As Looseheadprop just noted, Blackwater can’t seem to stay out of the news – or out of trouble. Along with smuggling silencers, some of their folks are also accused of smuggling arms to the PKK in Northern Iraq. With all this bad news for the mercenaries, perhaps a little oversight is in order?
So guess who George’s team will most likely use to provide that oversight? None other than Tim Spicer and his infamous Aegis private security firm. It seems the Pentagon has won an intramural battle to gain control over the State Department mercenary contractors and the Pentagon already uses its “Reconstruction Operations Center,” to track their own. Noah Shactman at Wired follows yesterday’s New York Times report with a bit more detail the NYT seems to have missed:
But here’s the interesting twist: The Reconstruction Operations Centers are themselves outsourced, through a recently renewed $475 million contract to the British firm Aegis. And Aegis is run by the infamous old-school gun-for-hire, Tim Spicer. He’s the guy, you may recall, who tried to use his mercenary army to launch a counter-coup for the government of Sierra Leone; his associate, Simon Mann plotted the overthrow of the authorities in Equatorial Guinea. Later, in Iraq, one of his ex-employees circulated online a rather nasty “trophy video,” in which contractors are seen shooting at civilians — to the sounds of Elvis’ “Runaway Train.” (video is above)
About time for some congressional action? You bet and it looks like some is on the way – Michael Roston over at Huffington Post has just reported:
Next Wednesday, Rep. Jan Schakowsky (D-IL) will introduce legislation to phase out the use of tens of thousands of private security contractors deployed on battlefields where American troops are present. The Stop Outsourcing Security Act intends to effectively put Blackwater and their ilk out of business.
“After 9/11 we thought airport security was so important that it shouldn’t be contracted out and we created the Transportation Security Administration,” said Peter Karafotas, a spokesman for the Congresswoman. “The writing’s on the wall that Blackwater needs to go, and contracting is on its way out.”
Several Senators are lining up a bill in the Senate – let’s make sure our representatives know that we want them to get on board these efforts. As Dahr Jamail reminds us, the problems with Blackwater and their buddies have gone on for way too long:
Salih Aziz who works with the Iraqi Group for Human Rights, an NGO in Baghdad, told IPS that Blackwater convoys, which usually comprise several large, white SUVs, have proven deadly for Iraqi civilians since the early months of the occupation in March 2003.
“Since the very beginning of the U.S. occupation of Iraq, Baghdad streets have seen peculiar looking groups of men in armoured cars with black glasses, killing anyone who approached them,” said Aziz. “They were the first to be hated by Iraqis.”
While I have a feeling George likes to strut around the White House in Raybans playing tough guy merc, let’s hope the grownups like Sharkowsky can lead a real effort to finally stop these thugs.

Yeah, isn’t it? I had mixed feelings listening to the piece on npr that had a tape of one man complaining that being assigned there could be a “death sentence.” OTOH, the same man (?) said that in normal times an embassy in a war zone would be shut down. Does anyone know if that’s true?
Of course, we didn’t have embassies in Germany and Japan during the war, but this is a rather different thing, since the Iraqi govt is (theoretically) our ally, if not our puppet.

That’s not a fair comparison. Troops are trained to fight with lethal force, diplomats are not. Whether or not our military is being abused in Iraq is a separate issue, but to make diplomats serve in a war zone is indecent.

Heard a clip from one of the Senate repugs, McConnell or Lott or somebody of that ilk saying, in regard to “objections” that FISA, Patriot Act, or somethig risked losing civil liberties, that: thevery first freedom he wanted the govt to protect was his freedom to be alive.
I wondered if he missed grade school when the lesson about Patrick Henry, Benjamin Franklin, George Washington, Alexander Hamilton, etc., etc. were taught.

No, it’s war in Iraq. It’s solely the role of our military to fight wars. Blame Bush for bad policies, blame Rumsfeld and Gates for bad management, but don’t think for a minute that diplomats should be sent into the mix. What does that accomplish besides risking them? They don’t have the skills to deal with violence or the insurgency. The diplomatic “mission” is really just domestic politics, there’s no actual Iraqi government to deal with since we dictate what the puppet regime does from Washington. Having the US Embassy in Iraq open and staffed is another Potemkin effort to pretend things are better than they are.
The Department of Defense is really our War Department. The State Department is the Peace Department. When the war ends in Iraq, that’s the time to send the diplomats.
Air America said today that there are some open cases against the Bush family in Germany today as the result of their aiding and abetting the Nazis…Auschwitz in particular…or something like that…I have not been able to find it though…and something about a prosecutor of war crimes.

I would say use Blackwater to create a “false flag” operation killing many innocent people. The money for the 9-11 attacks, or at least $100,000, was traced to Pakistan. It is suggested that Darth Cheney may have financed the 9-11 Terrorists.
I’m pretty shocked at the cavalier comments about our diplomatic corps. These are, for the most part, career diplomats who’ve been working at their jobs for decades—far longer than Bush has been ruining this country. Remember, Joe Wilson was an ambassador. Are people really saying people like him should be sent into a shooting gallery because they disagree with the military actions our government has undertaken?
The “technically we’re not at war” argument is ridiculous, bullets and bombs are being used daily. And I do hope we see a large-scale refusal to go and either resignations or Condi following through on her threat to fire everyone. That’ll cripple our State Department even more, but it will be another strong statement that the Bush government is out of control and bad for America.

Yeah, Iran in part. If you fish around the net, you’ll come across an outfit based up in northern/northeast Iraq. They oppose the current IRANIAN gov’t. We interface with them…but very quietly. Some of those silencers are put into their hands, for their own forays into Iran. Blackwater are just the “bagmen”, if you will.
BW also uses the silencers for their own purposes as well.
On the video, it’s not exactly a “snuff” film. Suiciders would drive up on US convoys and explode themselves. Thus, folks were warned to never, ever approach a US convoy/vehicle. All those vehicles that got popped in the video were approaching the US vehicle.
I don’t endorse the shootings, but just offer this to explain “why” those vehicles in the film were getting shot. Plenty to be critical of….but there you have it.

You might want to have a look at the post at Juan Cole’s place, if you haven’t. Basically, the argument is that embassy’s are routinely closed down in war zones, and there is no useful work for the diplomats to do there — they can’t go out to meet with Iraqis, Iraqis can’t be seen coming into the Green Zone to meet with them, and most of the effective diplomatic work is done outside the country.
So the only reason the embassy is open is so the Bush Administration can avoid admitting any failure and pretend that Iraq is “normal” enough to have an embassy.

I agree with you. Being a career diplomat is a very hard job–and underappreciated. Blaming folks for objecting to living in trailers with shells being lobbed their way daily is unfair. And bear in mind that a fair lot of them probably also strenuously object to the disgusting and criminal way the Iraqis are being treated. The Geneva conventions were created by diplomats, for heaven’s sakes.
If we dislike complicity, then let’s admit each one of us takes a share. I know I do. I wasn’t up at arms about depleted uranium in 1998. I wasn’t writing my reps daily about the containment policy. Marched against the war? Sure thing. Demonstrate still? You bet. Worked against W? Since he first announced candidacy, with time and money. Still, the mess belongs to all of us. Not some. Blaming diplomats is, in my opinion, a shoddy thing to do.

The other thing to remember is that especially for the career folks who have been in the foreign service for a couple of decades, they already “paid their dues”. My husband and I went to school with a guy who ended up in the foreign service and for his first three assignments in the late 70s and early 80s he was offered Beirut, French West Africa and Chad. And that was in the middle of all the stuff going on in Beirut. But because he was young and a junior education officer, that is what he got offered. He did not get any right to bid for assignments until he’d been there for probably 10 or 12 years. He did a couple of tours in Paris and then was reassigned to DC. I would say his experience was pretty standard. So, I am sure that a lot of the feeling for some of these folks is: “Hey, I did my time in dangerous places. I’m married and have a couple of kids now and bills to pay and so on. Why are you going to throw out the procedure NOW?”
I saw a town meeting within the state dept. with the diplomats. Many were pissed and saying they won’t go to Iraq. One said that 88% of them do not support Condi. The a**h*le who was in charge flippantly said the 88% of people were in favor of slavery in the 1800’s. He was a bush idiot. natch.

Sure, it’s up to us to fax, make phone calls & contribute to the appropriate candidates (you know like fall of 2006), but congress & the media have the power to stop this nonsense and will not.

In the days leading up to the hearing before the oversight panel, which is led by Representative Henry A. Waxman, a liberal California Democrat who has no love for Blackwater, the company hired Burson-Marsteller, a global public relations firm. Blackwater said it hired the company on a temporary basis to help prepare Mr. Prince for his testimony.
Mark J. Penn, Burson-Marsteller’s chairman and a senior adviser to Senator Hillary Rodham Clinton’s presidential campaign, said in an e-mail message that he had no direct contact with Blackwater and that the work was landed by BKSH, a subsidiary. BKSH is a political consulting firm led by Charles R. Black Jr., an adviser to President Bush and his father, and R. Scott Pastrick, a top Democratic fund-raiser. Mr. Penn said that a BKSH associate had worked briefly in Iraq and met several Blackwater personnel, who steered the work to his firm.
Althought, I think this threat is pretty clear:
The central message in all of the interviews was that Blackwater was doing only what the State Department asked it to do, that it had not lost a single official under its protection while 30 Blackwater guards had been killed, and that if the company lost its $1.2 billion contract with the State Department it would find other ways to make money.
So that’s their offense media plan, according to this article. I hope they shut them down soon.

Good on you but it still doesn’t explain what role career diplomats have in Iraq at the moment. It takes years of education and training to be a good diplomat and those professional skills do not extend to dodging bullets, shells, rockets mortar attacks and bomb blasts. By all means love your troops and demand they leave Iraq and Afghanistan but there is no rationale in ordering career diplomats to serve unsuitable, pointless and dangerous postings as a quid pro quo to avenge your troops.
Frank 33 and STTP in Ohio – if you tax payers, your taxes are funding the war as are the taxes of taxpayers in Australia, the UK and the rest of what’s left of the shrinking global coalition.
The UN should pass a resolution that makes the leaders of any country utilizing mercenary troops to be fully responsible for their actions, giving the Hague an international arm to act.
