* Cheap way to gather a chit from someone whose hobby horse is cluster bombs;
* Cheap way to be able to say, “but we have criticized Israel on matters of international law.”

Main thing is, think “cheap.” Criticizing is nothing, can be done with wink&nudge, is unlikely to change either Israeli or American policies or warfare tactics, etc.

Another guess: buries this story of far more dangerous Israeli govt. contempt for the US and international law.

I think it all in the way this done. The Senate has a tradition of civility. So it probably came out this way:
