The large precincts won’t come in for at least an hour…probably longer. </p> <p>Remember, what they are doing is establishing proportional representation for delegates to the higher conventions, which will in turn select delegates to the National Convention. DNC rules are such as to require proporational representation of viable delegations in the delegate selection process.
