Before I saw your post, scarecrow, I was asking the same question at Glenn Greenwald’s blog. I.e., was Gates behind this? I have a hard time trying to imagine who else could possibly have put this thing together.

Without Rove in the WH spying on the government, a lot of stuff can slip through the cracks. The regime is still acting as if there will be no election in 2008. Everyone else assumes there will be. You don’t want to take victory for an answer. The level of violence is down in Iraq. People are shopping in Baghdad.
