&lt;p&gt;I would say that it’s not a singularly unique situation. Bush the Elder likely served in a similar capacity to Reagan–particularly in the second term.&lt;/p&gt;
&lt;p&gt;We simply don’t think of it in the same way because of the extraordinary effort that was made by Reagan’s people to deny the public a view of Reagan’s growing confusion as the years went by, combined with Bush the Elder’s desires to do things without leaving many fingerprints.&lt;/p&gt;
&lt;p&gt;One of the first things Bush the Younger did upon inauguration was to ignore the Presidential Records Act for ten months, and then issued an Executive Order which turned the Act on its head &lt;i&gt;and&lt;/i&gt; made VP exceptions to the act which previously never existed.&lt;/p&gt;
&lt;p&gt;I think that’s significant, in the context of the comment highlighted above.&lt;/p&gt;</description>
