We are, after all, talking about a mere three months. And in any event, Clinton didn’t want to hand off a military operation to an incoming administration the way JFK got stuck with the Bay of Pigs. The Clinton team just laid out everything they had on al-Qaida and terrorism and left it up to the Bushies to determine their own policy, which, apparently, was to do nothing, or more specifically, nothing that Clinton did or would do, no matter what the issue.&lt;/p&gt;</description>
