		<description>&lt;p&gt;curmudgeon at 78 — The Dodd bill, which is wonderful, is a comprehensive reform package — but it has to go through the Armed Services Committee (which is a much, much tougher voting road) because it, among other things, repeals the MCA.  The Habeas Restoration — which is S. 185 only addresses habeas and, as I understand it, the votes are mostly lined up for the Judiciary Committee and closing in on the Senate as a whole.  Think of it as a first step…which is how the leadership folks are thinking of it, as I understand it.&lt;/p&gt;</description>
