They are not being depleted rapidly because they are not being produced because of the chaos in the country and sabotage. The initial plan of Wolfowitz besides the being greeted with flowers was to use Iraqi production to pay for reconstruction (and probably some of the costs of the war and occupation). This favored increased not decreased production and would have contributed to lower world prices overall.
