The hits just keep on coming from Deborah Jeane Palfrey, whose DC escort service's phone records are being mined by ABC News for an upcoming 20/20 that must have some Beltway Boys' panties in a twist. First Harlan Ullman was named by Ms. Palfrey two weeks ago. He's the guy who coined the phrase "shock and awe." Yesterday, another Rolodex card fell outta Ms. Palfrey's handbag. The ABC investigative team dialed the number and: Deputy Secretary of State Randall L. Tobias submitted his resignation Friday, one day after confirming to ABC News that he had been a customer of a Washington, D.C. escort service whose owner has been charged by federal prosecutors with running a prostitution operation. Tobias, 65, director of U.S. Foreign Assistance and administrator of the U.S. Agency for International Development (USAID), had previously served as the ambassador for the President's Emergency Fund for AIDS Relief. President Bush's Ambassador for his abstinence-based anti-AIDS plan for Africa wasn't exactly, um — abstinent? Oh, wait: Yeah, right. Where do they GET these guys? Well, he's: Wasn't President Bush going to restore honor and integrity in Washington? I can't wait for more honor and integrity to fall out of Ms. Palfrey's Rolodex. She's the frosting on the cake being baked by Chairman Waxman and Chairman Conyers.
PS for Hugh — What number are we up to now on the Bush Scandal list? UPDATE — IRONY ALERT (thanks, Christy!) According to Think Progress this morning:

Any idea if there is more fallout coming? Does anyone think this guy is the only Bush Admin. official to use the service?
Teddy!
Oh, yeah, that’s it, that’s the ticket…
Tobias was engaged in a sex worker outreach program.
Ri-i-ight.
This kind of scandal could get ugly for both parties. Fingers crossed here.
Hey Teddy – did you see this last thread?

Surely there must be some Dems in her Rolodex too… I mean, is there any reason to hope that this thing is going to hurt only Repugs?
Prostitution doesn’t bother me. It’s the family values fanatics who preach about the evils of it, and go to church on Sunday, and later that night or some other time they might very well be found soliciting that I can’t take. It’s the hypocrisy and the liars who are revolting. Not the prostitutes.
Heidi Fleiss Goes to Washington. What fun! I’d suspect many other fish to be hauled up in the Rolodex net…perhaps both parties, perhaps both sexes.
Thanks for the great post, TeddySanFran.
(Love Waylan & Madame, BTW)
Oklahoma kiddo @ 12
Gotcha. Tobias was cutting off funding for community-based programs around the world that were successfully reaching sex workers, always a front line in HIV prevention. Requiring US-funded organizations to pledge “no-contact” with sex workers while patronizing them, even if for massages (wink, wink) seems to exceed hypocrisy. We need a new word.
lolo!
Hi, just came in.
My scandals list is up to 163. Selise just updated it. It’s here:
http://www.netrootsmass.net/Hugh/Bush_list.html
And my 162:
162. Randall Tobias, US Director of Foreign Assistance and head of US Agency for International Development (USAID) with the rank of Deputy Secretary of State since March 29, 2006. Before this he was our first Global AIDS Coordinator (October 2003) where he criticized condom use and promoted abstinence only programs. As Director of Foreign Assistance, he continued to oversee the Global AIDS program. He resigned April 27, 2007 after it came out that he had been named as using a Washington escort service. I am not a prude about these things but I do see a problem between his personal activities and his public positions.
Just a drive-by comment: just what did these, uh, professional health care specialists, massage? His prostate?
Are we seeing the first administration heavily influenced by V**gra? Could that explain the excessive bellicosity (if your e****** lasts longer than 4 hours, call up the National Guard).
Oh yeah, MoDo as Joe Lieberman of pundits (thanks TPM). Heh.

This is sounding more and more like that storyline in West Wing where the character played by Rob Lowe dates one of these high-priced professionals. Did the WW team know a LOT about life inside the Beltway?

So with all this frosting for Waxmans huge cake. I love cake.

I would add a general lack of class in DC all around…Either live up to the 18th century laws of the United States or repeal them or update them..Sometimes here in the bible belt you can cut the hypocracy with a butter knife.

What happens in DC stays in DC.
Nan @ 9
The next name will let us know more about that, I betcha.
Since the first two (Mr Shock-and-Awe and the Deputy Secretary of State) are on the Bushie side, I would expect ABC to question an upstanding Democrat next, if there is one on the list. Or, they might strategize: leak Bushie-type names until some Democrat takes the bait and gets all sancitmonious, then drop the anvil on our side.
Yup, it’s scary, but I want these chips to fall where they may.
I can hear Madame saying it now (& ending it w/that cackling laugh), “Oh, honey, you don’t know the half of it. HAHAHAHAHA.”
Today’s GOP: It’s the Do-As-I-Say-Not-As-I-Do Party.
He was, erm, doing research, getting some hands on experience, really into his work, looking for the inside scoop, trying to stay on top of things, I mean keep abreast of them, well at least get to the bottom of them. IOW butter him up and call him toast.
Correct me if I am wrong, but reading between the lines and trying to think outside the box – was Tobias saying that the reason he used services from non-citizens was because there are some jobs that American’s won’t do?
Marie Roget @ 13
Christy is a Graphics Goddess, in addition to her other very well-known talents around here. I am a lucky beneficiary, with the Pink Luggage yesterday and Madame today. It’s a particularly malevolent pic of Madame, no?
According to ccmask’s 1:42 pm comment in the previous thread, “I understand the madam has 46 pounds of phone records. There has to be more than Tobias in there….”
as a high profile former executive – i guess tobias figured this is SOP – so whats the big deal here…….. nothing to see here……..LMAO!!!
juslin @ 20
ABC is leaking one name every two weeks. This could be a long summer for Ms. Palfrey’s customers. And an entertaining one for us.
I read somewhere that Tobias has been trying to quit State for six months and Rice wouldn’t let him. Now I bet she wishes she had let him leave.
From dreamcatcher on the previous thread – I wanted to make sure folks saw this.
So what finally takes this man out is not his massive conflict of interest, but sex.
Hugh @ 25
Tobias’s comment that he was “using Central Americans now” was particularly infuriating, in its dismissiveness and callous disregard of these women’s humanity. Once I calmed down about that, though, I started thinking, hmmmmm. Central America? Who in this Administration just took a demotion, to State, and has some Central American expertise? Mr. Blackbridge?
In this guy’s case it’s not JUST the hypocrisy –
it’s the hypocrisy that leads to the death of others!
Their sanctimony prevents humanitarian health groups from saving innumerable lives.
[God is not amused.
As a child I was frightened of the whole notion of Judgement Day. Not any more. My personal belief (which I do NOT push on others) in a Final Justice is a great, great comfort to me.
And at the same time I believe just as strongly, if not more so, that it is the duty of every human being, regardless of faith or lack thereof, to strive for the best human embodiment of Justice in THIS LIFE as is possible.]

“Incompetence” is their brand-saving comeback meme for 2016. Just like “The New Nixon,” they hope people will remember the GOP not for its amazing kleptocracy, but as bumblers.
So much sadness!!
Could this be a blind WaPo quote from She Who Suffers With Our President?
“inherently harmful and dehumanizing”? Yeah, prostitution is inherently harmful and dehumanizing but torturing detainees is a-ok. Prostitution may not be desirable in human society for a number of reasons, but at least the ideal form of prostitution involves two consenting adults. Besides, the world’s oldest occupation isn’t going away any time soon so you might as well fund anti-AIDS initiatives.
Man, don’t you just love getting lessons in morality from the mass-murderer in chief?
Wasn’t President Bush going to restore honor and integrity in Washington?
They have butchered everything. Stay tuned for a Bush speech fron the renamed Offal Office.
f00bar jones @ 43
Well said – excellent comparison
does all this bring to mind the israeli ambassador who was recalled after being found bound and gagged? my mind is working overtime on this tobias story – i guess the “restraints” were too tight hehehehehe
BTW, the ABC Radio report was one of those brief stories at the top of the hour, but I haven’t heard it repeated. I was driving when I heard it this morning at 11am.
As for Tobias, of course he had to switch “escort” services. Palfrey was busted some time ago, and he found a new service to provide him with those women from Central America. What a pig. I feel bad for his wife.

Still don’t have a clear sense of whether the Watergate/Cunningham sex workers were lady-hookers or boy-hookers, though. Ms. Palfrey has only mentioned employing women in her “sexual fantasy service” but who knows, maybe it will get more complex soon.
BTW, it’s next Friday’s 20/20 that MsPalfrey’s story is scheduled to air. Keep an eye on that, though, I wouldn’t be surprised to see last-minute changes.
Tobias’ program involved “outreach.”
And was this on govt time or personal time?
Probably he resigned to spend more time with family.
Mrs K8…. just came in from stacking up the patio furniture before I had to fish them out of the pool.
Have a good friend who lives in Brazil and it was quite a nasty political issue when Tobias insisted on the prostitution clause. It is one of the reasons that Brazil has been developing generic AIDS drugs…. They told Tobias and his Anti-AIDS funding to take a flying leap.
Another BushCo policy which leaves death and sadness in its wake.
TeddySanFran @ 14
A new word for doubleplus hypocrisy? We already have such a word.

come on: “Dusty Foggo”? call me name-ist, but how did someone with that moniker get a security clearance, much less rise to such a high position in the CIA? It’s better suited to a dimestore harlequin romance novel / airport bookshop thriller.

It’s not delivery, it’s deliciosa
President Bush: Randy is one of America’s most talented and respected executives. He was Vice Chairman of AT&T International and Chairman of ATT International, guiding the firm through immense organizational challenges. He went to head Eli Lilly and Company, one of our nation’s largest and most innovative pharmaceutical companies.
He is a highly regarded civic leader and philanthropist in his home state of Indiana. Throughout his career, Randy has shown the ability to manage complex organizations and to navigate government bureaucracies. He has earned a reputation as an executive of great energy, resourcefulness, good judgment and integrity.
As Global AIDS Coordinator, Randy will have the rank of Ambassador, and will report directly to Secretary of State Powell. He will coordinate all of our international HIV/AIDS activities for all of our government departments and agencies. He will oversee all resources of this program. And he will work with the faith-based and community groups to get the job done. He will report regularly to Congress on the progress and effectiveness of our efforts.
Randy Tobias has a mandate directly from me to get our AIDS initiative up and running as soon as possible. We’ll work quickly to get help to the people who need it most by purchasing low-cost, anti-retroviral medications and other drugs that are needed to save lives. We will set up a broad and efficient network to deliver drugs to the farthest reaches of Africa, even by motorcycle or bicycle.

Tobias was Condi’s Deputy. This abstinence-promoting policy goes back to her office. Therefore, it’s perfectly reasonable and correct for Congressional investigators to pose the following question to her:
“Secretary Rice, since it is the administration’s policy to promote abstinence globally, could you describe your own personal decisions and choices on abstinence?”
You know, since that’s the policy she’s been promoting world-wide.

When prostitution becomes illegal and punishable for both the giver, and the taker, things might change.
How many prostitutes who have accepted payment for services rendered went to jail, while those who paid for the services went scot free?
As things stand now, it is a travesty of justice.

Given the poor quality of information on condom use in government-sponsored abstinence education programs, perhaps Tobias was just doing some first hand investigative research.
(When asked about this report, the HHS spokesperson had the nerve to say “As a general statement, I do want to note that our abstinence programs have been, and will continue to be, medically accurate, teaching young people about the healthier choices they can make in life.”)

To clarify: Uganda’s ABC program (Abstinence, Be Faithful, use Condoms) was working until BushCo’s program arrived and wouldn’t fund anything but abstinence-only programs. Uganda is now going backwards, losing ground against the disease it had made great strides against.
BushCo isn’t just standing in the way of turning the tide against the disease; BushCo is an active ally of AIDS.
Thanks for the clarification. I knew the basic outline, but couldn’t recall the specifics off the top of my head.

I’ll be serious for a moment … what would be the result of Bush’s abstinence programs? More people contract HIV/AIDS, so more people need HIV/AIDS medicines, which his buddies in Big Pharma are only too ready to supply.
Yes folks, every one of Bush’s buddies is singing the same tune, “Let the good times roll !”

Big Pharma makes no money from AIDS treatment drugs if a condom is used and transmission is prevented. The HIV virus must be passed on for a newly infected person to need treatment. Tobias was the Chief Executive of Eli Lilly before Shrub appointed him to the job he resigned yesterday.

They have to recoup all the money they have
spent advertising hard on pillsinvested in developing treatments for HIV.There is a strange editorial up at the NYT.
http://www.nytimes.com/2007/04…..9sun1.html
It decries the lack of oversight during the Republican controlled Congress and applauds all the new Democratic oversight. The part I find strange is that the NYT never mentions its own role in promoting much of the Bush agenda or its lack of investigation into the myriad scandals and disasters that festered under the noses of its reporters and those of the rest of the media.
This seems to be the new meme. Russert on the Moyers documentary mentioned it too. You see the media couldn’t look at any of this until the Democrats did. Apparently they couldn’t do their jobs until someone told them it was allowed.

Nada. He was long gone from AT&T to Lilly long before any of that stuff started. Tobias was my “boss” (about five levels up the org chart) when I worked at AT&T between college and law school, almost 30 years ago. Had a rep for being pretty nice but incredibly demanding.
Lilly’s not a great corporate citizen, either. It was one of the first companies to start hollowing out the U.S. corporate income tax base, way back in the 1960s, when it transferred the patents covering Darvon to a manufacturing subsidiary in Puerto Rico and started treating substantially all of the income from Darvon sales as having been earned outside the U.S.

ooo tasty!
remember back when corn on the cob was only available at the end of the summer, it tasted extra sweet then.
Too many in the government’s AIDS policymaking positions still view AIDS as a punishment for sin: “It’s a disease that hits gays, prostitutes, and fornicators of all kinds.”
This is not to say Big Pharma isn’t interested in this issue, but the ones driving the policy bus are the TheoCons, and they’re driving it right over a cliff.
The whirlwind from that policy is going to be one helluva storm. Career folks at the State Dept, CDC, and elsewhere understand this (as do many NGOs of the non-TheoCon variety), and they all shudder when they look at the mess the political appointees are creating.

TSF@197
i believe you’re right – these fuckers only think in terms of they can be paid and stay paid – him resigning just paves the way to profit even more…..
UP:
Which is the more horrible accusation — that they are actively promoting genocide or that a corporation is acting to maximize profits? Considering that corporations are designed to maximize profits, and that they live for that purpose, accusing them of acting to maximize profits is accusing them of acting on their Prime Purpose.
I’m not saying the corporations want people to get AIDS and die. I’m saying people who get AIDS require treatment, which they sell. And which enables those with AIDS to live long lives, dependent upon regular, lifelong supplies of their medicine.
Given the choice between supplying a single condom and supplying a lifelong supply of livesaving AIDS medicine, a corporation would be foolish to want to provide the former. And if that corporation’s former leader can work for the government and wrap the policy in a Fundie Flag about Abstinence rather than the evil and mistrusted profit motive, so much the better.
Petrocelli @ 216
Sorry, what I was trying to say was that some fundies think people who get AIDS are getting what they deserve for their sinful behavior. It’s what God wanted, it’s God’s plan.

Bruce has started posting a roundup of the Take Back the Blog posts from today.
Peterr @ 220
Claude Allen, he of Target-shoplifting fame, implemented HHS’s domestic terrorism of community-based AIDS/HIV prevention organizations, under Tommy Thompson’s leadership. Efforts to combat AIDS-fatigue; the new face of HIV; HIV as a “manageable” and therefore not-to-be-feared disease; and AIDS-as-a-Southern-African-American-womens-disease — these were all underway when BushCo attained power.
Immediately after BushCo’s installation, these efforts were challenged, and local organizations and health departments were subject to painfully expensive and timeconsuming audits without basis. The “second wave” of post-protease HIV infections which bloomed in this century is almost totally due to BushCo having distracted small agencies nationwide who were successful in communicating to hard-to-reach populations newly showing HIV clusters. HIV has morphed into the disease it is now in America due to active intervention by BushCo in agencies with policies and programs that were working.
This was justified at the time by saying that all programs needed an Abstinence component, a useless token for sexually active adults. Now, of course, we know that Abstinence-only programs fail America’s children as well.
ooh, ooh, pick me ! pick me !

For some decades more and more theologians (the kind who actually try to make some kind of sense of the ancient documents about faith) have speculated that “hell” isn’t external, but internal, a matter of conscience that, unlike here, cannot be denied or avoided in the “afterlife”. Even a major catholic encyclical came out during the John Paul II era along this line. (disclaimer: my dad was/is such a theologian, altho not catholic. I am a “functional atheist” which to me means militant agnosticism (*i* don’t understand god and *neither do you*!)) My dad even had a saying he’d use in counciling people, “Hell may simply result from being in Heaven and not able to enjoy yourself!” Curiously enough, this almost *exactly* matches the actual text of the account of the rich man and lazarus parable. Hmmmm.

IIRC, she simply “gave” them to ABC just before that order came down. The court told abc to give them back and they did, BUT they made copies. the journalist in question is a lower tier one, but is essentially saying, “confidential sources, KMA!”. And rather than have a messy court action to try and get them back (since they are aleady in the wild as it were) which risks abc simply mass emailing them to every journo in town, the bushies have said nada.
