Bush is trying to change the subject. Nothing will get done with Sudan because the Chinese will block it. They are buying up all the Sudanese oil they can. The Chinese are also building up a lot of the area around Khartoum.

Rovian obfuscation. On issues he is strong, (of which almost none remain) Rove will distribute talking points filled with “clarity” that does not exist. On issues where he is weak, Rove simply tries to make the issue more confusing than it really is.
