The way I heard Leahy, if the SJC substitute is not approved, he said that they would introduce each piece of the SJC bill seriatem as a series of amendments later– which sounds a lot like Leahy’s version of a filibuster. Am I hearing or understanding that incorrectly?

Exactly..the point I was trying to make is that the “show we are watching on TV” is a done deal and the outcome can’t be influenced at this point in time. It’s like ground hog day, people get worked up and then the predictable outcome then people get discouraged again.
There is no Senator that will use all of the rules to stop this. If he did, he would be thrown out of the club. And being thrown out of the club is no joke.

It is a portion of the FISA statute that says the only permitted procedures/justification for snooping for foreign intelligence information are contained exclusively in the FISA statute. It’s an attempt to say that there are no residual “executive powers” in excess of the snooping parameters described and defined in the statute.
