I have said at the local school board level, people running for the office ought to have to take the same competency tests that teachers have to take before being cleared to run.  At the very least, people running for congress or other national offices ought to have to take a test on the constitution, and whatever else.  A 91 IQ for this president does not sound out of line.&lt;/p&gt;
