If, as the Senators say, “…there is an overall shortage of Intelligence, Reconnaissance and Surveillance (ISR) capabilities in Afghanistan,” then how is it we can be so sure that the Taliban is going to launch a major offensive in the Spring? Is it because of (something about) so many are staying in the hills through the winter, so it’s assumed that this is because a major offensive is in the making and not because they have no where else to live? &lt;/p&gt;
&lt;p&gt;I mean, to be so certain that an attack is coming but then to admit that your ISR capabilities are pretty weak leads one to ask, “Then how do you know this?”&lt;/p&gt;
