Tensions between Hispanic Democrats and House leaders exploded Friday when a bloc of Hispanic lawmakers voted to derail a major tax bill, relenting only after an angry confrontation on the floor with Speaker
Nancy Pelosi and Majority LeaderSteny H. Hoyer , D-Md.The rebellion was a response to votes by 36 Democrats Thursday night in favor of a non-binding Republican motion Hispanic members called offensive. It instructed House conferees on an appropriations bill to accept a Senate-passed provision prohibiting the Equal Employment Opportunity Commission from suing employers over certain English-speaking requirements.
That motion was the latest in a series of immigration- and language-related votes that Republicans have used to splinter Democrats, some of whom are nervous about GOP attack ads that could portray them as “soft” on illegal immigration.
Members of the Congressional Hispanic Caucus said Thursday night’s vote was their breaking point. They retaliated by initially voting against the rule allowing debate of the tax bill, very nearly sinking the measure and prompting a fiery exchange on the floor.
Hoyer was toe-to-toe with the much shorter Joe Baca, D-Calif., chairman of the Hispanic caucus. According to one Hispanic Democrat, Hoyer jabbed his finger at Baca and yelled, “How dare you destroy this party? This will be the worst loss in 10 years.”
That same Hispanic lawmaker reported that Pelosi said, “You see this on the board? This is against me, this is against me personally.”
Only a pack of amateur monkeys would take the issue that fractures the Republican party every time it comes up and use it against their own. You have to wonder at the genius that inspires Democrats to personally and forcefully stab their Hispanic caucus in the back.
Rahm is personally whipping for the Shuler/Tancredo bill. And he’s obviously continuing to tell freshmen that they need to get “tough on immigration” or lose their seats because so many of them have signed on as co-sponsors (immigration is, as you’ll recall, the excuse Rahm uses to cover up for his abject failure to pick good candidates or allow them to speak openly against the war — the Democratic majority happened in spite of Rahm, not because of him).
The bill seems to authorize the Department of Homeland Security to work with the Department of Defense to turn the border into a police state:
Rep. Luis Gutierrez , D-Ill., the author of a “comprehensive” immigration overhaul that would combine enforcement measures with a new temporary-worker program and a means for illegal immigrants to become citizens, said Shuler’s bill is incomplete.
“It looked like he grabbed my STRIVE bill, took all the enforcement parts of it and forgot to turn the page. It’s a book he didn’t finish reading,” Gutierrez said. “We might as well put the Republicans in charge.”
Indeed, Shuler’s measure echoes the calls of the most ardent critics of immigration bills that would allow undocumented workers to eventually become American citizens. That includes retiring Republican Rep. Tom Tancredo of Colorado , who has based his campaign for the Republican presidential nomination on opposition to illegal immigration. Tancredo signed on as one of 89 cosponsors, nearly all of whom represent the most conservative factions of the Republican and Democratic parties.
Shuler’s enforcement-only approach to immigration legislation has exacerbated tension between moderate Democrats and members of the Congressional Hispanic Caucus, many of whom have been displeased with their colleagues’ votes on immigration-related issues this year. In particular, Republicans have used a procedural weapon to force Democrats to vote repeatedly on tricky immigration questions, and 19 freshman Democrats are among the larger group of centrists who have sided with the GOP on one or more of those votes this year.
Shuler is Rahm’s boy so no wonder he didn’t feel like he had to politic the thing. This has Emanuel’s arrogant, short-sighted fingerprints all over it.
Hey Rahm, you’ve got a district that’s 25% Hispanic. I know you’ve notoriously said “they don’t vote, ignore ‘em,” but do you really want to roll those dice?

Feinstein has come out officially in favor of immunity for telecoms, the senate pushes Mukasey through with a mere 53-40 vote…not a single principled person in the lot, not a single peep to deny cloture and force a roll-call. The Dems are afraid to appear soft on torture, soft on Bill of Rights violations, soft on equal protection under the law, soft on the law, period (meaning that obeying the law is too dangerous a requirement with terrorists under every bed).
I honestly hope that the hispanics in Rahm’s district kick his ass out in November. Surely there is a way to fire them up and help ensure that he gets booted? Anyone, even a GOPer, would be better than Rahm.

It’s important to understand that Rahm comes out of Chicago machine politics. While the machine is more benign than it used to be the absolute lock that Cook County Democrats have on elections means that Rahm is simply unbeatable. A primary challenge impossible. A general election win as certain as light during the day.
Then figure in that the Cook County Democrats are simply Republicans, who happen to embrace government spending. That Cook County Democrats are Democrats is pretty much an historic accident.

But the Hispanic community in Chicago is not naive. And I’m guessing that if Rahm stirs up their anger in his district, Mayor Daley will be none too pleased.
It would be nice if a bunch of folks would give Daley’s office a call, and see if Hizzoner would make a public statement calling on Rahm to deal with reality instead of his fears of the GOP bogeymen.
Daley knows he has to keep the neighborhoods — and their various constituencies — happy. That’s the essence of machine politics, especially in Chicago. If he starts hearing that folks are angry, and discovers that Rahm is in the middle of it, he’ll let the chair of the Democratic House Caucus know of his displeasure: “It’s a hard enough job running the Chicago machine without you throwing wrenches into things. If my precinct captains are busy putting out the fires you’re lighting, maybe they aren’t going to have enough energy left to work for the candidates you’re trying to elect.”

For all the talk about splintering of the conservative/evangelical base it should be understood that the base of the Congressional Democratic party is every bit as genetically programmed to understand that America is White America.
The Godzilla in the room that is the racial demographics of America applies just as much to Democrats as Republicans. Neither party will settle for the browning of American political leadership. While the racial balance will shift to non white during this century political power will remain white for decades after because of inertia. Skirmishes will break out. but the center should hold. Come the day non whites are capable of siezing political power through the vote is the day voting ends. That the battle is so intense decades before the crunch will come only emphasizes the power of the racial issue.

I didn’t vote Dem and help them take the majority of both houses of Congress so they could be an unmitigated disaster and NEVER EVER learn from their mistakes. I swiped that quote from Andrew at TNH – who pegged it as appropriate post-Mukasey for this Congress and its “justifications.” It bespeaks the motto of the PINO : the Party in Name Only, whose benighted members allow themselves to be ordered around by the likes of Nancy Pelosi, Harry Reid, and Stuffed Shirt Steny (except for occasional gutsy pushbacks from people like Mr. Baca).
These are toxic people, and we need to free ourselves from their stranglehold. I wonder if filing to run as an Independent or Unaffiliated candidate for Congress gives one more time to file, than if running in a party primary early next year. Jane’s so right that it is on the Congressional level – as opposed to the Presidential level – that outside the establishment efforts could make a real impact next year. With the leading Democrats and the Republicans basically in agreement on Iraq, immigration may be the issue that decides the presidential election. Hispanics are famous the world over for being able to cut through the nonsense when it comes to politics. Do the math…in California, unless the fascist Tancredo immigration proposals become law, politicians like Nancy Pelosi are and endangered species as are their political-economic interests.

I’ve got nothing against the hardscrabble life myself, just be aware they have laws up there to keep the Americans out, so you’d be working illegally for cash wages (a lot of Mainers do that today). Also expect everything to to cost 50% more than what it costs in Vermont. They use hard currency up in Canada and all.

I spent 28 months of my life in Newfoundland in the USN, The airborne wing of the BMEW system of Radar stations to protect us from the red menace…they just change buzzwords and enemies every so often, to keep us on our toes and frightened.
You should see the fishing boats in St. Johns that they go out to the North Banks fishing in. This was in the sixties and those boats were not all that big, some very hardy, nice, courageous people.

Sorry, but Feingold is no better than the rest. He is absolutely opposed to refusing presidential appointees, falsely believing (he has state this) that the Prez is entitled to anyone he wants. Sure, he voted “no” on the floor vote on Mukasey, but he COULD have voted no on cloture and made a difference. Instead, he went along with the “plan” to get Mukasey in in return for permission from the GOP to pass a defense bill that gives merely the APPEARANCE of putting up a fight against Iraq Debacle. So, Feingold went along with the prospect of legitimizing torture in return for the party not being called names on defense.
He is corrupt, just like the entire rest of the party.

There’s the rub. All it took was a “no” on unanimous consent. Not a peep. Feingold couldn’t be bothered with forcing a roll-call on consent. To NOT say “no” on unanimous consent is to consent to what was setup to be a foregone conclusion. Feingold went along.
ALL the Democrapic Senators running for Prez failed to show up. Couldn’t be bothered with voting against (or for) torture.

Wow, Reid has some magical powers. He can keep an unwilling or unsupportive Dem like Feingold from saying “no” on the question of unanimous consent. Perhaps Reid applied thumbscrews? Pointed behind Russ and said, “What’s that?!” and while Russ turned to look, POOF, unanimous consent was sought and granted before Russ could turn back to face Reid? Wow. Magic.
Yes, and with that “principle” Russ stabbed me and all other servicemen and women in the back. He allowed a torture-supporter to get by simply because the Prez is entitled to his war criminals…while helping to ensure that all captured US servicemen and women WILL now be tortured and there isn’t shit the US can do about it. We do it, ANYONE can do it. Free-for-all.

Scuttlebutt in and around Main Justice is that Mukasey is actually better than the clowns running DoJ now — the ones Gonzales brought in. (Yes, that tells you just how awful Main Justice is right now.) And Bush is never going to appoint anyone we like — in fact, he’ll go out of his way to find someone we don’t like.

This is slightly off topic but to a degree it isn’t.
I’ve noticed lately that people don’t smile much anymore. I’ve noticed lately that people hardly ever laugh anymore.
The people are tired and scared. Tired of having no voice and scared not of foreign terrorists but of their own supposed leaders. All we can do is try to regain our voice and show our supposed leaders that we aren’t afraid of them, that we aren’t scared of what they think they can do to us.
The generation before mine was called the “The Greatest Generation”; and when they came home from war they started my generation and they named us Baby Boomers. Sadly my generation is bringing down the curtain on what once was a good, perhaps even great country. What we wrought our sons and daughters will have to pick up and put back together again. I hope they learned from our mistakes.
Sorry for the philosophical nature of this comment. I’m just trying to understand my part in all of this and what I can do to help fix things, even at my age.

There should be very close examination of procedure abuses on both sides of the aisle that seem to work in aid of the moneyed party. Things have really gotten out of hand in Congress.
