s been over two months since Blue America has endorsed a new candidate (Gretchen Clearwater in Indiana’s 9th CD against reactionary Blue Dog Baron Hill). In the interim we’ve been urging progressives to donate to the progressives in early primary battles, particularly Donna Edwards (MD-04), John Laesch (IL-14), Mark Pera (IL-03), and Vic Wulsin (OH-02).
Today we’ve invited a truly exceptional candidate on for a chat, someone who has already accomplished a great deal outside of government and who wants to run against corrupt Republican rubber stamp Ric Keller in central Florida. Before we get into just how Alan Grayson has been working on our behalf as a private citizen, let’s take a look at the district and the race as it’s shaping up.
Keller has been a rubber stamp backbencher from FL-08 (Orlando area) since 2000 and has accrued an unremarkable, albeit abysmal, voting record across the board, supporting the far right line on everything– from choice (anti) to gay rights (anti) to Bush’s ill-advised war and occupation of Iraq (pro). The district, which has seen a huge influx of new residents– something like 150,000– many of whom are from Puerto Rico, has been trending blue. Since 2002, Keller’s majorities have shrunk down from 65% to 61% to 53%. The more people get to know him, the less they like him.
Last year he ran against a reactionary old-line Democrat, Charlie Stuart, part of the Central Florida establishment — at least by marriage — with no personal accomplishments whatsoever (a kind of mini-Bush in that respect) and with policy positions that should ring alarm bells… loudly: anti-choice, pro-corporation, unwilling to speak out against the Iraq fiasco. He wants to run again this year. Fortunately, Alan Grayson can prevent Florida voters being stuck with a choice between a horrible Republican and a nearly as bad Democrat.
Last Sunday DWT carried a story, The Crime of the Century: A Scandal of Epic Proportions That Will Haunt the Legacy of the Bush Regime. In many ways that — and the Vanity Fair expose it’s based on — is the perfect introduction to Alan Grayson and what makes him the perfect progressive candidate, and someone Beltway Insiders, and especially everyone inside the Bush Regime, needs to be very, very afraid of.
Alan knows exactly where all the bodies are buried– and he can’t wait to get to Congress so the judicial gag order he’s under won’t apply. And it goes beyond "just" Halliburton, KBR and the usual war profiteer suspects. You know all the crime always being alluded to in regard to members of Congress and defense contractors? They better pray with all their might that Grayson doesn’t wind up with "Representative" in front of his name.
When I asked him, for example, about Duncan Hunter, Duke Cunningham and Jerry Lewis he replied "I wish I could tell you about that actually, but the rule about sealed cases is such that I’d get locked up if I did." But not on the floor of the House. Instead he was able to speak in generalities:
I think what the Republicans, particularly the ones in California and the Southwest in general have recognized is that you can make an awful lot of money from government contracting. In regard to Iraq, I’ve described those people as ‘war-whores.’ But it’s not limited to Iraq, and in Southern California — particularly in the area around San Diego [Howie says: this is Duncan Hunter/Duke Cunningham-Brian Bilbray/Jerry Lewis/Darrell Issa/Dana Rohrabacher/Ken Calvert territory; sound familiar?] — there’s an awful lot of companies that exist, basically, to rip off the government.
And I think that’s one reason why the U.S. Attorney in San Diego was replaced [by the Alberto Gonzales Justice Dept.]… concerns that there would be legitimate investigations into that whole scene. Government contracting generates a huge amount of profit — some of it legitimate, some of it illegitimate — that is doled out to people in accordance with a very subjective process that’s subject to all sorts of favoritism and manipulation. Sometimes the people who are in a position to dole out this money are influenced by the people who end up receiving it. And that’s what we call in general terms ‘corruption.’ … The only part of the Defense Department that’s actually been cut since Bush took over has been the auditing staff.
Alan Grayson has been investigating and prosecuting corruption and, particularly war profiteering cases, for quite some time. Few people — other than someone like Dick Cheney, of course — know as much about it as he does. We need this man in Congress… now.
For those who haven’t had a chance to read it yet, let me quote from the end of the Vanity Fair article:
In the more distant future, a Democratic administration might open up the vaults and expose the American public to the scale of what has been looted. "What we have seen up to now is the worst of the worst in terms of a deliberate cover-up," Grayson says. But if and when it comes to an end, he thinks it’s entirely possible that Congress will appoint a special prosecutor– one whose targets might one day reach "an extremely high level."
After Jane sent me this, I called Alan and read it to him on the phone and asked him if he’d be advocating impeachment for Bush and Cheney now if he were in Congress. He didn’t hesitate or hum or haw. He just said:
"Absolutely. The right wing’s worst nightmare would be Alan Grayson with subpoena power. Gag order and the threat of criminal contempt have kept me and my clients quiet up until this point but if I get elected to the House of Representatives that’s all gone. The speech and debate clause protects me entirely. At that point I can tell everybody everything that I know and, on top of that I’ll have the ability to actually hold hearings, launch investigations, assign staff and subpoena people… Just on the basis of what I know of government contracting alone I think that there are strong arguments in favor of impeachment."
I’m eager for Congressman Grayson’s first tete a tete with Madam Speaker. If you want to see that too — and to see a progressive leader and fighter from central Florida, someone who believes with his whole being that "you don’t beat Republicans by imitating Republicans," please consider 2008’s first Blue America plea. Let’s help this guy get the Democratic nomination and then beat the Republican rubber stamp.

Oh, yes. FL-8 is a district with over 100,000 new registered voters, net, since the last Republican gerrymandering. By November, the registration will be Dem 36, Ind 26, Rep 38. And this year, a 2% cushion is nowhere near enough for a Republican.

Howie, our district is a long skinny meandering “a la Tom Delay” contrivance that packed for Reps. Thanks to new people, as you mentioned, that’s changing. What’s also changing is that new Democrat registrations in the Red county portions of the district is also up, surpassing the efforts of the Reps in the last quarter. Dem are mobilized. Go Blue!!!

I am thrilled that FDL and the netroots is interested in Alan. A couple months ago, I offered to volunteer with Alan’s campaign, though I’m about 30 miles outside his district. One reason: I’ve studied government-contractor fraud for about 5 years and started blogging about it last year. For several reasons, it IS one of the biggest issues facing us taxpayers.
I prefer to think of it like the show Dallas, where it turned out that a whole season was all a bad dream.

Alan, what do you think is the recovery time for the DOJ? Now that the precendence is established that they are tainted, is it even possible?
Besides limiting the seal period for False Claims Act actions is there anything else you would like to see changed regarding that particular piece of legislation?

What do you think of EGTRRA, which will reduce estate taxes to zero in 2010 before zapping them back to the 2001 level in of 2011? Do you have any feelings about how that should be reformed, if at all?

Alan, it’s my fondest wish in the world to see some of the Republican criminals– top to bottom– who have run wild in the last 7 years, spend their remaining days in prison. Should I just give up on that dream or is it really possible? I mean I know you have been working on a lot of cases that involve corruption. Do you think there’s a real chance for Justice to ever come to fruition in the cases against some of these crooks? I mean you told me about the Cheney case involving gasoline for our troops in Iraq and it sounded pretty open and shut for a long, long prison term for that character.
My district, like Central Florida and Florida itself, is a cross-section of America. It’s a little more Latino, and a little more transient, but it’s America. Hurricanes, flood insurance and global warming are big issues here, but so is the War, the economy, and our miserable health care system.

I’d like to see the law REQUIRE the Administration to pick up meritorious cases. Doesn’t that sound right? This Administration has turned a blind eye to case after case of contractor fraud in Iraq. The President took an oath of office to uphold the law, and he’s ignoring it.

Oh, yes. The limitations period for major fraud can be as long as 10 years. The crooks don’t have to get away with anything, if there is the courage to prosecute them. As I told the Senate when I testified there, we don’t need new laws — we need new leaders.
Well that sounds like a good range of issues to take on … voters I find are much smarter than many operatives give them credit for … if our candidates talk honestly with them instead of spinning nonstop.

I live in the next C.D. My rep is Tom Feeney. He and Keller are both reprehensible and corrupt. Best of luck Alan. Just a note: One of my friends told me she went to a House party for Stuart and signed up to volunteer but there was no follow up from him. There’s very few things she would lie to see more than Keller out on his butt. So, there are lots of interested people out there and I hope you are able to do a better job of following up with them than was the case two years ago.

It seems for my entire adult life (and I’ve been around the block a few times) a very active powerful subculture of military and former military people (I’m including CIA, NSA, etc.) have been involved in the war business. In the mid 1970s I came across former Pentagon people who were selling arms to “third world companies”. They said if you want to make lots of money, it is the most lucrative business out there. America, to them, was nothing more than a giant piggy bank. Government contract firms grew by giant leaps.
If you are in any government agency and work for or invest in any government contract firm, that is an egregious conflict of interest. Can we identify the culprits by name and publish their names in an expose? They always seem to be hidden under a rock or in some dark hole. How do you shed light on them and expose them specifically? Like, by name and association.
We just heard from a candidate you testified in front of the United States Senate that “we don’t need new laws — we need new leaders.” Right now we have 4 donations to Alan’s campaign. We’re less concerned about amounts than we are about the number of people who chip in. Even a $5 or $10 donation is going to add to that and make a statement to the local media in Alan’s district who treat these races like a horse race, rather than a serious campaign. It means more to them that x number of people contributed than something of substance he proposes. So… please consider going to the Blue America page and chipping in.

As a former resident of Orlando, Altamonte Spgs and Winter Park, I am so thrilled that there’s a real fighter showing up for Central FL. It has been so disheartening to see how reactionary Florida has gotten since the days of Lawton Chiles and Bob Graham. I am in between Visa cards at the moment, but as soon as it shows up in the mail, you will be the first on my list for a donation.
How about the former Secretary of the Navy? I have a lawsuit against him right now, alleging that he and one of his cronies lined up contracts for Custer Battles in Iraq (CB received over $100M in 13 months), and then arranged to buy the company for A DOLLAR.
Sounds as though you could have a great deal of rewarding fun as a member of Congress pricking bubbles and greedy pri*ks. As you tear the shrink wrap off those bundles of looted bucks, consider shrink-wrapping the looters, and using the immobile dummy/mummys as exhibits in your cases.

Israel and Palestine. Let me tell you a story. In 1980, I spent several months in Kenya. There were a lot of ANC refugees from S. Africa. One of them became my friend. He told me that he was absolutely certain that one day, there would be democracy in S. Africa. I asked him how — strikes, civil war, invasion from neighboring countries, economic collapse? No, he said, none of that. “People will change their minds,” he said. And that is always the answer.

It’s a lot easier to beat Keller than Feeney. The registration numbers are much better here. And no one, even on the other side, has anything good to say about Keller.

What makes Keller stand out among so many awful Republican members of Congress? I was so happy to see Dave Weldon announce his retirement yesterday. Florida would so much better off if it was followed by 8 or 9 others with almost identical voting records. But is there anything that stands out about Keller– aside from him being completely homophobic, 100% against women’s choice, 100% in favor of the war… all the regular Republican crap?

Well, let’s see. When Tom DeLay was in Congress, Keller voted with him 95% of the time. Keller agreed with DeLay more than DeLay’s own mother did. And Keller has gotten six bills passed in seven years. (What, exactly, did he do the seventh year?) But that’s actually good news — Thank God he didn’t get more passed. Oh, and he supports a huge national sales tax. Just what he thinks America needs.

About Keller: I watched trample on accountability during a House Judiciary Committee hearing about Justice Department politicization some months ago. He just knee-jerk defended our broken Justice Department and seemed averse to any investigations of it.
Alan, do you feel that Florida is starting to move a little bit towards sanity? Has it made a difference having Jeb! out of the Governor’s chair?

I’d like to add Howie, that I can’t recollect a single piece of legislation that was orientated towards the district. He’s been a Bush rubber stamp, and he obviously takes lobby money and votes their interests over those of the constituents. We have GOT to get corporate money out of our system.

Since the States are now adopting their own set of False Claim Act legislation do you foresee some form of emerging element of continuity that would yield consistent language and provisions from state to state?
Yes, definitely. Florida is a 50-50 state, once you put aside the gerrymandering. Florida was never meant for right-wing government. That’s why I’m on the Board of Fair Districts Florida, which is putting a constitutional amendment on the ballot to end gerrymandering.

Even without the war, contractors (not just defense) cost us taxpayers far more money for recurring services than we need to pay: money that could pay for things like universal health care. I came across a House-Senate conference report stating that intelligence contractors, for example, cost about $250,000 per year in salary; while govt. employees would cost only $126,500.

You bet! Blackwater, for example, charges about $600 per day for state Dept. security guards but charges (in some cases) about $1200 for the same guards. Wouldn’t we save $ if State simply cut out BW’s employment-agency-type role and hired guards directly? And don’t get me started on the many health care contractors that have bilked us taxpayers.

I just keep scratching my head as to why I was asked to provide training to the Iraq finance ministry as little as 12 months ago when I am a contracts specialist. If we are waiting for the Iraq ministries to get up to speed I think a day at Disney is in store.

When you have communities facing job market transitions, all that contractor cash could go a long way towards building up green jobs opportunities – a great option for a technical workforce in an area that knows all too well the dangers of global warming. So many good opportunities we’re missing as we line criminal pockets!
Seems like any FDL folks who head to FL for a winter vacation might consider a stop in Alan’s district to do a bit of volunteer work along the way … (now if I could only find some free time for a vacation, I’d be on the next flight to do so!)

I’m glad that you’ve talked to the media about government’s failure to insist on accountability (e.g., Truthout and Vanity Fair articles). I blogged about a couple of GAO reports showing that the Defense Department, alone, has been ignoring GAO’s suggestions for beefing up contractor accountability for YEARS. Poor GAO is blue-faced.

I am concerned about government interfering in the free market, however Wall Street is giving out record bonuses for 2007, 38 billion, I believe, yet Citigroup and others have done terible. There is no accountablity, to the shareholder.
With the solar Energy Center in Cocoa and with a few progressive steps, it would not be reaching to emulate the solar converted hydrogen fueled car systems already a reality in Norway.

The republicans cut taxes and run up debt both National Debt $9 trillion and State Debt $20 billion, how can people see that Debt is dangerous to our national security?
“I was typing too quickly” — that never happens to me. The worst grade that I ever got in school was in typing class. But somehow, I managed to try to keep up with this.
That’s right, particularly when foreign governments and entities own roughly half of all of our Treasury Bills.
Alan, the thanks we want is for you to WIN and then get to Washington and DO. In 2006 we did what we could and helped elect a dozen new Democrats. Some of them have been wonderful and some of them have been OK and one of them sucked so bad we’re campaigning against him. I’m hoping in the future that you and Donna Edwards, Andrew Rice, and John Laesch are going to be our textbook cases of how participatory democracy works to make the system better in the 21st century. Our thanks will come when we see you getting subpoenas for some of the criminals who have ripped this country off and dragged it through the mud.

being very late to the party i would just like to say the the degree of outrage that i feel after reading the Vanity Fair article about this business is truly overwhelming. it seems impossible to exaggerate the sheer criminality of the Cheney Administration and virtually the entire Congress due to it’s complicity through enabling what has happened and the complete lack of urgency in dealing with this colossal meltdown of ethics and morality. the entire Washington bureaucracy needs, at a minimum, to be thoroughly purged.
Alan – you’ve done a great job “keeping up” here … comments and questions come fast and furious and it’s a treat to see a candidate who can jump right in and chat with us rather than needing some cautious script.

I remember that in 2006 Charlie Stuart, the putative Democrat who opposes a woman’s right to choice and won the primary anyway, said he wouldn’t vote for Nancy Pelosi as Speaker because she was too liberal. I was furious at the time. Now, I hope progressive Democrats call her out on her idiotic decision to take impeachment off the table.

You’re right, Fahrender. And it extends beyond military contractors. Since Reagan started pushing privatization, all types of contractors have come to the trough with heavy appetites. Until the Iraq war, health care contractors accounted for the “lion’s share” of contractor-fraud settlements, according to the DoJ.
I’m never actually laughed while reading responses from a Blue America candidate before. You just became the 4th candidate I’m giving a monthly contribution to. OK, it’s just $10 a month, but you know you got enough for a least a pound or two of coffee for the vols every month.
I so want to see you and Henry Waxman working together, I’d have to get a tivo for CSPAN coverage.

That’s right — the war is a huge cash cow for the Republicans. One of the defendants in my cases, Mike Battles, ran for Congress against Patrick Kennedy in 2002. Haley Barbour, the head of the Republican Party, was Battles’s biggest donor. And then the war started, and Battles told people that we was going to make lots and lots of money in Iraq, so he could run again, and wouldn’t have to spend his time asking people for money. His partner told the FBI that Battles was on the phone with the White House almost every day. And then the Bush Administration dropped $100 million on him in 13 months. And then a jury found him guilty of over 40 acts of fraud. And then his wife was indicted in Germany for money laundering. A true Bush Administration success story.

Let me share a true story with you. An Army Captain went to work for a US contractor in Iraq. The contractor was running Iraqis off the road, and actually RUNNING OVER women and children. He complained, and the contractor did nothing. So he quit, and he reported it to the Bush Administration. They did nothing. So he went on the ABC Evening News, with three others who saw the same things. Still nothing. And . . . THIS WAS THREE YEARS AGO. So how can people be surprised about hearing about Blackwater today?
Most people in the media only want two things — tell the truth, and don’t waste their time. I can handle that.

Thanks so much Alan for raising precisely these stories. We try to cover them here on FDL and I have Iraqi friends in Iraq who try to get the word out but people need to hear this. I know the American people are compassionate and would want an end to such crimes … we need folks like you to get them heardd!
Here are some of the cases of contractor fraud in Iraq that the Bush Administration has refused to prosecute:
(1) Halliburton drove empty trucks back and forth through the Iraqi desert, just to bill it to you and me.
(2) Halliburton airlifted big screen TVs and giant tubs of chicken wings and tacos to Iraq, for Halliburton-only Super Bowl parties, and billed that to you and me.
(3) Custer Battles got a cost-plus-25% contract (spend all you want, and add 25% to the bill), spent $3 million, and billed $10 million, in the names of Cayman Islands shell companies they owned.
I could go on and on.
