Normally, each government inherits the legal liabilities of its predecessor.  That’s why US banks for decades claimed that the Soviet government was obligated to pay debts incurred by the Czarist government, why the Budesrepublik was liable for Nazi era liabilities, and why today’s government in Iraq could be liable for Sadam era liabilities.&lt;/p&gt;
&lt;p&gt;But all of that is probably like one of Hitchcock’s maguffins.  Odds are that Bush/Cheney objected to some other part(s) of the bill, or the passage of ANY Democratic Party sponsored legislation.&lt;/p&gt;
&lt;p&gt;As I understand it, Bush is claiming both a pocket veto and normal veto, and leaving aside whether, as he claims, Congress is in recess.  Either way, he is assuming liability, not “escaping” it.  So, which idiot Democratic staffer said otherwise, please?  Ditto for the MSM.  Bush need only have signed the legislation if he hadn’t intended to obstruct it and the work of Congress.  It’s his prerogative; it’s also his liability.
