&lt;p&gt;Pass legislation, and send it to Bush, allocating a specific amount of money (based on Pentagon estimates…and past experience…in troop movements) to be used in redeploying our troops out of Iraq.&lt;/p&gt;
&lt;p&gt;No timeline. No benchmarks.&lt;/p&gt;
&lt;p&gt;Just a “rainy day fund” to cover the sometime-in-the-future expense of removing our troops from harm’s way, as safely and efficiently as possible.&lt;/p&gt;
&lt;p&gt;1) I would be curious to see how the “culture of corruption” Republicans try to spin this single-issue bill into their standard lie that Democrats don’t support the troops, since this single-issue bill just sets money aside (in a lockbox?) to cover any future redeployment of our troops from Iraq.&lt;/p&gt;
&lt;p&gt;2) It separates “redeployment funds” from the Iraqi War operational funding contained in the bill that just passed.&lt;/p&gt;
&lt;p&gt;3) With no timeline or benchmarks contained in it, this redeployment funding bill will just provide contingency funding for handling the specific cost of pulling our troops out of Iraq sometime in the future. With no timeline or benchmarks, this would tend to nullify any Republican talk about “surrender dates.”&lt;/p&gt;
