[Charlie Brown joins us today in the comments to discuss his candidacy for Congress. John Doolittle is one of the crookedest politicians in California– and in this state that says a lot. He's also an extreme right wing loon with an abysmal voting record. After he barely beat Patricia Malberg, an unabashed pro-choice liberal to win the open seat in 1990, Doolittle has never been effectively challenged– until last year. In the last few campaigns he won the seat on the cheap– always under a million dollars– and with wide margins of over 60%. This year Blue America candidate, Charlie Brown held Doolittle to under 50% of the vote, gave him the scare of his political life and forced him to spend about 3 times what he spent in 2004– close to two and a half million dollars.
Charlie's campaign, a powerful grassroots effort, was his first run. I called him a few days ago and asked him to join us at Firedoglake to talk about the race and about his political future. I noticed that yesterday when Charlie alerted his mailing list about today's session he came tantalizingly close to declaring his 2008 candidacy for the seat he nearly won in November.
"Lasting change," he wrote, "requires dedication– it means staying on offense. I have spent much of the past few weeks reflecting on the ‘06 race, staying connected with supporters, and looking forward to the future… Many have asked if I'm planning to run again. In 2006, I learned how much money and manpower it takes to put together a winning campaign, and how having those resources in place as early as possible is crucial for anyone seeking to take on an entrenched and well-funded incumbent like Doolittle. That's why I've recently re-formed my campaign committee– to see if enough support exists to warrant another candidacy."
When I asked him what he would have done differently if he had it to do all over again, he said he would have started campaigning earlier.
"Sure I could have joined the NRA or given up my ACLU membership. It may have appealed to some people here but that's not who I am. If I can do one thing differently in the future it will be to have live debates. We tried but Doolittle refused — he did one and under very controlled circumstances. We need to stand up in front of the voters and debate the issues, defend our positions and explain them to the people here. That means a lot more than slick mailers and robo-calls."
And Charlie has certainly not stopped speaking out on the issues. He's doing volunteer work with a couple of veterans' groups and speaking whenever he can in the fourth CD. He sounded as passionate and engaged on the phone as ever and yesterday he write his supporters about Iraq.
"The re-packaged 'stay the course' escalation recently proposed by President Bush and supported by Doolittle does nothing to address the core political problems that are fueling sectarian violence. Having dedicated my life to defending this country, I know that putting more brave young Americans in the crosshairs of an increasingly bloody civil war is not a plan for victory."
I asked Charlie to put himself in the shoes of a freshman congressman and tell us what he would be doing about the war now. One thing he said was that he would have signed on as a cosponsor to Jack Murtha's re-deployment resolution (not one of the non-binding symbolic things). Only 9 freshmen have signed on as co-sponsors to either Murtha's or Woolsey's proposals, the first of which aiming to end escalation and the second of which aiming to end the war.
Charlie would like to be a cosponsor of the Murtha bill because he thinks Murtha's credibility and impeccable military credentials make it clear that he supports the troops, just not the way the Bush Regime is misusing them.
"This war is being fought without a plan. I support our troops on the ground– my son is still currently serving overseas– but this escalation is wrong."
Charlie refuses to accept the notion that CA-04 is a "red district." He knows better than anyone how close he came to evicting Doolittle.
"It's a red, white and blue district and Doolittle is learning not to take it for granted like he has in the past. But with him his attention is just on p.r… Like Bush he doesn't want to be confronted with facts. They don't bother with reports like the Baker Commission's or the 9/11 Commission's or the Auburn Dam Commission's. Doolittle has convinced himself that there are Iraqi WMDs stashed away in Syria. Even Bush and Cheney have given up on that one. Instead of learning about Global Warming and climate change, Doolittle claims global warming is a scare tactic and tries using a novel by Michael Creighton to prove his point. It's time for these people to start dealing with facts, not novels."
You may have noticed that we haven't done any Blue America fund drives since the election. We start today. And we start with Charlie. He's the first candidate added to the new Blue America '08 page. I see that Charlie Brown For Congress is off to a good start with $63,428 already in the bank (as opposed to Doolittle's $44,406).
Of course Doolittle can make up the difference with a couple of calls to lobbyists. Charlie's counting on us. Of all this weekend's donors, we'll pick 20 randomly and send a CD, The Essential Collection by Donovan, an English folk singer who was performing antiwar songs as a teenager during the Vietnam era.

Welcome back to Firedoglake, Charlie. You did a great job last year and we’re all ready to help you beat Doolittle next year. More often than not, it takes more than one try. We’re all aware, for example, how Jerry McNerney finished off Dirty Dick Pombo on the second attempt.
I would like to thank everyone who got involved and helped me in my campaign. We can make a difference.
Welcome to Charlie Brown! I’m in for your 2008 campaign, and hoping it’ll be sooner that you get a chance to run for Doolittle’s seat. I read that his current fundraising is focused on paying Mrs. Doolittle back for her consulting services for the 2006 campaign, even though he’s pledged to end the practice of cutting her in 15% on all cash raised.

You were busy answering press questions after the SOTU so I couldnt as you then… During Webb speech I couldn’t help but noticed how enthused you were by it. Could you share your thoughts on it?
Jerry McNerney never gave up. Proves that being honest and staying with what you believe in can win out over a well fiananced, eithically challenged incumbent.
If we give up, those we oppose win. It is what they want, for us to feel we can’t make a difference.
I worked for several years for Placer County and lived in Auburn. My impression then (about 15 years ago) was that I was one of the very few Democrats in county residence. Would you care to comment if Placer County is more politically diverse now? And any thoughts on the on-going Auburn Dam business?

I read somewhere that Doolittle is actually in debt because he owes people money. Plus his wife is still getting her 15% cut on campaign donations. As soon as I find that link I will post it.

Webb’s speech was short, direct and to the point. He emphasized that we are becoming a nation of two different parts, the rich and the rest of us. He is correct stating that Congress is now ready, willing and able to exert itself as an equal branch of government and fulfill it’s oversight duties. Webb rightly points out that solving the problems we face is not about partisanship. We must come together to solve problems, which requires effective leadership.

I’m from Shingle Springs and I voted for you last time around. I want you to give it another shot in 2008, and I’m glad that you’re keeping your profile up. Unseating an incumbent can be a four-year trip.
I’ve got some free advice for you: let Doolittle’s negatives speak for themselves, and broadcast the positive message. I heard a LOT about how bad the other guy is, and I agree, he’s awful. But you need to win on your strengths — from here, you remind me of Webb or Tester, and if they can carry their states you can carry CA-04.
Opposing the GOP Iraq policy. Economic populism. Social libertarianism. Lather. Rinse. Repeat. It doesn’t matter what he calls you, the press will call him worse.

What we are seeing in this trial, the way the judge is managing it, and the superbly professional presentation of Fitzgerald and his team, is the rule of law. Whatever the outcome, it should reaffirm for Americans that this is a nation of laws and that no person is above the law.

The district is becoming more open and diverse. One of the best results of last years campaign was the number of people who got involved in speaking up and out for what they believed in. Voters finally had a choice, so many people gave time and money to my campaign. Many discovered that their neighbors and coworkers felt the same way, our district, our country was on the wrong course, it was time to change.
Auburn Dam: the Doolittle requested study is out and shows once again that the dam should not be built. It doesn’t not provide the claimed water storage or flood protection and is far more expensive than alternatives, such as work on Folsom Lake and the levees.
I was just at the Veterinarian’s office and noticed someone there had a Brown For Congress bumper sticker still on their car.I have seen a lot of people have kept their bumper stickers on their cars. That says a lot about how people feel. I have never seen a Doolittle sticker.
From some newspaper coverage it looks like Doolittle is trying to make kissy kissy with some of the Republicans who supported you. From what was said, they did not buy it.

After having spent most of my life living in dictatorships or constrained by the Hatch Act, I feel very strongly that citizen participation makes for a strong democracy. Besides it is fun. When else could I go to Long Island, stand before a press conference and call Peter King a lickspittle?

Well, until this past week, there were record high temperatures and no accumulated snow in St. Petersburg, Russia. Everyone there was freaking out about the strange weather. Nearly everyone I talked to asked me what I thought about their warm weather.
Last year was record cold, a phrase you don’t want to hear in the same sentence as the word Russia. Some weird things are happening meteorologically.
Can we trust Doolittle to handle this urgent problem?

The White House budget request needs to be looked at very closely. So much of it is not for direct support to the troops, but for future weapons systems. Various military publications have been running articles on billions requested for research and developement of systems. All of this is needed, but should be part of the normal budget process where it can be reviewed and perhaps deleted without affecting troops in combat.
The Republican Congress asked for Iraq war funding to be included in the normal budget process last year, the President continues to refuse to allow his war budget to be openly debated.

Doolittle is quoting Michael Crichton as his scientific source for not believing in global warming, despite the report released this week. Doolittle needs to read less fiction and more facts on global warming, Iraq, the economy, the list goes on.

Future Congressman Brown, we have been impressed by your volunteer Nate Wheeler [what is it with these people surnamed WHEELER?] and have been inspired to become involved in your campaign because of him.
The concept that someone would quit his job and leave Hawai’i to come and work on your campaign was truly inspiring.

Joe Wilson, it was wonderful to have met you at Charlie’s fund raiser. I was able to spark my sister’s interest in the Libby case by letting her know you also went to UCSB and then skied Tahoe (in District 4). She did the same thing a few years after you did.
The Sacramento Bee report on the recommendations regarding the Auburn Dam must be music to your ears, Charlie. Volunteering for you was a great experience and I have some friends who will join in for the next run.

Hayworth is as much a right wing fanatic as Doolittle. Doolittle is more corrupt though. Cook rates AZ-05 as 5 Republican on his Partisan Voting Index. He rates CA-04 as 11 Republican. And yet Charlie held Doolittle down to under 50% and just a few thousand votes separated them. 2008 will see the political demise of John Doolittle and the beginning of a career in Washington for a true citizen-legislator representing the grass roots, not Beltway interests.

I’m working with the DCCC (our new friends) and local SoCal progressives to help identify progressives who want to run in the area. This week has been all about finding someone to oppose Southern California’s version of John Doolittle (Gary Miller). Plus Jane and I had lunch with Robert Rodriguez and we’re helping him think through the prospects of running against McKeon again. We’ll get to Issa sooner or later. The California GOP caucus is over-run with right wing extremist loons
Since neither of our Democratic Senators is up for re-election in 2008, do you expect they might make an effort on your behalf, Charlie? I would expect Senator Feinstein could have some positive impact in CA-04.
One thing I know about Charlie Brown is that he does not have to GET ready to fight Doolittle, Charlie IS ready.

Charlie’s on target re Iraq, of course. Am reading “The Utility of Force,” by Gen. Rupert Smith now. Though densely written it unmasks the disastrous “strategy” of the Bush Administration by pointing out how its inaccurate language creates a false view. We need to recognize the intricate relationship between military force and political action. With Charlie in Congress I think we can find our way back to reality.

We’re going to have Congressman Van Hollen here at FDL in a few weeks and we can ask him ourselves. But, from what he told me, I think we can expect a very different– and MUCH more grassroots-friendly– DCCC than we had under you-know-who. Van Hollen wants to win seats. And he’s a smart guy. He knows what it takes to beat a GOP incumbent– the way he did himself 5 years ago– and it’s obvious that Charlie has exactly what it takes.

I think the key to Nevada County was an active base of Democratic Clubs and organizations, who mobilized volunteers and activists to get involved early. And a thank you to the League of Women Voters, Veterans Groups, and all the non partisans who just wanted honesty.

My priorities are to keep my options open and keep people talking in the district. I don’t know where the DCCC, DNC or State Party will be in 2008. There are encouraging signs from all levels. The most important sign is the continued support of the people in the district. I do know that I will be continuing to speak out for everyone that supports “we the people of the United States”.
How do you feel about Doolittles flip-flopping in January on his wife fleecing his campaign chest for 15% Charlie? When he announced he was putting a stop to that practice in early January because he understood his constituents believed it was unethical and illegal I almost believed him until he changed his mind 2 weeks later.
Also do you think the Indictment of Brent Wilkes this month will lead to the Indictment of Doolittle?
If the folks were mad in 06, can you imagine how pissed they’re going to be by 08? Charlie should be one of MANY in the freshman class!

Have been a lot of press releases from Doolittle on how he’s realized he needs to be in the District more. He lives in Oakton, Virginia where he is an elected member of the homeowners association.
I do not see how he can say he supports the additional troop surge but feels the President acted without a plan and on incorrect information before. I promise you, Lewis will have an actual opponent in 2008– not someone he paid to hold the slot and prevent a campaign. (Of course, if he’s in prison– and the Feds are closing in on him– it will be an entirely different question.) Van Hollen has been open about saying we need to have a real campaign for Jerry Lewis’ seat in 2008.
Wait, Doolittle is elected to office in Virginia (even if it’s only a homeowners’ association) while representing California-04 in Congress? Isn’t that –um, WRONG?

The indictments seem to keep coming, along with convictions. I hope there are enough independent Federal Prosecutors left after the current purge to keep pursuing the truth. Every day of the Libby trial brings out more why we need real investigative jounalists to keep us informed with the truth.

One of my main concerns is what’s happening to veterans returning from Iraq and Afghanistan. Injured or not they’re not getting the help they need. Also of particular interest is how to deal with illegal immigration and our border security. Although we claim to be a country on laws, why don’t we enforce them? Nothing in our history requires us to encourage violation of our borders and laws by “welcoming”, with amnesty, those who jump the line and come illegally. Our economy and our culture suffers. What would your solution be, Charlie?

Oh, Jacquie finally got here! She was key to what I was just about to post: Aside from the $25,015.86 we donated to Charlie’s campaign in 2006, we also placed over $5,000 in radio spots around the district with our “Have You Had Enough” theme customized for CA-04. That kind of direct action comes from the Blue America PAC (which is also taking contributions). In 2008 I’m hoping we can do radio and televison spots for Charlie.

Our decisions for the Blue America PAC are separate and apart from any particular fundraising we may do and are decided on a completely separate and totally segregated way from any and all the candidates for whom we may campaign.
Just want that to be completely clear to everyone. The Blue America PAC is a completely independent and separate entity that we run as our own political workhorse — and we try to step in where we see a need that ought to be filled (say where the DCCC hasn’t stepped into a close race that we evaluate and think can be won). What I find absolutely fascinating about Conman Do Little’s responses is that he always says, “I believe …” this, “I believe…” that. You would think as a US Congressman all he would have to do is pick up the phone and call someone and have them give him the actual reports or findings that what he’s saying is actually true.

The Iraq and Aghanistan Vets need our help and support. Even if the VA were fully funded, it is still the duty of every citizen to get involved in supporting thier return home. I have been very encouraged by the formation of a Veterans Club at Sierra College where there are over 400 veterans supporting each other and working to make the community aware of the challenge of coming home from war.
Immigration continues to require a comprehensive solution. This is one issue where the Democrats and the President are not too far apart. The solution requires: border security for all of our points of entry, enforcement of existing laws with more cooperation between federal agencies, and a worker program which supports the needs of both the employers and employees. No one working on a real solution wants amnesty, but we do want results.
This is one of the issues where we all agree there is a problem, why are we not working on a real nonpartisan solution?
I lived for 15 years in Doolittle’s district (South Lake Tahoe) and would consider moving back JUST for the joy of throwing him out.

Charlie, is there anyway that private provider therapists could start serving Vets suffering from PTSD? Is there anything within the VA that would reimburse treatment providers who could see VETs locally so they did not have to travel to VA Centers. I have not heard of such a program.

We need balance in so many areas of national policy. Once we destroy something, like the environment, it could well be gone forever. How can anyone be against clean air and water? I do believe we can continue to grow crops and log without destroying the air we breath, water we drink, and the parks and forests we enjoy. Have to believe in science, working together, and addressing inconvient truths.

OK, gang, I have something I want to throw out there for discussion. Jane and I spent a lot of time together last week while she was recuperating and we came up with a few ideas we’ll be rolling out. One has to do with supporting the freshmen who have stood up to Bush. There are 9 who have signed on as co-sponsors of Murtha’s and/or Woolsey’s House bills that I referred to in the intro today. How would you all feel about doing a fundraiser for these 9 freshmen? They all need the money and there are pressures on them to go to lobbyists and other corrupting influences. I’d love some comments on this idea.

Beyond that, the internet–online support groups and the blogosphere are proving to be a way for private providers who want to help to communicate their willingness to help to the newest population of vets in need.

Howie — damn, if the timing isn’t serendipitous…just happened to be doing some research into an Abramoff-related scandal, and I read this blurb:
This is how corruption begins; the day a member of Congress wins an election is the first day of fundraising for the next election cycle. If we do not have a system in place to feed and care for the re-election of progressives, they could either lose the next election against better funded opposition, or may fall prey to corrupting pressures.
I think we do need to look at this, and I think we need to look at both a short-term and long-term approach to this process. How do we keep the freshmen on the path — and at the same time, fund the next batch of freshmen by fueling their initial election?
One of the other key components essential to establishing a system of funding is voter education; that number quoted doesn’t shock me, but then I’ve already gotten the sticker shock this past election cycle, discovering in January 2006 that to in in November 2006, a state-wide candidate should already have 100 thousand bucks in the bank to compete. In other words, anybody thinking about announcing should already be raising money NOW. Progressives need to understand this.

Count me in. I was so disgusted when freshmen we had supported rallied around, um, RE like baby chicks at feeding time. We need to show them that we’ll be here for them, so they can be here for us.

Hotflash, didn’t we nominate Howie to our fantasy administration FEC chair position to lead implementing Public Financing of Elections?
Since Arizona has had “Clean Elections” since 1998 and it has been upheld in our state Supreme Court (kicking out a dirty Repug state rep) why can’t we get this type of ballot measure out there for the other states?

I’m late to this discussion but I wanted to express my heartfelt appreciation of the campagn you ran against Rep. Doolittle. My good friend and colleague, Curtis Nelson, was a strong supporter of your campaign.
I’m from “down the hill” in the floodplain area of Sacramento and simply amazed at how irresponsible Doolittle’s use of the Auburn Dam to block levee reconstruction has been. I was wondering if anyone has looked into whether Doolittle’s supporters includes developers and real estate speculators who would financially benefit from Federal buyouts related to the Dam, or would be able to put in high-end developments along the new shoreline?
As well, have someone watch carefully regarding who contributes to the Doolittle campaign over the next few months. Essentially these are people who are padding the Doolittle household’s bank accounts!
The fact that Doolittle ran a Campaign that went deeply into debt (why doesn’t he reach into his own assets to pay off these debts…which is what other campaigns do when they get in the red), demonstrates just how bad he is at handling money. The up side to this is that he’ll likely still be paying off his debts while Charlie Brown is benefitting from a healthy campaign fund being filled by average folks.

Really enjoyed working with Don and company as a part of Vets for Brown. You’re right–Doolittle is all about P.R. right now but it’s as shallow as ever. The Auburn Dam will cost $10 billion…see if that loser ever gets built! Thanks to you and Jan for the great work.
