MoveOn.org, along with the folks at Americans United for Change and VoteVets.org, will be hosting some solemn remembrance events for veterans, their families, and folks around the country who want to see accountability for the failed occupation of Iraq. They are pulling these events together quickly today as an anti-filibuster to raise their voices against the obstructionist policies of the Republican party.

Last week in a speech Mr Bush actually got something right, albeit without being cognitive of the reasons his words made so much sense. What was this earth shattering statement? In the speech he warned that the people who were planting bombs against U.S. soldiers in Iraq were the same people who carried out the attacks in the United States on September 11 2001.For the first time since he was elected president, I’ve found something he said that I agree with 100%.
. The majority of the foreign “terrorists” captured in Iraq are Saudis and all but three of the 911 attackers were Saudi nationals and practitioners of Wahabism. So if you live in a parallel universe it makes perfectly good nonsense to have attacked a secular Islamic nation (Iraq) rather than facing the frightening reality that the attacks were carried out by radicals citizens of one of your staunchest allies.
p.s. I appreciate the work being done here and have donated 50 dollars in both June and July to aid in this battle against the republican forces of darkness I now pledge to continue that for the rest of this year.

Christie - on digital cameras. Here is a practical response. There are many good ones out there. I go with Canons because now they make up the largest percentage of the market and have proven to be work dogs, but so are other brands.
The first decision you will have to make is the “juice” source. Some (the slightly larger ones) take 1 or 2 AA batteries. This is an advantage in traveling because you don’t need to worry about charging the battery. Even those who travel with 2 rechargeable batteries often get stuck without juice.

I hope that a good crowd shows up for that vigil tonight. I made my call to Coleman’s DC office yesterday on Habius Corpus, the Iraq withdrawl bill, and added that I support Harry Reid’s strategy against an obstructionist republican senate. I had to leave a message because all the lines were busy. I will try to call Coleman’s St. Paul office today. I realize these are all baby steps in term of getting things done and I agree that we’ve reached a point where impeachment is called for, but I want to be on Coleman’s back one task at a time, all the time, about the day to day stuff that needs to get done.

You know, I confess, I have watched the Senate in session on CSPAN maybe three times in my life, so I really don’t know the styles of the various Senators. It does strike me today though that the difference between McCain and Kennedy today is dramatic. Is McCain always so wooden and dull, reading straight from the script without looking up, and is Kennedy always so rhythmically thunderous and sensible and engaging?

Rule XXII.
As I read it, 16 Senators sign a call for a cloture vote. Then it has to be voted on nearly first thing the day after ‘tomorrow’ (ie, submitted Mon, vote Weds AM). If it passes, then there’s 30 hours to debate, including all amendments, no more that 1 hr per Senator.
The classic yack-all-day-and-all-night is actually when the Majority Leader refuses to put any other business before the Senate, so the only way the Minority can keep it from coming to vote is to act like a teenager with a cell phone.

This morning, on C-SPAN’s Washington Journal, they had people call in to say who they had donated campaign money to, all of the Dems that called in had donated to Kucinich except one who was for Obama, nearly all of the Repubs that called in supported Ron Paul. For two (Smith, Sununu) the staffers said the Senator had been “in favor in the past”. The others had not “made statements”. OK, every time I think I’ve got the logic and logistics of the filibuster down, someone says something I don’t understand. So here’s my understanding of the situation:
The Republicans have been threatening to filibuster every major bill in the Senate, thus by gentlemen’s agreement forcing a cloture vote to bring debate to a close and vote on the actual amendments. Cloture requires 60 votes. If the cloture motion passes, that means the actual amendment will be brought to a yes or no vote no later than after 30 hours of debate.
But if cloture doesn’t pass, there are two alternatives. One is to give up and set aside the obstructed amendment, and the other is to say, “OK then, you voted to extend debate, so debate.” And then you refuse to bring any other business to the floor of the Senate, and make those opposed to cloture talk until they drop. Which is what Reid did. The 30 hours thing doesn’t come in effect at all.
So, is my understanding correct? I don’t really understand what happens after the filibuster starts. How does it end? Do the people who filibuster eventually stop and agree to an up or down vote? Do the Dems decide they’re given quite enough media attention to the matter and they can stop now? And what exactly are the rules regarding a quorum?

The many conversations that I have had with a new friend (last year and a half) who is a young man studying here in the states from Afghanistan. He talks with his family each week. They are very afraid for him if he returns (he has a wife, 4 kids and a large family). Three of his cousins have been killed by the Taliban(they assume) for working with Americans.
They find a massive amount of hypocrisy on the U.S.’s focus on Afghanistan, Iraq, Iran and NOT SAUDI ARABIA (how many of the 9/11 bombers were from SA?). Al Queda and the Taliban in Saudi Arabia are “allegedly” thriving,
They also say that the U.s. is not spending enough time on building the infrastructure of Afghanistan. (do you think as some do that failure was part of the plan?)
The biggest issue that he finds appalling is the consumption of not only oil here in the states but everything. He respects our education system, but that is about it.

Al-Qaeda in Iraq is focused on American forces in Iraq. If we pull out they might extend to the region. They have no capacity at this point to extend to the US. The global Al-Qaeda network is what the US should have been (and should be) worried about.
When the NIE story was first leaked, the focus was on the fact that Al-Qaeda had once again reached its pre 9-11 strength.

My reading of Rule 22 is that the 30-hour period of debate is applicable only if cloture is invoked. (It also says that you can extend debate by another 30 hours if 60 senators agree to it.) The rule doesn’t say anything about what happens if cloture fails.

July 2007 NIE: The Terrorist Threat to the US Homeland
We judge the US Homeland will face a persistent and evolving terrorist threat over the next three years. The main threat comes from Islamic terrorist groups and cells, especially al-Qa’ida, driven by their undiminished intent to attack the Homeland and a continued effort by these terrorist groups to adapt and improve their capabilities.
We assess that greatly increased worldwide counterterrorism efforts over the past five years have constrained the ability of al-Qa’ida to attack the US Homeland again and have led terrorist groups to perceive the Homeland as a harder target to strike than on 9/11. These measures have helped disrupt known plots against the United States since 9/11.
• We are concerned, however, that this level of international cooperation may wane as 9/11 becomes a more distant memory and perceptions of the threat diverge.
Al-Qa’ida is and will remain the most serious terrorist threat to the Homeland, as its central leadership continues to plan high-impact plots, while pushing others in extremist Sunni communities to mimic its efforts and to supplement its capabilities.
We assess the group has protected or regenerated key elements of its Homeland attack capability, including: a safehaven in the Pakistan Federally Administered Tribal Areas (FATA), operational lieutenants, and its top leadership. Although we have discovered only a handful of individuals in the United States with ties to al-Qa’ida senior leadership since 9/11, we judge that al-Qa’ida will intensify its efforts to put operatives here.
• As a result, we judge that the United States currently is in a heightened threat environment.
We assess that al-Qa’ida will continue to enhance its capabilities to attack the Homeland
through greater cooperation with regional terrorist groups. Of note, we assess that al-Qa’ida will probably seek to leverage the contacts and capabilities of al-Qa’ida in Iraq (AQI), its most visible and capable affiliate and the only one known to have expressed a desire to attack the Homeland. In addition, we assess that its association with AQI helps al-Qa’ida to energize the broader Sunni extremist community, raise resources, and to recruit and indoctrinate operatives, including for Homeland attacks.
We assess that al-Qa’ida’s Homeland plotting is likely to continue to focus on prominent political, economic, and infrastructure targets with the goal of producing mass casualties, visually dramatic destruction, significant economic aftershocks, and/or fear among the US population. The group is proficient with conventional small arms and improvised explosive devices, and is innovative in creating new capabilities and overcoming security obstacles.
• We assess that al-Qa’ida will continue to try to acquire and employ chemical, biological, radiological, or nuclear material in attacks and would not hesitate to use them if it develops what it deems is sufficient capability.
We assess Lebanese Hizballah, which has conducted anti-US attacks outside the United States in the past, may be more likely to consider attacking the Homeland over the next three years if it perceives the United States as posing a direct threat to the group or Iran.
We assess that the spread of radical—especially Salafi—Internet sites, increasingly aggressive anti-US rhetoric and actions, and the growing number of radical, self-generating cells in Western countries indicate that the radical and violent segment of the West’s Muslim population is expanding, including in the United States. The arrest and prosecution by US law enforcement of a small number of violent Islamic extremists inside the United States— who are becoming more connected ideologically, virtually, and/or in a physical sense to the global extremist movement—points to the possibility that others may become sufficiently radicalized that they will view the use of violence here as legitimate.
We assess that this internal Muslim terrorist threat is not likely to be as severe as it is in Europe, however.
We assess that other, non-Muslim terrorist groups—often referred to as “single-issue” groups by the FBI—probably will conduct attacks over the next three years given their violent histories, but we assess this violence is likely to be on a small scale.
We assess that globalization trends and recent technological advances will continue to enable even small numbers of alienated people to find and connect with one another, justify and intensify their anger, and mobilize resources to attack—all without requiring a centralized terrorist organization, training camp, or leader.
• The ability to detect broader and more diverse terrorist plotting in this environment will challenge current US defensive efforts and the tools we use to detect and disrupt plots. It will also require greater understanding of how suspect activities at the local level relate to strategic threat information and how best to identify indicators of terrorist activity in the midst of legitimate interactions.

Not that I actually qualify as someone who knows, but I think you have it right. If cloture fails, Reid can refuse to bring any other business to the floor. That means the only business is the one the cloture vote failed on. So they talk and talk (and Reid interrupts anyone trying to get a nap by calling for quorum) until enough people can’t take it anymore and cloture passes.

It is only the natural threshold in the presence of a fillibuster, and for the NYT to allow front page reporting with this blatant error in it is egregious! Now it is true that the dems need some backbone and theatre to overcome this. But holy moly, this piece from Saturday was stenography from an RNSC talking points sheet! And the editorial selection? Putting a piece about Lugar-Warner on the front page while burying the story about Reid’s all nighter? WTF??????
