BOLTON: Well, I have to say I don’t. I think there’s a very real risk here that the intelligence community is like generals fighting the last war. They got Iraq wrong and they’re overcompensating by understating the potential threat from Iran.

I really think this is something the House and Senate intelligence committees need to get into in a very big way to probe as they can do behind closed doors how this estimate was put together. There is another issue here.

Cheney: No reason to doubt the new intelligence report on Iran

US Vice President Dick Cheney on Thursday said he had no reason to doubt a new US intelligence report assessing that Iran halted its nuclear weapons program in 2003.

“There’s always the possibility that circumstances will change. But I think they’ve done the best job they can with the intelligence that’s available,” Cheney told Politico.com.

The vice president stressed that the administration would not change its policy towards Iran. “We still think there’s a need to continue the course we’ve been on to persuade the Iranians not to enrich uranium,” he said.

Cheney added that the decision to make public certain parts of the report came in part due to fears that it would be leaked to the media.

Some of the interrogation techniques authorized in these DOJ memos – including simulated drownings (also known as waterboarding), prolonged stress positions, and extreme periods of isolation – have been classified as torture for decades, under both domestic and international laws. From the U.S. Torture Act, which prohibits acts “specifically intended to inflict s evere physical or mental pain or suffering,” to international law such as the Geneva Conventions, which prohibit “cruel, humiliating and degrading treatment” – our law and history are crystal clear.

That is why I was so dismayed at Michael Mukasey’s responses to questions about torture during his confirmation hearing to become U.S. Attorney General. First Mr. Mukasey refused to tell the Senate Judiciary Committee whether waterboarding was torture. When pressed, he said that it would depend on the circumstances. This equivocation was one of the reasons I voted against Attorney General Mukasey’s confirmation.

At a time when the world is turning away from America as a moral leader because of the Bush Administration’s disastrous and secretive policies on torture, I believe Congress must work fervently to hold the Administration accountable for its actions. As President Theodore Roosevelt said, nothing can justify the use of torture or inhuman conduct.

Recently, the House of Representatives approved a funding measure for the Iraq war that would require the adoption of the Army Field Manual’s prohibition on torture by all U.S. government agencies before additional Iraq funding could be released. I strongly agree with the action taken in the House and intend to support a similar measure in the Senate.

Thank you again for your letter and for caring deeply about this critical matter.
