		<description>&lt;p&gt;That “impeachment thingy.” I am not a lawyer, but I do not believe that that has ever been tested in court. It clearly means that the President cannot pardon himself out of an impeachment, but does it mean he cannot pardon his co-criminals ? I would argue that it does. So, does a “case” of impeachment mean an actual conviction, or just a trial ?&lt;/p&gt;
&lt;p&gt;Or, to put it another way, if the House issues a Bill of Impeachment in December, 2008, does that render ineffective any pardons of the staff in January, 2009 ? I would argue that it does; an excellent reason to go for impeachment IMHO.&lt;/p&gt;</description>

The Pardon Attorney has no authority in this regard.  He can talk until he’s blue in the face, but the Constitution trumps all of it.  &lt;/p&gt;
