Here's an interesting question: George Bush's Administration just submitted their budget recommendations to Congress. But they fail to include all of the military spending in the current budget requests, leaving a whole lot out of the official budget calculation for emergency supplementals.
The proposed basic budget for the Defense Department is $481.1 billion, a 62 percent increase over 2001, Mr. Bush’s first year as president, and an increase of $49 billion over what Congress provided for this fiscal year. But the figure does not include more than $93 billion in supplemental money in this fiscal year and about $145 billion in the next fiscal year for the Iraq and Afghanistan campaigns.
Why leave this out? Cooking the books, are we? Ezra Klein sure thinks so.
Maybe it's just me, but I sure would like to see a whole lot of members of Congress asking just why it is that the Bush Administration continually leaves these expenditures off the books. because defrauding the American public with a false budget is…well, it's lying. And isn't it well past time that we called George on this. If not, the joke isn't just on us, it's on all of our children and grandchildren, too, in the form of an increasing deficit and lots and lots of foreign loan markers. Just how does that make us safer or more fiscally secure, again?
The time for accountability is now. You want to know just how far off the mark the Bush budget proposal is? Take a peek at this from the National Journal. And prepare to be royally pissed.
…It is also unthinkable that the Bush administration does not intend to fully fund the cost of activities in Iraq and Afghanistan. Indeed, in light of the statements the White House has made in recent weeks excoriating anyone who dared to have such thoughts, no one should assume the president won't be first in line to make sure the additional spending is provided.
However, the FY08 Bush budget only includes a $50 billion placeholder for Iraq and Afghanistan in FY09 and nothing for FY10 through FY12. The White House has already made it clear that additional spending will likely be required.
For that matter, the administration has also indicated that the $145 billion it has proposed for Iraq and Afghanistan in FY08 might not be enough.
There is no legitimate excuse for these two major initiatives being excluded in the FY08 Bush budget. The White House line that it wants to deal with the AMT as part of a comprehensive tax-reform package simply doesn't work when you consider that the administration knows the AMT will be changed and almost certainly supports that happening.
The same is true for Iraq and Afghanistan. The failure to include anything more than a placeholder for FY09 doesn't pass the sniff test when you realize that other budget initiatives with equally questionable outcomes are displayed for the full five-year period between FY08 and FY12.
It's not hard to figure out why these two proposals are not fully reflected in the Bush FY08 budget: doing so would increase the projected deficit and make it impossible for the White House to seemingly balance the budget. It would also not allow the administration to claim its budget reduces the deficit every year….
It's the Enron Federal Budget process — bilking the public and lying to them at the same time. Welcome to Bushworld, where everyone but the cronies gets screwed. And, even worse, as Deborah Solomon points out in the WSJ, the thing on which the Bush budget most relies: hoping for a lot of luck. Wait, isn't that our policy in Iraq, too? Oversight, anyone?

I’m really not one to like ANYBODY picking my pockets, especially not the idiot we currently call the commander-in-chief. But I have no problem paying my fair share of taxes for worthy causes; however I abhor what this weasel of a president is asking us to fork over. This budget should be DOA.

Yeah, the formal dress uniform seems a bit odd for what appears to be an informal setting. Note that Shrub’s jacket isn’t buttoned and he’s got the coffee pot in hand.

The first small steps this congress is making are a wonder to behold, but they ain’t got no teeth. i want my money back. Stop paying taxes until they do what’s moral, and what we say.
Just got off the phone from a conference call with Feingold on Iraq. Will do a write-up on it for everyone for tomorrow. Let’s just say his appearance on tv later will be VERY good if he stays this intense.
This budget proposal looks like one designed with a long battle and a veto in mind.
Democrats, not one more dime for the Iraq war, not one more dime.
The unfortunate thing is that no one will challenge the part of this budget that most needs adjustment–the military appropriations and the war spending.
The fear is palpable whenever that suggestion is made.
M’self, I think the off-the-books supplementals are yet one more way to drain the SS trust fund. If they manage to break that bank, the next president will have to raise taxes, some way, to pay for the emergency outlays in that FY 2010-2012 period.
As for the failure to make budget projections for war spending in the same period, it could be a de facto admission that the next President will have to put a stop to the hemorrhaging in Iraq, and that Bush is leaving it up to his successor to take the political damage for doing so.

Pace made a joke of it by putting a napkin over his head, so W finally realized he’d look like an ass if he didn’t go along w/Pace’ reaction, hence the red face on Pace & the snotty grin on Shrub…

Can you imagine what a detriment it will be to global warming if this Congress allows this President to do what he wants to do with Iran? Can you imagine what World War III, possibly including the use of nuclear weapons in an oil rich area of the world, will do to global warming? If they called it MAD previously, what do you think they should call it now? Dems are complicit unless they take actual steps to prevent it from happening now, because it’s obvious that Bush is planning to do this thing in Iran, and I can’t imagine why McCain would have gone along with it against the wishes of 70% of his constituents, unless he was assured that he would be the next Prez if he went along for the ride. Feingold is exactly right; they must do more than lip service, they must exercise their power of the purse.

The pre-Revolutionary government of France used to keep its wars off the books by declaring them ‘extraordinary’ expenditures, as opposed to the ‘ordinary’ ones involved in maintaining Versailles, pensions and the repayment of accumulated debt. In the years before the Revolution there was a time when the surpluses on ‘ordinary account’ were just sufficient to pay the service charges on the debt incurred on the ‘extraordinary account’ (most of which was incurred in supporting our Revolution). However, it took only a little jiggering of the figures and a mild recession for the ‘ordinary’ to fall into deficit, at which point France’s creditors pulled the plug.
The rest is History, as they say.

They are in the majority now, and they have ranking members in both houses of Congress. With rank comes privilege. They need to use their position to let the commander -in-debt know that if he is to continue to conduct this war, he must let go of his precious tax cuts for the rich. I was sitting here watching “Two Days in October” based on David Marannis’ book, “They Marched Into Sunlight”. It’s about a unit in the 1st Infantry Division in Vietnam and the University of Wisconsin in 1967. When I think about how frustrated we were when, seven years after that, we were still fighting in Vietnam it doesn’t make me very optimistic about the situation today. They have everyone hamstrung with this support the troops bullshit and there is no more courage in Washington now than there was then.

The folks in my town know my views on the Bush administration and I suppose just about everything else. People around here are well acquainted with my political, social, and economic opinions from seeing them in the letters to the editor in the Daily Oklahoman, on this blog and other blogs. And believe me, I don’t pull any punches, but I try to be polite. I don’t know though.

Norm Coleman is a dick. He used to be a dem and then switched IIRC. He’s a repug tool who only won because Paul Wellstone died and Rush et al branded the memorial service a partisan hate fest, which it most certainly was not. Essentially they “swift-boated” the memorial service and burried Mondale who was talked into taking Wellstone’s place on the ballot.
Al Franken is talking about a run against Coleman. His contempt for Coleman matches our contempt for LIEberman.

DESPITE ANGUISH and anger over the Bush administration’s decision to escalate its failing war in Iraq, Congress is unlikely to cut off funding. Even most opponents of the war fear that they could be blamed for not supporting the troops in the field and for a possible descent into even greater catastrophe in the face of a precipitous U.S. withdrawal from Iraq.
But nothing prevents Congress from using its power of the purse to prevent an American attack on Iran. President Bush’s neoconservative advisors and pundit supporters have been beating the drums of war with Iran since 2003, when the president declared Iran to be part of an “axis of evil.” Recall that a senior administration official told The Times that Iran should “take a number” in the wake of the invasion of Iraq. In his recent address to the nation on the troop surge in Iraq, Bush issued more threats to Iran. Now the president has named a Navy admiral to head the U.S. Central Command and dispatched a second aircraft carrier and minesweepers to the Persian Gulf, presumably to prevent Iran from closing the Strait of Hormuz in the event of conflict.

Coleman and Collins were the only two rethugs to vote with the Dems AGAINST the rethug tactical today to stop the debate on the war.. none of the other spineless thugs, including Hagel and Specter, were there with us. He may be a dick, but I’d like to know why he’s siding with us when he’s been otherwise quiet on the issue.

He’s up for reelection. Franken is probably going to run against him. Every vote he makes will be broadcast on Air America which has a presence in M/SP. That would be my guess.

Coleman’s up in 2008; he’s probably getting swamped with Minnesotans against the war. Al Franken can now slam him for being a flipflopper! Also, Collins is up in 2008. Both may have made a deal with Mitch McConnell, since their votes weren’t needed, to vote their “conscience.”

Feingold made an excellent point on Countdown, now that I reflect on it: the November election was a referendum on the WAR — there was no SURGE on the table then.
Senate Democrats shouldn’t only be opposing the SURGE; voters told them to end the WAR.

I didn’t know he had died. I haven’t reallly watched the news for the past two or three years, which is why I guess I wasn’t aware.
I used to love watching him on MSNBC & CNN calling BS about the way BushCo was conducting the wars in Afghanistan & Iraq.

Yes Christy, Dumbya’s budget submission is a real joke, just like him! I mean, he can’t even count to 3 let alone comprehend what 3 trillion is. Unfortunately though, the way the Senate Democrats allowed the Shrub’s gang to stomp all over them (and all of us citizens) yesterday with the Iraq war debate vote, I am sure he’ll get his way on this as well! Such a sorry state of affairs here I believe — and getting worse by the minute!!
