		<description>&lt;p&gt;Point taken. My understanding is that a Pardon or Commutation can only apply to FEDERAL Criminal acts and not to Civil Suits. The immunity being offered in the Senate Intelligence Committee FISA revision would excuse the Telecoms from civil litigation (thus blocking disclosure of their criminal activity). I’m not sure if the Telecoms would still be eligible for charges under State Privacy laws.  Or if they could refuse to testify before Congress once the law was enacted.&lt;/p&gt;</description>

If Fitz now wanted to (re)open an investigation of conspiracy to reveal the identity of a CIA NOC, couldn’t he question Libby about the VP’s involvement and what he knew and when he knew it, and the same with Rove and Armitage and  Ari Fleischer and whoever else he thinks may have been involved?
