He’s trying to preemptively protect his fellow anti-tax Republicans in general, and poor widdle Smilin’ Tim Pawlenty in particular, from those persons out there who are adding up two and two and getting a whole number between three and five in regard to the I-35W disaster.

The right-wing blogs, led by chief astroturfer Michael Brodkorb, have been apoplectic about the possibility that someone, somewhere might “politicize” the collapse of the 35W Mississippi River Bridge. Now, let’s leave aside that the amount of time they spent hand-wringing about politicization ultimately amounted to politicizing the issue. The fact is that this is, of course, a political issue. As my good friend Spot says:
But according to Michael Brodkorb, it is just so unfair to blame an administration that has stymied virtually every effort to increase transportation funding. It’s not only fair, Michael, it’s accurate. And now we can see just how penny wise and pound foolish the Pepsodent administration is. The economic wreckage of the bridge collapse will dwarf the cost of just replacing the bridge, on top of the horrific loss of life.
Of course, the right rarely starts screaming about the need for Democrats to be quiet if it’s a time Democrats actually need to be quiet — and now we know why the screams of indignation on the right have been so loud. The Star Tribune is reporting tonight that the Minnesota Department of Transportation knew the Mississippi River Bridge was in dire need of repair…and didn’t act:
Structural deficiencies in the Interstate 35W bridge that collapsed Wednesday were so serious that the Minnesota Department of Transportation last winter considered bolting steel plates to its supports to prevent cracking in fatigued metal, according to documents and interviews with agency officials.
The department went so far as to ask contractors for advice on the best way to approach such a task, which could have been opened for bids later this year.
Go read the whole thing. It’s frightening.
And as Jeff points out, do bear in mind that the head of the Minnesota Department of Transportation is none other than Lieutenant Governor Carol Molnau, who not only is a GOP operative in good standing, but a confederate of Tim Pawlenty’s in addition to his anointed heir apparent as governor, should by some miracle Pawlenty make it to Blair House as John McCain’s Veep.

We interrupt this post to bring you some silly news: Bush says he’s going to “order” Congress to stay in session until they give him a bill he wants, which he’s apparently legally able to do (at least with the ‘keeping them in session’ part, not necessarily with the legislation part — and Kagro questions whether that’s even possible). To which I say: Go right ahead, George. The DCCC and DSCC are already kicking the RSCC and RCCC’s butts when it comes to fundraising. Your boys and girls need the August fundraising time more than ours do. (Oh, and if you go through with this, guess what? No recess appointments for you! Plus, we get to hold more hearings and maybe even have time to draft articles of impeachment.)

One wonders whether the Repubs have even short-changed the infrastructure in their own House, so to speak.
Yes. Keep ‘em in for August. Get some work done, and get some bills up to the Bushies to sign. Have them waiting for him when he gets back from clearing brush, and then go to the airwaves and say, “Uhh, Bushies, can you please get some of our Bills signed, we need to get back to investigating you guys. Thanks, the Grownups.”
I hope they pull out the cots for August so that all of the “inherent contempers” will have a place to stay.
What I did on my summer vacation…
Earth to the House:
Put two pieces of paper in front of the House clerk.
Let the members who vote Yes sign one. Let the Members who vote No sign the other.
The paper that gets the most votes wins.
Sessions can’t accept the fact that the other party is in the majority.
When the GOP held all the marbles there was no question that the rulse of the house weren’t being followed. Democrats were not allowed to sit in on committee meetings. bills were marked-up with no Democratic input, meeting space was not allocated for the minority.

Can they just keep a few Congressmen in town and call it being “in session”, like they said last spring they were going to do to prevent recess appointments? I don’t think he can force everyone to stay in town. If he does force them to stay in session maybe they can find time to arrest Harriet, Josh and Karl and have an inherent contempt of court trial (or impeach Gonzo) since they are too busy for those items otherwise.

Just how important is this issue to Bush? It does not seem like a winner politicaly not even for his base. His base would have preferred he had done something like this against the immigration bill. I don’t see them getting all worked up over spying they think Bush would never spy on real Americans, they think the left is just being paranoid.
But if this isn’t a politically important issue then why does Bush need legal cover now for things he supposedly isn’t doing. Maybe Bush needs Congress to make his current actions legal now before we find out exactly what he has been doing.

Approximately 200,000 Tons of cargo is transported every day on the Mississippi River between Minneapolis and the mouth of the Missouri River. (at least when the river is not closed because of a bridge collapse)
If we stopped spending so much money building roads in Iraq, maybe we can afford to build some new roads in the U.S.
This disaster is stirring up a lot of talk in Seattle, because we’ve been having our own concerns over a well travelled bridge for years – Ever since it’s been reportedly damaged in an earthquake, like over 7 years ago. Hopefully people will realize it is better to fix in advance, then to wait for the fucking thing to crumble.

i’m pretty confused too… here’s what i think is happening in the house (c-span) currently on a 30 min(?) break while the voting machine is fixed. then they will vote on a motion to ajourn (i don’t think that will pass), then they will vote on the rule for the fisa legislation. then, i think something for the folks affected by the bridge collapse, then the fisa legislation.
course, even if i’ve got this right… it could change in a minute. things seem very much up in the air.

I don’t want to sound too picky but the Minneapolis bridge collapse is no where near
the damage and continued neglect that New Orleans is experiencing. I know it is a matter of degree but the twin cities are not permanantly damaged. It is like comparing our loses in Iraq to the loses sustained by the Iraqi people. I am from NOLA so my judgment is cloudy.
Anyone know how much money we spend to maintain bridges in Iraq? I’m guessing the Army Corps of Engineers gets in trouble if tanks fall into rivers, so don’t try to tell me that we don’t at least evaluate bridges over there.

They can shedule the vote on the FISA bill (memo to Congress: make sure there’s a clause that says, “the Attorney General will have no involvement whatsoever with FISA, as the Congress does not want to put him in danger of being strong-armed in an ICU in the middle of the night”) right after the vote on the Get the Fuck Out of Iraq Bill. In Christy’s prematurely opened flying to Chicago post, there was a link to an article about releasing new GDP figures for the last 12 quarters. I plugged em into a spreadsheet and found that where they’d claimed (over 12 quarters) a growth of 47%, it was 35%. IOW, they inflated it by 34%!

The good thing about the Dems FISA proposal is that it takes oversight away from the AG. There is no way they will vote for it if that is not in it…of course, W would attach a signing statement and it wouldn’t matter. That is why they should avoid passing the bill under any circumstances. Bob and weave….keep it illegal, as it is currently. Then go after the Admin. if they continue the activities – which they will.
So now we’re getting our Long Parliament. Civil war, puritans, & (maybe) a Restoration to follow over the next 20 years.

It is a very rare congress-critter that is really good all the way. It will be a while before things get much better but they will be improving if the pressure is kept on. At this point, I try to encourage them when they do good, let them know when they screw up but all in all, I would prefer a dozen Schumers to a dozen Lotts.

So, he should stop accepting money from them, call them out for the tax breaks that they lobby for, and watch as another candidate steps in, possibly a Republican, takes the money, and the Grownups lose a voice? I don’t know of any candidate/politician that foregos money. Yes, it is against middle class principles, and yes it is perfectly fine to write on this, and expose these contributions. But my point is that he has been a leading voice for a long time against the Bushies, and the fact that he accepts money like this and yet has progressive principles is a plus.

the damage and continued neglect that New Orleans is experiencing. I know it is a matter of degree but the twin cities are not permanantly damaged. It is like comparing our loses in Iraq to the loses sustained by the Iraqi people. I am from NOLA so my judgment is cloudy.

When you break it down, the Congressional Democrats have better ratings than the GOP. But the media never breaks it down.
Not maintaining existing infrastructure has been a long practiced method of deficit spending at all levels of government, since most state and local laws prohibit it. But when it is allowed to lead to public hazards people ought to be held accountable. My guess is both parties are equally to blame. But, it’s nice this happened on the neocon watch.

I think the FBI simply raided his office, but even if they did it pursuant to a warrant, the court found it unconstitutional – not the raid, per se, just that the FBI took “legislative documents.” and that’s all the court ordered to be returned to Jefferson, not everything. and the good news here is, the court upheld the Constitution (I know, this should be assumed, but it just can’t be these days).
oh, and Rove has been subpoenaed. the way to enforce a subpoena is with a contempt citation (and inherent contempt is the way to go – see my post over at my place – click on my handle above).

Yeah, I don’t think there were really any exigent circumstances in the raid on Jefferson’s office…I’m sure he wasn’t going to burn the money or flush it down the toilet.

you are correct. it is different, in that the Jefferson situation involves a different section of the Constitution. see my edit above – I added a note about Karl. He has not been found in contempt yet (he is contemptible, but not in actual contempt yet). Nancy was also correct, that the White House wouldn’t like it, but ironically, she has the power to do just that – walk in to the White House and seize any and all sources of potential evidence with the assistance of the Capitol Police, properly deputized by the House Sargeant at Arms. Not sure what Pelosi and Reid know that we don’t, but to all appearances they’re doing an excellent job of avoiding both (a) Recess appointments which would likely include but not necessarily be limited to Gonzo; (b) Premature approval of any dangerously bad FISA change; and (c) The Article II, Section 3 nightmare scenario I’ve been secretly dreading lo these many months (”[The President] may, on extraordinary occasions, convene both Houses, or either of them, and in case of disagreement between them, with respect to the time of adjournment, he may adjourn them to such time as he shall think proper;”).
To spell it out: Assume Congress recesses. Assume Preznit calls them to convene under Art II Sec 3, ostensibly for the FISA issue. Now assume that even just one R-Senator blocks agreement on the adjournment. Then Preznit says “How ’bout December 15, 2008?” and according to Art II Sec 3, they have to accept it. Game over.
Whereas if Congress doesn’t adjourn for August Recess, there’s no window of vulnerability to this Art II Sec 3 scenario.
So here’s how I read today’s tea leaves: For both reasons (a) and (b) and (c), and despite recent public statements, Congressional Dems know it’s no summer vacation this year (Schumer: “We’re going to be here for a while.”). And BushCheneyCo know they know it. The terrist threat chatter specifically threatening the Capitol can be seen as a pressure tactic to get Congress out of the building, but clearly the Dems aren’t buying. So no recess. So now BushCheneyCo and the Dems are each engaging in public Kabuki to make it appear that staying in session is their own idea, that the other side isn’t the one calling the shots.
So looks to me like sort of a balance of power, holding off some Seriously Bad Stuff.
(Guess Congress could convene somewhere other than the Capitol if it turns out to be genuinely too risky there.)
(BTW House R’s now trying awful hard to get adjournment!)

I actually stopped a die-hard Faux Noise-spouting Republican in a discussion the other day by linking three events: the bridge collapse, Bush threatening to veto the SCHIPS legislation and the War on Terror.
You see, from a historical perspective, for any nation to successfully wage and win a war, that nation requires a healthy citizenry (to be foot soldiers, officers, support, etc.) and a healthy infrastructure (manufacturing, transportation, electrical grids, bridges etc.).
Thus, anything (or anyone) that undermines the potential “peak” health of a nation’s citizens and a nation’s infrastructure actually aids and abets that nation’s enemies, by weakening a nation, instead of strenghtening it.
Which is exactly what the “no new taxes, cut taxes” Grover Norquist branch of the Republican Party has done. A withered branch dripping poison that has sapped our nation’s strength and actually endangered all of us (including them).
This is what stopped my Republican friend in his tracks.
In Bush’s “eternal” War on Terror, our nation needs all the healthy citizens humanly possible as well as a healthy infrastructure.
Plus, our nation needs a highly-educated citizenry.
Anything (or anyone) that undermines our being in “peak” fighting condition therefore must be undermining our ability to wage and win Bush’s “eternal” War on Terror.
The “Grover Norquist” Republicans have attacked our nation’s tax-base. They’ve attacked everything “public,” in an attempt to privatize everything, with them being the new “owners” of our democracy, something they have designated as their “ownership society.”
Thus, they’ve attacked public health initiatives, public schools, public roads, public bridges, public libraries, our public military, our public Constitution, our public Bill of Rights…everything public…in an attempt to convert everything meant for the public good into their “privatized” nest egg…a rotten Republican nest egg.
Which has actually sabotaged our nation’s ability to wage and win Bush’s “eternal” War on Terror…or any other war, for that matter…like the one in Iraq.
