&lt;p&gt;1) We learned that Scooter Libby, having had his sentence commuted by President Bush, was not going to have to spend the next 2 1/2 years in a federal peniteniary. However, until we finally learn the full extent of damage done to our national security by the outing of a covert CIA agent, odds are that 2 1/2 years was far, far too little. For instance, where’s the CIA’s after-incident damage assesment report? How many other covert CIA operatives were exposed after Valerie Plame’s CIA identity was revealed, along with her connection to the CIA front company, Brewster Jennings? How many of these other covert CIA agents were killed, if at the time Plame’s name was disclosed, they were overseas on a sensitive mission? How many of their contacts overseas were arrested and executed? Oh, right, the traitors in the Bush administration have sat on this report, and gotten one of their crony pals, Scooter Libby, to take the fall for them…which wasn’t much of a fall since Bush just commuted Libby’s jail sentence.&lt;/p&gt;
&lt;p&gt;2) Also on Monday per a USA Today front page article, we learned that U.S. Marines in Anbar Province in Iraq had made an URGENT REQUEST 2 1/2 years ago (February 2005) for better-armored, better-designed vehicles (1,169 of them, called MRAPs) that offer better protection from roadside bombs. Donald Rumsfeld blew off this URGENT REQUEST. Just the other day, though, his replacement as Defense Secretary, Robert Gates, announced that he not only was finally getting around to placing an order for these vehicles to better protect our troops in harm’s way, but he was ordering a total of 17,770. (For Iraq? For Iran?) Shockingly, it is estimated that 742 of our troops over in Iraq have died in the 2 1/2 year period that this URGENT REQUEST requisition was ignored by Republicans in the Pentagon and the White House. Moreover, no estimate is made of how many of our soldiers in Iraq have been severely injured by roadside bombs over the past 2 1/2 years due to this lax (criminally negligent) Republican response to an URGENT REQUEST from our military forces over in Iraq in early 2005. A thousand? Five thousand? Over ten thousand?&lt;/p&gt;

		<description>&lt;p&gt;In Britain the Prime Minister is obliged to appear in Parliament periodically and to answer questions from M.P.s from all sides of the aisle. Here’s my own transcript of an excerpt from Mr. Brown’s opening statement from his first appearance in Parliament:&lt;br /&gt;
&lt;/p&gt;&lt;blockquote&gt; All members of this house and all the people of this country have a shared interest in building trust in our democracy. And it is my hope that by working together for change in a spirit that takes us beyond parties and beyond partisanship, we can agree a new British constitutional settlement that entrusts more power to Parliament and to the British people. &lt;/blockquote&gt;
&lt;p&gt;Change with a new settlement is in my view essential to our countries future for we will only meet the new challenges of security, of economic change, of communities under pressure, and forge a stronger shared national purpose by building a new relationship between citizens and government that insures that government is a better servant of the people.&lt;br /&gt;

So I now propose that in twelve important areas of our national life the Prime Minister and the executive should surrender or limit their powers, the exclusive exercise of which by the government of the day should have no place in a modern democracy. These are:&lt;/p&gt;

The power to make key public appointments without effective scrutiny.&lt;br /&gt;
The power to restrict parliament oversight of our intelligence services.&lt;br /&gt;

Power to direct prosecutors in individual criminal cases.&lt;br /&gt;
