&lt;p&gt;The Bush- administration then wrote the context for the trip in retrospective: Wilson was sent to check whether Niger had ever had contact with Iraqi ambassadors. Not, as was the case, to check out the likelyhood of the Uranium story - the well- known story - to be true. And which Wilson in fact reported on, and as anyone else who knows a damn thing about Uranium exports know - the exports were not possible, and had not been for years. Smuggling them is out of the question. As well as that the rest of the options in “Africa” for Uranium exports were physically unavailable, not merely controlled by entities under IAEA authority. &lt;/p&gt;
&lt;p&gt;And the Bush- administration did this in response to the fact that the intel did not check out, as you rightly point out. It also explains the numerous trips to Niger by different officials coming to the same conclusion, since the issue would always be flagged as “unresolved”. &lt;/p&gt;
&lt;p&gt;Furthermore, it explains the behaviour of the VP’s office - i.e, they would lash out at anything competing with their narrative. And this is what Wilson did: challenge their narrative, and so risking that the WH would lose control over the message. And it is at that point their response comes.&lt;/p&gt;
&lt;p&gt;Incidentally, this is the same as what’s going on with the prisons, the unitary excecutive, etc. The assertion is that there’s a semantic ambiguity, and - they say - therefore the issues are ambiguous as well, and should not be confronted by serious&amp;responsible people. &lt;p&gt;And not cutting throught kind of crap is what brought you a war based on lies. <p>Actually, what I’m saying is that at the time of the SOTU, they did NOT use Joe Wilson’s report. All they had was the Niger forgeries to base their uranium allegation on. It is only when they had to prove their allegation to the IAEA shortly after the SOTU that the Wilson report was added to the “mix” &#8211; clearly because the US IC knew that the forgeries were a pile of fraudulent junk.</p>
