Who makes them up… meaning, who thought of it?&lt;br /&gt;
why did they think of it? what conversation was taking place where when someone thought/said this seems like a good idea?&lt;br /&gt;
And why are these things announced after the fact? Is that even legal?&lt;br /&gt;

I really don’t get it.&lt;br /&gt;
I cannot believe that the person who signed the bill came up with the idea on his own. Though, since it is destructive and adds another stick to the camels back, perhaps I am wrong.&lt;/p&gt;
