It seems like it was so much longer ago but I first met Russ Warner in someone's backyard in Cheviot Hills less than 2 years ago. The occasion was a Wes Clark rally in October, 2005. Russ was there with his son, Greg, just back from Iraq and still in uniform. At the time Russ had decided to run against rubber stamp Republican incumbent David Dreier but he ignored a primary challenge which no one outside the district thought of as credible or serious.
People from outside the district don't vote and Russ never got to actually go up against Dreier, who trounced his weak and unfunded and unfocused Democratic opponent.
Last year I did a series of stories about why I thought Russ would make a good opponent for Dreier and an excellent congressman for CA-26. Since then he has grown tremendously as a candidate and I'm glad he will finally get an opportunity to take out Dreier in '08. He joins us live this afternoon from YKos in Chicago.
I've spent hours chatting with Russ in person and on the phone. He's a sincere, honest, hardworking guy who has grown more and more progressive as he's watched the Bush Regime and its minions, like Dreier, in action.
Dreier has been like a second representative from his hometown, Kansas City, far more than a rep from suburban L.A. He runs a property development business there and allegedly spends far more time there than he does in CA-26. In deference to Russ' wish to keep it positive, I'll just provide a link that talks about Dreier's open secret and some of the other hypocrisy and nastiness around him. I do want to point out though that Dreier had such an electoral scare in 2004 -- when he only got 54% of the vote, mostly because of anti-immigrant Hate Talk Radio hosts -- that his campaign expenditure per vote received went from an already high $9.95 to the astronomical $28.54 last year. (His opponent spent 29 cents per vote she received in 2006.)
I asked Russ how his voting record would have differed from Dreier's had he gotten to run against him in 2006 and beat him. The first words out of his mouth:
"I would have voted to get us out of Iraq." I read him a front-page story about Dreier's historical Iraq stand in the July 16th issue of the San Bernardino Sun. Where other congressmembers are backing away from their role in the catastrophe in Iraq, Dreier has not budged an inch. He still sounds 100% (not 99%) like Bush and his latest statement on the occupation was "You cannot claim to support our troops without supporting their mission."
Russ blew up.
"I didn't know occupying Iraq was their mission. This is all part of the web of lies this administration has spun. Everything they claimed they were, they ended up to be just the opposite. Most Republicans voters don't even believe them anymore."
That will be important in CA-26, a moderate district that has trended red. Gore and Kerry each got 44% of the vote against Bush. Russ thinks things have changed... drastically.
And he's not pussyfooting around. He stood on a street-corner in Rancho Cucamonga for 8 weeks with local demonstrators asking drivers to honk if they opposed the war. Russ didn't move in that direction lightly; remember Greg? He's in his second year at West Point now. But Russ feels he's completely in sync with his district; the majority of residents want out of Iraq and they want out now. It's Dreier who is out of sync with moderate suburban districts like CA-26.
The other issues that Russ keeps hearing about from his neighbors (and future constituents) are about the environment and about the broken health care system. "The San Gabriel Mountains need to be protected from developers and that transcends party affiliation."
Not for Dreier, who is a property developer himself and who sees the beauty of those mountains in a different way than the rest of us do. When Dreier is in the district he talks a good game about the environment but when he's back in DC he votes against environmental concerns.
"He claims," Russ told me, "the jury is still out on Global Warming and he has opposed giving the EPA the power to enforce air and water quality rules."
As for healthcare, Russ says Dreier's record is "dismal" and he points to the $431,990 in campaign cash he's taken in from health care interests and their lobbyists. Dreier voted against the Patients' Bill of Rights and against 5 consecutive bills to allow for the importation of drugs from Canada.
"Pharmaceutical and insurance companies are so powerful and they have so many different politicians in their pockets that I believe we need to get public servants elected to office who are willing to stand up to them. If they want to give me money, I'll use it against them. I'm not expecting a cent from them."
Still Russ has met the DCCC targets for "serious" challengers, bringing in over $100,000 in the last quarter, mostly from small donors in California. Dreier, one of the co-chairs of Giuliani's California campaign, is loaded with money and ready to crank up the ole Republican smear and fear machine. He's going to be facing a far more serious opponent this year than he has in the past.

Hi everyone, I’m happy to be here from Chicago. I’m so proud of the bloggers and how far they’ve come in getting the message out to the people about different candidates and issues that matter.
Welcome Mr. Warner. I’ll try to hang out here as much as possible, but you are up against YK2’s presidential forum.
There are a lot of exciting events taking place here. I’m glad you could join us here. It’s so important for me to get my message out so people can learn about me and know that David Dreier will be defeated.
I saw part of Dreier’s heading some of the R part of the FISA debates. Care to comment on his performance, or what you might have done had you been a leader on the other side of the aisle?

Russ, from our having met many times I know that getting out of the mess in Iraq is your highest priority. First, are you aligning on this issue with any particular presidential candidate or “Out of Iraq” plan that has been proposed? Then, what are your highest legislative priorities after Iraq?

Hi Mr. Warner, thanks for being here today and hope you’re having a good time in Chicago.
Russ, I think it so important to divorce the honor of our soldiers and support for their C-in-C’s policies. A soldier’s honor lies in his courage in harm’s way and his willingness to obey orders, not in the eventual success or failure of the policies that have placed him/ her there. In fact it is the policy-makers honor thagt is at stake when they do not fully support with materials the miitary’s mission which they have promulgated.
You’re right, getting out of Iraq is one of my highest priorities and one of the main reasons I’m running for Congress. As you may know my son Greg served 17 months in Iraq and I’ve seen firsthand the effects of this administration’s failed policies.
We’re lucky this year that we have a group of very qualified Democratic candidates running for President.

Thanks for your comment Bob. It’s not the soldiers’ policy, this is the Bush administration’s policy. David Dreier has consistently voted for the war and has even recently been quoted saying we need to support our troops by keeping them in Iraq.

I think it’s becoming clearer all the time, and I hope you press the point, that Bush’s goals have nothing whatever to do with the honor of or support of the American fighting troops, and you are in a unique position top do that given your son’s service.
Health care is a very important issue in the 26th district and across the country. I came from a poor family where health care costs were a big concern. No family should have to decide to pay their medical bills over feeding their children. In Congress I will fight to make sure that working families and children will have access to an affordable health care plan.

Given the demographics of the 26th, I think this will be a key to bringing Dreier down… separating a patriotic regard for the troops from the Bush agenda to which Dreier clings… That and a real commitment to health care, which includes securing social security.

With the FISA nonsense going on in Congress this weekend and all the speechifying about it, I have lost the last shred of patience I have with all this terror propaganda. Bush has been threatening Congress with a terror attack, for heaven’s sake! And Bush threatens the Dems with the blame if the Dems don’t let him have the powers he says he needs to protect the country. What nonsense.
We have no knowledge of current terror threats except from these LIARS. Any proof of plots we have are only about entrapped clueless adventurists with “plans” that cannot succeed. I just can’t believe any of it anymore.
But most discouraging is that the Dems have been co-opted into this nightmare: they have to acknowledge these false threats now so they are not castigated as soft on terror by Bush et. al. Problem is this LIE is gaining more traction and having more influence on our country and the denigration of our Constitution. And the Dems are complicit in my mind!
You seem to see things clearly: do you see a way out of this?
Going back to FISA, we need to protect our Constitutional rights while keeping the American people safe. These are not mutually exclusive.

Most of the waste in the system goes to bureaucracies with no value added– executive and middlemen, not doctors and researchers and nurses. The HMO and insurance systems are really sick. They are deadly to patients and deadly to the careers of medical professionals.
I think it should be pointed out that many of us in the progressive blogosphere are genuinely alarmed because if this revised FISA legislation goes forward it will effectively suspend the constitution. People are talking about leaving the Democratic Party, leaving the US and even about armed resistance. It is that bad out there. People are honestly frightened and I think there are good reasons.
I don’t think immoral is the right word. I believe that everyone in this country has the right to make a reasonable profit, but not at the expense of peoples’ health.

And the demographics are moving in the Democratic direction in CA-26. That a nothing candidate like Cynthia Matthews could get 107,000 votes (43%) in 2006 against a heavyweight like Dreier speaks loudly that the people in the district are looking for a better way.
The Bush administration and republicans in Congress including David Dreier have led this country by fear and intimidation.
It’s time that we elect strong democrats, like myself, who will stand up for our Constitutional rights and civil liberties.

Yes, I think it’s fair to say that many people around these parts have finally had it. We’ve been active and speaking up for quite awhile now with some results … but this is a repeat of the slapdown on Iraq. Don’t the polls matter?
Beating Dreier isn’t that hard. Be consistant, aggressive, and forthright and you’ll wear him out. Then he’ll make excuses and quit.
Like a game of tennis. He’d rather quit than “lose”.

David Drier has been in Congress for almost 28 years and has become out of touch in the 26th district and has forgotten what really matters to us. I have been raising money and talking to voters across the district. I’ve gotten great support so far from people like Congresswoman Hilda Solis. I am so proud of her endorsement because of what she stands for. People in the 26th district are tired of David Dreier and need someone who will work for them. I am that person.

Intrinsically immoral? IMO the answer is no - I don’t see how such an abstract concept can be intrinsically immoral.
The problem is that corporations are _by_
_design_ amoral entities. Their sole
responsibility is a fiduciary one: To make
money for their stockholders. To the extent
morality even enters the picture it is because
in some cases a corporations reputation for
honorable behavior affects its bottom line.
I have no problem with doctor and other health care professionals as individuals
profiting from their labor, living in nice
houses, and so on. I have a big problem with
corporations being allowed to make huge profits
at the expense of the public’s health. This is quite simply despicable.

I too have a hard time understanding why democrats in Congress are not standing up to the fear tactics of this administration. I think it shows weakness and we need strong leadership in Washington.

No, it’s not fair that insurance goes up each year. David Dreier has taken over $400,000 from health care special interests and then votes against giving working families access to health care. Just Friday, he voted against giving 5 million uninsured children in this country health care.

This is just one more example of how ill-conceived this war has been from day one. We rushed into war without a clear plan, and Dreier continues to support that decision. He used his position as chair of the House Rules Committee to block investigation on the failure of the pre-war intelligence.
jacqrat, I think if you came back here (I live in
Claremont and - full disclosure - worked on
the 2004 Warner campaign as the “computer
guy”) you’d find that things have changed
quite a bit since the 1970s.
Of course this also means Dreier’s sexual
preferences are essentially a nonissue.
(And please note that I am not advocating
criticizing Dreier for being gay, but it
would be nice to be able to nail him for
being such a hypocrite.)
After all the money that has been spent, Bagdad only has about 1 to 2 hours of electricity, I am very discouraged by this, but I am sure the Iraqis are more discouraged!
I am also discouraged by what is happening in Iraq, and how the people there are suffering because of this administration’s war.
Did you know that home insurance companies are cutting back all over the US. No more earthquake coverage, mold coverage only at an addition price, limited hurricane coverage with large deductables, and the price goes up by as much as 50% in one year in Florida and other states are beinging to be hit also.
If there is one legacy of a Bush presidency it is gaping pits left by ruined buildings and infrastructure..NY, NO, Iraq, Afghanistan, Minnesota.
The only place that has been rebuilt on his watch is the Pentagon.

I too have noticed my insurance policy rates going up. I’m gravely concerned how this is affecting poorer people in this country who are not going to be able to afford their insurance. We need to protect the middle class and working families.

This is not a career change for me. I’m running for Congress because I do not like the direction our country is going. I will take my life experiences with me to Washington. I understand the struggles of everyday people and will stand up to special interests. I am not a career politician, I see myself as a public servant.
Russ, we have an industry who dictates a wage so low that no American is willing to do the work so it requires the illegal employment of a new lower-underclass. This upends the open market principle that should require the wage to rise to a level where legal workers are willing to do the work. What are your thoughts on this?

I believe all Americans deserve a living wage for their hard work. The American worker should not be used as a commodity by the wealthy, powerful and elite. David Dreier voted twice against raising the minumum wage in 2007. He previously voted against raising the minimum wage 6 other times, at the same time voting for his Congressional pay raise.

If you were in Congress today, would you vote in favor of th e pending resolution to initiate an Impeachment Inquiry?
If that inquiry resulted in the proffering of Article of Impeachment, would you be willing to vote for those (if you agreed with their substance)?
Would you do so despite the timing with respect to the upcoming 2008 elections?
If you are elected in 2008, would you support a policy to criminaly investigate Bush/Cheney for crimes committed while in office for which the Statute of Limitations has not yet run out?
Would you support legislation to bring about a new (better) Independant Counsel law?
I preferr to think of this as single question in multiple parts, rather tha a whole slew of questions.

Thank you for answering my questions, which is something my Senator and Congressman will not do! I am in for $26, since I gave up my job, to take care of my 86 year old mother, that is more to me than most people, but we must take our country back. Thank you.
I’m all for clean money. I’d rather talk to voters than be forced to compete with Dreier’s $2 million war chest. I need to go toe to toe, dollar for dollar against Dreier. No one has ever worked as hard this early as I am right now to give him a real challenge.

Russ, David Dreier’s fliers tout what he does for his constituents, but I can’t find much he’s actually done in the last 8 years that isn’t what I call make-work legislation - in other words, I can’t find anything substantial he’s accomplished. It’s time for him to go.

Mr. Warner, as a former CA-26 constituent, I hear from friends and family all the time about the horrible traffic (I-10 is a nightmare, and the 210 didn’t do much to help…)
What would you do to help alleviate this problem?
Mr. Warner, you seem to have good “bedside manners”.
I am suffering an ailment that could be described as being made to feel “ill” by the actions of our current Administration…I hope you will vote to provide health insurance for all Americans who are experiencing this un-identiffied, post 9/11 “ailment”. ;}
The cure, I am told, similar to stem-cell research, is being held off by the government. I understand that the cure is “impeachment” of the offender. Can I count on you to fight for the cure to our ailment - or do you agree with others currently in office, who contend that it would take away from more “important” legislation? Just asking.
Not to bring up a sore subject, but it’s necessary, given the 2006 outcome in the CA-26 Dem primary: What’s the outlook in your primary race? Opponents? Will it be in February, piggybacking on the presidential primary, or in the normal June timeframe? You have to make sure not to look past it this time around.

David Dreier markets himself as a moderate who cares about the people of the 26th district. We know this is not true when he goes to Washington and votes against our best interests. He has neglected education, health care, the environment, the war in Iraq. In CA we pay some of the highest gas prices in the country while Dreier has accepted over $184,000 from energy special interests. He also supported the president’s bill that gave big energy companies $2.6 billion in tax breaks during their most profitable years. This is unacceptable.

We need a strong passenger rail system, and the extension of the Gold Line is essential for the economic growth and development of California and the 26th district. It would alleviate the congestion on many of our freeways, including the 210, if we could get funding for this project and do it right - something Dreier has not been able to do. I will work hard in Washington to bring that money into the district.

The 26th is apparently an upscale district with a 10 point registration advantage for goopers. Can’t remember the dems winning many of those recently- what’s a winning strategy for such a district?
I am very much afraid that no matter what we do the situation in Iraq is going to get much, much worse. In fact I think it is fairly likely that basic services will collapse completely in a lot of areas, resulting in a death toll that far exceeds what has happened so far. (And I’m talking about the Lancet estimates, not the wishful nonsense Bushco chooses to believe.)
But not only are we unable to prevent this from happening, the longer we’re there the worse the eventually collapse is going to be and the more people are going to die. There are social forces at work here that simply cannot be controlled.
This, incidentally, is where I part company with those like Christopher Hitchens who see a moral basis for this war. I’m well aware that Saddam was a monster responsible for many deaths. I’m also aware that while his ability to inflict harm had been much reduced since the first Gulf War, left in place he would hever have been a benevolent ruler, let alone a beneficial one. But this doesn’t mean deposing him was a good idea. Unfortunately, sometimes the devil in place is the best, albeit lousy, option. And even if deposing him was a good idea in theory, the results of us attempting to do it were 100% predictable. We simply do not have the requisite skills for this - maybe someone does, but not us.
I say all this because we need to be prepared that when we prevail (as I believe we will) and the US pulls out of Iraq we’re likely to be blamed for a big increase in violence there.
How can a person impeach Bush who isn’t running until 08- maybe I misunderstood.
As a national security issue, as a climate change issue, as an industrial pollution issue, would you support a unified national effort, an “Apollo Program”, if you will, to break our national dependence on fossil fuels?

Term limits for federal offices would require a Constitutional amendment. Not likely to happen or be considered seriously for a long time to come. Seems like a whole lot of other issues being raised here that would be far greater priorities.

I think we need to make sure that JPL is fully funded. That is where much of the alternative fuel research is currently taking place. With adequate funding I believe we can break our dependence on foreign oil.

Actually, it is possible to impeach even after someone leaves office… I’ve been advised of this recently and am looking into the details. (And criminal prosecution, within the statute of limitations, is a separate option as well.)

Term limits can work for or against you. The beauty of our democratic system is that we can vote people in and out of office every two years.
Once the issue of the Iraq war is off the table, will Mr. Warner be still be with us on progressive issues since he’ll be running in a semi-red district? As progressive, we need to be careful how we embrace people who wants to run just on the issue of Iraq.

That should be a big issue in your district. My son went to Pitzer College & when I visited him, I noticed that the smog piles up against the mtns, and then of course there’s forest fires. How has Dreier handled that issue, and how doyou differ? Or is it not impt to the constituents?

Glad to see you behind JPL. I think I told you about that last time around. It’s one thing Dreier has done right– support JPL (biases: boyfriend works there, I stayed up all night to liveblog A MOST SUCCESSFUL Phoenix launch– yeehaw!) I just asked him about the fuels research you spoke of, and he mentioned a recent meeting on lab which he didn’t attend, but which dealt with the issue of fuels and “how can we help” — so if JPL is doing it, it’s not the main thing, but it’s ancillary to space exploration. Which is a worthy goal in its own right. Lots of earth science in addition to planetary science. Earth science == monitoring cues for climate change, etc.
Sure would love to see Drier in the unemployment line- joined by Bilbray, Hunter, and Issa. Tough nuts to crack though- need a very strong strategy and execution. I’ll support anyone who has a good chance against these turkeys.
Oh, another Q. There are some poor towns near Claremont. Are any in your district? If so, what is voter participation, have the Rs, or Dreier, done voter suppression? If so, do you have any plans to confront those problems?

The environment is very important in the district. I live along the mountains where that smog piles up. Dreier has voted against giving the EPA the power to enforce air and water standards and said the jury is still out on global warming. If he wasn’t so out of touch with our district, he would understand that the environment is a great concern. I will do everything in my power to make sure the environment is being protected.

Impeachment CAN take place after the criminals have left office. History will only set in stone their “unitary executive” magic powers if Congress doesn’t do something real and substantive to reject that load of crap.
Next point, there is no legislation giving Bush those Dictator powers of all 3 branches of government, it is his own “unitary executive” hand writing it in an Executive Order stating this is just the way it is. He’s even acting on one of those handy dictates right now since he declared a “national emergency” about Lebanon’s government(!?!?). He has handed the Treasury Secretary the power to seize any and all assets and property of anyone they deem to be “undermining” the Lebanese government. He has a similar order out there doing the same thing for anyone “undermining” the government of Iraq (like Hillary Clinton “undermining” Iraq’s “government” by asking for Pentagon plans on withdrawal or protesters calling for a full pull-out and end to the occupation of Iraq). The orders are extraordinarily broad and free-floating.
The Treasury Secretary now has police-like powers, without any recourse from the victim, to seize assets and property on his own say-so. A flimsy, non-judicial declaration that “so and so is undermining the Iraq government or the Lebanese government…”
THAT is just a small slice of the problems of this current Junta in DC. Impeachment, now or after they leave office, is imperative to discredit and disallow this crap forevermore.

Alecia, having supported several past candidates who subsequently abandoned every principle they said they stood for, I know exactly where you’re coming from. In fact there’s really nothing Russ (or anyone else for that matter) can possibly say here that would completely eliminate such concerns.
That said, let me offer one additional comment, one I hope doesn’t come across as totally maudlin. People often hide behind the public personae they create. But it is a lot more difficult to hide your long term influence on the people you’re around every day of your life. I’ve spent a fair bit of time talking not just to Russ but to his wife and two sons. Simply put, they are all good, honest, and above all principled people. It has long been my observation that “as the tree is bent, so grow the twigs”. I don’t see how Russ could both be the duplicitous SOB he’d have to be to abandon his progressive principles so capriciously and simultaneously have the family that he does.
Bush on the constiution:
“How many divisions does it control?”
Cheney respects nothing but brute power in the hands of a person perfectly willing to use it. Everything else is laughable. It ain’t enough to have right on your side- you better also have a bat of good hard ash.
“Gin” you say- and prepare to pick up your winnings- you are shocked to see Cheney pick up all the money and walk away- even though he just got beaten by the rules of the game—”I Win” he says.

I’m not from California, and in Texas we have just a few chances to support (vote for or contribute to) Democrats. But after seeing the results of a few newly elected Dems who were supported by our firepups and who voted exactly the opposite from their pre-election rhetoric, I think it’s important to ask candidates some pointed questions - no offense intended.
Will you vote to end the occupation in Iraq?
Will you vote to bring our troops home in an orderly fashion? (I recall watching the debacle as we left Viet Nam).
Will you vote to restore our Constitutional rights assaulted by the Bush administration?
Will you support and vote for single payer health insurance?
Will you give all your efforts to a sane energy policy while protecting the environment?
Will you get the federal tenderhooks out of education policy (NCLB is an abomination).
Will you engage in a debate about immigration that is not secret, but transparent for the voters to see/hear and work towards balanced legislation?
Will you uphold the Constitution of the United States?
Let me add that doing any of the above involves many complexities, but if you will be wise enough to explain your positions, remain flexible, and respond to those who voted for you, you will be a fine Congressman.
