		<description>&lt;p&gt;It seems to me that if Libby failed to really get the outing out to the media and that Rove had to step in and get the job done properly (so the media would actually report it), then that indicates the top dog wasn’t Cheney, but that it was either Bush or a collaboration of Bush, Cheney and perhaps some others near the top (like Rove, Matalin, Rice, Libby, etc.).&lt;/p&gt;
