There are 16 different congressmembers who represent Los Angeles County and they go right across the political spectrum– from the extreme right (Gary Miller, the corrupt Republican congressloon from a godforsaken suburban hellhole where L.A., San Bernardino and Orange counties smash into each other) to two of the most progressive in the country, Linda Sanchez and Hilda Solis. In March Jane and I went to meet Hilda for the first time at our friend Rick Jacob’s house. She’s as impressive as her voting record and we invited her to come and meet the Blue America community.
Hilda is probably best known as someone who’s always ready to pitch in and lend a hand to a fellow progressive. In fact, a disgusted member of Pombo’s Natural Resources Committee, she was a big supporter of Jerry McNerney and, in fact, the next time I saw Hilda she had come to a McNerney campaign event to tell Angelinos how well he was doing in his new job.
Last week when I was on the phone with Angie Paccione she told me how Hilda had given her lots of support in her bid to oust homophobic maniac Marilyn Musgrave. And just a few days ago I was talking with Russ Warner, the Democrat taking on David Dreier, and he told me how Hilda had taken some very Republican parts of Dreier’s district into her own, which will make it more likely for a Democrat to unseat him. (When I asked her about that she laughed and said she gets hate mail from those zip codes.)
Despite the hate mail, last November she took 83% of the ballots cast in CA-32, the highest percentage of anyone from Southern California. The district includes parts of East L.A. and the adjacent suburbs Mexican-American families moved to from there. The district is 62% Hispanic, 18% Asian. A NY Times restaurant critic claims her district has some of the best food in America and described his time there as a “memorable week in the gastronomic trenches.” The neighborhoods are bristling with the energy, enthusiasm and the infectious community-spirit of new homeowners.
They couldn’t have found a better suited representative.
But they already knew that; she represented the area in the Assembly and then the state Senate. Her dad was a Teamsters union shop steward from Mexico and her mom was an assembly line worker from Nicaragua. They met while they were taking citizenship classes in L.A.
Hilda was the first Latina elected to the state Senate and when she ran for Congress she took on entrenched incumbent Matthew Martinez, a reactionary Democratic hack who was backed by the Insider machine. With the help of feminists, Labor and environmental groups, and running as an unabashed progressive, she kicked his right-wing ass from Azusa and Covina to Rosemead and East L.A., taking 62% of the vote. (He switched parties and ran against her in the general election as a Republican; Hilda took 79% of that vote, one of the highest percentages in history by which a challenger beat an incumbent.)
Aside from women’s issues (more on that below), her career work, to a great extent, has been tied up with health care and the environment, particularly where they intersect. and she told Jane and I a tragic story about her father getting an environmentally-related lung disease. She was the first woman to receive a JFK Profile in Courage Award (2000) for the work she did, first showing the connection between polluting projects and minority neighborhoods and then battling it with the first environmental justice legislation in California. Today she’s working with Barack Obama on national legislation on brownfields, particularly in regard to commercial pollution that has increased leukemia rates and the kinds of thyroid problems and hormone imbalances that effect pregnant women.
“The EPA,” she told me, “hasn’t done anything about this in a decade. California’s standards are fine but this has to move into other parts of the country too.”
Simultaneously she’s one of the most consistent sparkplugs behind the movement to have the federal government set safety standards for perchlorate (literally, ultra toxic rocket fuel from Department of Defense projects) that gets into the drinking water.A top lieutenant of Nancy Pelosi’s, Hilda is a senior whip, a vice-chair Democratic Steering and Policy Committee and the chair of the Congressional Hispanic Caucus Task Force on Health and the Environment. Last year she was also chair of the Congressional Caucus for Women’s Issues, where she was able to bring the force of her intellect and personality to push issues that were systematically being sidelined by the Bush Regime and it’s rubber stamp allies in Congress, particularly matters pertaining to violence against women. She was one of the leaders of the efforts to put a stop to the epidemic of murders of women in Ciudad Juárez, just on the other side of the river from El Paso.

Do you remember when the netroots was tearing its hair out of its virtual head because the battle for leadership of the congressional Democratic caucus came down to a fight between a corporate shill and K Street whore who backs Bush in Iraq (Steny Hoyer) and a social reactionary who has spent a career voting with Republicans on almost everything but has suddenly changed his tune on one — Iraq — (Jack Murtha)? I spoke with both at length and couldn’t back either. Many of us asked why there were no real progressives in the race. We wonder why we get stuck with corrupt leaders we’re ashamed of and can’t back — like Hoyer and Rahm Emanuel in the House, and Schumer, Baucus and even Reid (who has a very poor voting record on women’s choice issues) in the Senate.
Electing Democrats is crucial because the alternative is right-wing destruction of the values and principles we cherish — like what we’ve just gone through for nearly 7 years. But helping our proven progressive leaders, men and women like Barbara Lee (CA), Raul Grijalva (AZ), Janice Schakowsky (IL), Tammy Baldwin (WI), Jesse Jackson, Jr. (IL), Lynn Woolsey (CA), John Tierney (MA), Ed Markey (MA), Jim McGovern (MA), Linda Sanchez (CA), Maurice Hinchey (NY) and, of course Jerry Nadler and Hilda, is the next step.
“People assume,” Hilda told me, “that because I’m in a safe district that I don’t need any campaign support. But because my district is relatively safe I can help elect Democrats like Jerry McNerney. Being active that way gives me a place at the table when the decisions are made.”
If we don’t help people like Hilda Solis to get a place at that table, all the priorities, decisions and strategies will be made by the Rahm Emanuels, Steny Hoyers and Collin Petersons. If you’re not satisfied with that, if you think we can do better, please join me in contributing what you can to the campaign of this extraordinary congresswoman.
What does Hilda bring to the party? She has a point of view that needs to be in the debate– that we need to have in the debate… loud and clear and fearlessly.

I LOVE when someone does something like;
“the vice president has been wrong every time he makes a military claim, why would anyone give any weight to something he says, it’s laughable”
“this administration has made military blunder after military blunder…it would be madness to allow the same people to make the same mistakes again and again”

Welcome, Hilda. We were discussing the impact of Prop 13 on CA schools in the previous thread. Do you have a position on whether business property can/will be removed from Prop 13 tax protection? It would help attenuate the problem to some degree, but I can imagine that business doesn’t embrace the idea.

Richardson keynoted and I wondered if you’ve endorsed him for president or if you intend to? And if not, who you’re currently leaning toward? Will you support, co-sponsor and vote for HR 1415, the Restore the Constitution Act, which has been introduced by Congressman Nadler and referred to the Armed Services Committee? This legislation would restore Habeas Corpus as the law of the United States and restore the Geneva Conventions as the law of the United States.

Thank you for your encouraging words. There are so many great people who serve in the Congress and Senate. My favorites are Bernie Sander,Senator, and Barbara Boxer,Senator. I really like working with the new freshmen members like Carol Shea Porter, Paul Hoge, and John Hall.
Gary Miller is, sadly, my corrupt Republican congressloon. However, while this is where L.A., San Bernardino and Orange counties smash into each other, it is not always a godforsaken suburban hellhole. It only feels that way during July, August, and September. If the Democrats would actually run a candidate, perhaps Miller would be a loony former member of congress.

It seems to me that we must save the ship of state from this radical new approach (Unitary Executive, Fourth Branch) and that a quick, fact-based impeachment of the Veep is a great place to start, Senate votes assured or no.

The number one problem for Californians is affordable health care. Six million people in California are uninsured and 33percent are children. I want to help reauthorize Schip program and cover working families that may work but their employers do not cover health insurance.
I am not sure about that but I think my constituents are pretty satisfied with my work.

Yo! Teddy! Great question and I hope Hilda addresses it too. I just want to say that the Congress has sunk really low in the esteem of Americans– and that includes Democrats– but that if Democrats put impeachment back on the table, particularly for Cheney, the electorate would be electrified and I bet Congress’ approval rating would soar.

I am concerned that the new immigration bill will enable large corporations to legally bring in skilled foreign workers as cheap labor that will undermine our American workers and perhaps negate unionized jobs that already make up some of the fabric of this country. I’m also worried that this bill will ultimately backfire against the Democrats if passed prior to the 2008 election. What are your thoughts on this?
I agree with you 100%.I often get on the floor of the house chambers and speak my mind. In my district we have lost 13 soldiers in Iraq most are from working class families and under the age of 30.
I like Sanders and Boxer also! Feingold is up there too. My favorite Reps. are McNerney, Kucinich, Tammy Baldwin, Carol Shea-Porter, and of course Hilda!

Affordable housing is also a concern of mine, since I plan to return home to California at the end of next year.
I know Russ Warner personally and find him a hardworking person able to represent the people of that district. He will need plenty of campaign money to make a sizable dent against David Drier. This is not impossible but he needs volunteer troops in the field that can help register new voters and put together an awesome campaign.

I unfortunately live half a country away in Texas, so I can’t campaign in CA-26 itself. I will help as much as I can long-distance, including donating (I will do $26 a month, for CA-26!), phone-banking, and blogging. I did similar stuff in 2004 when I was campaigning for Martin Frost in TX-32.

I have representatives at several levels who are progressive. What I’m confused about is representatives who are no longer as progressive as we once thought they were. How do we revive the progressivism of our incumbents?
Also, who is “folks”? How do “we” develop a farm team? Are you suggesting individual action? Joint action with existing progressive groups? Is there a problem with candidates not wanting to “over”-identify with advocacy groups that are seen as “fringe”? Do you support such tools as the “Night school” provided by Democracy for America?

We need to scrap NAFTA and begin a fair trade agreement that does not take advantage of poor people and children. I think Mexico should make the wealthy folks pay there taxes and big corporations. Also,we should help them reform their tax codes and make sure that any foreign aid we give must assure that it is spent to assist those out of poverty. For example, the use of micro loans for poor woman in Cuidad Juarez. Many women there were recruited to work in American factories that only pay 30 dollars a week. How miserable.

Thank you for your efforts on behalf of Jerry McNerney. I contributed to his campaign from Canada (I am a dual citizen) because I thought that it was one of the most important half dozen Congressional campaigns in ‘06. It was one of two that I backed that we managed to win.
I do not think prop 13 has served our public schools very well. There certainly needs to be an over hall and realistic way that people can afford to buy a home while not rewarding the very wealthy. We need other mechanisms to pay for our public schools and libraries. We should reform Leave no child left behind and fully fund our schools.

I’m checking in from your district (where I’m currently at work). As a child psychologist, I’ve spent considerable time in the public schools in the East Los Angeles area and I agree that Prop 13 and the lack of funding for public schools has significantly impacted our local schools here. There is not money to maintain buildings, the kids don’t have adequate books, the teachers don’t have adequate supplies… And I also agree with you on the health care issue. You probably don’t want to get me started on that one.

I do not think we have the democratic votes in the Senate to impeach Cheney. But, that is why I think we must continue to keep our investigative hearings and oversight to the maximum. We are fighting a very powerful force and special interests. We need to fix what we can. In spite of the six years of bush administration missteps, we need to be fiscally responsible and get out of Iraq.We can fast forward funding to domestic programs that have been starved and put back confidence in our domestic policies.

Hilda, I bet this is a really tough question for a Democratic whip. You got into Congress by challenging a reactionary Democrat who wasn’t representing working people and consumers. Martinez was in a pure blue district but voting the way Republicans vote. Another of our favorite candidates, Donna Edwards, is trying to do the same thing in Maryland that you did in Los Angeles. She’s challenging Al Wynn– a guy not unlike Martinez. Donna would be as progressive as you are– and with PLENTY of brainpower and energy. Is there any chance progressive members of the caucus could support her? Or would Emanuel and Hoyer bite everyone’s head off?

so good to see you want to get rid of NAFTA – as far as i can see it has been a bad deal for many people on both sides of the border.
a foreign policy question – i am very concerned about the h.con.r.21 vote last week. this resolution had 103 co-sponsors. virtually the entire house voted for it, with only 2 votes against.
the resolution begins:
no sane person would defend ahmadinejad… but that’s not the point. there continue to be reports that a significant faction within the bush adminstration want to attack iran – so this kind of resolution can serve as a dangerous encouragement.
in addition, the charge is a false one; based on a mis-translation (here i rely on prof. juan cole who knows both the language and the culture).
i fear that votes like h.con.r.21 can contribute to bringing us another war based on lies – they lend legitimacy to the propaganda and help foster a climate of anger. please, i beg you, do not let yourself be fooled by the propaganda of those who want war.

Nice for you to be a part of this, and of sharing a pro-union pro-environment pro-sanity voice in the House these days.
At #41 you mentioned we need to reform NCLB. As a teacher in an inner-city LA school I really think we need to get rid of NCLB all together and start from scratch. What are your thoughts on returning to the original ESEA and starting all over again? NCLB helps testing companies, military recruiters, and union busting voucher schools. As far as the kids go, well they need to learn more than how to bubble in test programs.
Do you think Rep. Miller on the Education caucus is open to including teachers and parents in the design of a real and effective educational program?
And…glad you are here and in DC pushing the progressive agenda,
I personally like Jerry McNerny and serve with him on the Select Committee on Energy Independence and Global warming. I also helped him with a fundraiser in Los Angeles where I met Howie.

My parents moved to Rancho Cucamonga in ‘80, a couple of years after they married, and had me 3 years later, so I only got to see the whole incorporated city. I still love it and really enjoyed visiting it when I visited CA 3 years ago. The only downside was that my favorite pizza place Willie & Pie’s isn’t there anymore. My boyfriend was with me on the trip to CA and he enjoyed Rancho Cucamonga also. I also visited his hometown in Brazil last year and liked it.

Respectfully, we may not have the *Democratic* votes to impeach, but since when should impeachment be a purely partisan matter? Our goal should be producing bona fide Articles of Impeachment that enough Republicans will support. Remember, Nixon resigned not because Democrats ganged up on him, but because a group of Republicans told him that the gig was up. Enough Republicans are up for election next year that support for Bush will wane, and support for Cheney and Gonzales will evaporate even sooner. Those three must be impeached!!! Please help put some backbone back in the Democratic party!

Can you be more specific about this? The Dems are in the majority, yet is there a “force” that you feel cannot be overcome? Are we just supposed to wait and hope nothing happens? Who is it? Who are they? What can we do to help?
In my humble opinion, I think the Dems should get really tough and soon, before we end up in Iran. I, personally, am not happy with the way things are going. I do, however, really appreciate your positions regarding unions, NAFTA, healthcare. Thank you for fighting!!

I just introduced legislation to address green collar jobs that address energy efficiency and livable wage jobs. It will be officially introduced next week in Congress. My purpose is to make sure that as we address climate change and environmental justice issues that communities of color do not get left behind. This can be achieved through reprogramming funds through the workforce investment programs created some time ago. For example, we can attract union members from IBEW to learn new skills in installation of solar panels, more energy efficient ways to rewire our homes and workplace.This proposed legislation can create up to 3.5 million green collar jobs over a ten year period. We need other members of Congress to sign on as co sponsors. Senator Bernie Sanders is caring the same legislation in the Senate.

I personally thank Emily’s list for their support over many of my campaigns. If it was not for their investment in me during my race for Congress in 2000 I would not be sitting hear talking with all of you. It is still really tough for a woman to get elected to any office. Especially, as a Latina, it is really hard to raise funds when you represent a poor district.

Oh and speaking of leaders for our efforts, next week we’re getting a visit from Daniel Biss, a smart young progressive Siun introduced me to when I was in Chicago a few weeks ago at the John Laesch vlog session.
I was not aware of Congresswoman Solis until today – she sounds like a real progressive and from the proposals she’s talking about here, sounds like she’s doing a great job. I couldn’t be happier with my own Congressman, George Miller, but his type seems few and far between. Sounds like Solis fits right in with him.

I voted against going to war in Iraq and do not feel we should be engaging in another war. I and other members of Congress do not want to give Bush the authority to challenge Iran either. We need to bring our troops safely home and discontinue this continued redeployment in Iraq. I had the opportunity to visit Iraq and our troops. Believe me, I was not happy with the situation and heard from many of our soldiers that they want to come home soon. Many just wanted to fulfill their assignment and come back home. Also, many did not have proper equipment and were on their third or fourth tour.

Absolutely! I’m in a right-to-work state, and we had a 36 year-old laborer, injured on the job, and consequently terminated due to that injury. Fortunately, Worker’s Comp will cover his OT work/therapy to get his hand functional. He was the third Worker’s Comp case I saw last week who was terminated as the result of an workplace injury.
Howie – I was at a house party for Daniel Biss last night – hosted by Rick Perlstein in fact – and was very impressed by Daniel’s speech and clear knowledge of the issues facing IL. It’s so exciting that we’ll have him here next week – and he’s a perfect example of Congresswoman’s comment #15 about our need to develop a farm team as we build a progressive leadership!

I am going to tell you in short a story about my self…
I am a 40 something women.
In March 2007 I was informed that I have MS.
I have health insurance, not the best, but I have it.
The medication is done differenty than trational formats, doctor calls “drug company” in return they contact me!
My insurance does cover the “specialty” drug.
But here’s the catch….
My co-pay is 33% of the total amount of $1800.00 per MONTH!
Now, thats $500.00 out of my pocket every month !
Now, this is outrageous!
Do I feed my family or take the drug?
I am told if I don’t take the drug, I will be in a wheel chair with in a year!
What are my choices!?
Now I am sure I am not alone in this deli ma of cost!
I am decusted with the way our government has approached human health and humanity as a whole, yet politician’s keep the tone up, but no one thinks about that “it will at one point in life” happen to someone close to them!
When the Republicans talk about how they VALUE ALL life….Thats a false statement and the Dem’s need to call their bluff!

Bob, the whole reason the GOP is as crazed as it is today is because the rational Senators that voted to impeach Nixon were all eventually purged from the party.
The hard-righties that took over the GOP were so determined to punish them that in order to take out the last one in 1988, Lowell Weicker of Connecticut, they gave substantial aid to Joe Lieberman — and that’s why he’s in the Senate today.

I understand this concern, and I’m not counseling precipitous action. Still, I’m concerned that what this means is that we won’t be living in a functioning democracy much longer. If Cheney and Bush can’t be impeached for what are clear violations of federal laws designed to limit their powers, there is no reason I can think of to think that the next group of leaders will be any better.
In short, if this is how things are to be, let’s just start an amendment to remove impeachment from the Constitution. I haven’t seen it put to good use since Nixon left office, and it’s been put to plenty of bad use over the years. If the Democratic leadership continues to keep it off the table and Republicans won’t consider it under any circumstances for one of their own, it’s clearly not much use anymore.
Thanks for your interest and support. I am proud to be the daughter of a union shop steward, Teamster. My father taught me a lot about the importance of having the union beside working men and women. He organized workers in the 70’s by bringing them health care, a pension and safety equipment in the workplace. He worked in a battery recycling plant that was very toxic and as a result I felt compelled to work on safety and labor issues together with environmental clean up. I grew up next to the second largest landfill in the country known as the Los Angeles sanitation district. This landfill takes in almost all of the county’s trash. As a result, I worked on environmental justice legislation to prohibit the placement of landfills near our homes and schools. For this work, I received in 2000 The JFK Profiles in Courage Award for passing the first environmental justice legislation in the country.

After Bush, there may no longer be much of a Republican party left. He drove off the sane ones with Iraq and trashing the Constitution, and now he’s pissed off his bigoted base with the immigration bill.
It’s taken a while, but it looks like they may have finally destroyed themselves. 2008 will tell the tale.

They still have plenty of money behind them, and most of the established news corporations in their pockets. I’m not counting on that, regardless of how logical an idea it is.
The other thing I disagree with is that “Democratic != corruption or abuse of power”. It hasn’t happened that we’re aware, but the Republicans have spent more time in the White House in the last thirty years or so, and they have always had at least some control of the press. Shake that up some and Democrats could abuse their powers, too. It’s a natural human tendency, I think.

corporations have to bargain for everything they buy, they don’t set the price the people they purchase from sets the price
a union is a collective bargaining body, corporations don’t want to bargain for the labor they have to purchase, they want to set the price they pay and bargain individually with individuals
tough luck, like all the products they need to survive, they have to bargain for the labor they have to purchase, they don’t get to set the price they pay
