I would point to the proposed solar research/manufacturing project sponsored by Hinchey for Kingston, NY and the wind generation projects near Chittenango, NY as a starting point for new tech manufacturing and investment. I would also point to the rich agricultural history of upstate and connect that to the emerging organic food market (several great ways to also reduce petrochemical use).&lt;/p&gt;
&lt;p&gt;I would have to agree about the counter terrorism funding. I would lay that at the feet of Homeland Security and Chertoff.&lt;br /&gt;
In 2004 a local university with sensitive research projects had a security plan to aid first responders (I was a candidate to assist the Dean). Unfortunately money was promised from Homeland Security, but never delivered for the project.&lt;br /&gt;
There are huge amounts of legislation that need to be undone at the federal level that threaten our rights as citizens in the US. We seem to be setting up a coup for a dictatorship. I believe that these issues need more attention by our freshman Senator.&lt;br /&gt;
To me, it appears that this agency (HS)is part of that infrastructure that prepares for a dictatorial coup; it adds a layer of bureaucracy to several existing security agencies, which we know slows down response times.&lt;br /&gt;
Coup? Not too far fetched in view of the Patriot Act and all the Presidential orders of special emergency Presidential powers of late: Create a sure fired SNAFU, then declare an emergency.&lt;/p&gt;</description>

I am from Ithaca. Upstate NY has been taking economic losses since the 1980’s. This seemed to accelerate in the late 1990’s. Few people know of Upstate NY’s technical savvy, it’s infrastructure of institutes of higher learning, an educated workforce and our communications infrastructure.&lt;br /&gt;
We have had IBM, Kodak and Lockheed-Martin, to name a few of the corporations, here. Unfortunately most all but Lockheed-Martin, for obvious reasons, have had dramatic layoffs, outsourcing and wholesale corporate restructuring.&lt;br /&gt;
Do you favor a policy that supports local workers, small businesses and companies who keep the money in the community over international corporations who’s sole purpose is to make a profit for shareholders elsewhere? If you do, is there a national fair trade policy, as opposed to the free trade policy currently in place, that you may point out to your constituants that you could endorse.&lt;/p&gt;
&lt;p&gt;As an aside, I am not one who believes that there is a shortage of tech savvy workers in the US. I believe there is a shortage of entry level tech jobs that can prepare through experience our college graduates for the high skilled engineering and programming jobs that need to be filled.&lt;/p&gt;
