		<description>&lt;p&gt;Bob has hit a miscue in his interpretation of Rule 22. Bob states the following: &lt;/p&gt;
&lt;p&gt;“Reid will be using the provision of Rule 22 that allows for up to 30 hours of continuous debate once it’s made clear — in this case, by Republicans trying to avoid an up-or-down vote on Reed-Levin — that there is a desire to continue debating the issue.”&lt;/p&gt;
&lt;p&gt;Rule 22 does not limit debate in that manner. The 30 hours only applies once cloture (the end to debate) is approved. Cloture is invoked once 3/5ths (60)of the sitting Senators approve. As it stands now the Democrats could debate this issue continuously for days, weeks, months, years if they wanted. Of course, nothing else could be completed while this debate went forward.&lt;/p&gt;</description>
