&lt;p&gt;Conyers knows that Pelosi will again be Speaker of the House next year and she will take him off the Judiciary Committee if he goes against her wishes. It’s a “lose-lose” for him and impeachment.&lt;/p&gt;

		<description>&lt;p&gt;The dilemma - constitutional, bureaucratic, practical and personal - is that Libby and Addington spoke for Cheney and Cheney spoke for a President who would not speak, and who would not object when Cheney spoke.  &lt;/p&gt;
&lt;p&gt;Effectively, this gave Cheney the power of the President without the need to publicly acknowledged his coup.  One wonders if Cheney is a Svengali, or if Bush and Cheney actively or tacitly agreed that that’s how it should work because it was wonderfully convenient for them both.  Those early on who objected that commands from Cheney’s shop lacked the obvious and necessary presidential imprimatur quickly found themselves seeking other employment.&lt;/p&gt;
&lt;p&gt;Footnote to Peggy Noonan at the WSJ: If you’re seeking a better example of submissive, neutered or effeminate political behavior than John Edwards combing his hair, see above.&lt;/p&gt;
