
Progressives and grassroots Democrats often run into a frustrating wall of realpolitik when trying to figure out congressional targeting. A couple weeks ago we talked a little bit about it and we talked a lot about how severely gerrymandered districts often make it next to impossible to go after some of the most reactionary and most corrupt congressmen (and this is really galling when the most reactionary ones are -- as is so often the case -- also the most corrupt).
Even in looking at primaries as a way of getting rid of bad apples in the Democratic caucus, we come up against the reality that an awful lot of the most reactionary Democratic congressmembers are in very red districts and even if it were possible to deny renomination to a faithless Democrat -- a la Joe Lieberman -- we could get stuck with an even worse Republican in the end (again, a la Joe Lieberman).
Of the 2 dozen House Democrats most likely to vote with Republicans on substantive matters, only 8 -- Henry Cuellar (TX), John Barrow (GA), John Tanner (TN), John Murtha (PA), Leonard Boswell (IA), Marion Berry (AR), Mike Ross (AR) and Jim Costa (CA) -- are in Democratic or Democratic-leaning districts and only 3 (Costa, Murtha and Barrow) are in districts that Kerry won in 2004. Most of these poor souls are in overwhelmingly Republican districts (like Chet Edwards', where the Cook partisan index is Republican +18 and where Bush rolled up 70% of the votes in 2004).
When it comes to general elections, sometimes the vista is even more dismal. Often the Republicans with the worst voting records and (even Republicans on the verge of indictment!) are in districts gerrymandered to guarantee that even the most vicious neo-fascist bribe-taker -- think California's Gary Miller, for example -- will be re-elected against a moderate or even a conservative Democrat.
My hopes, of course always rest with the grassroots of the Democratic Party and never with the corrupt and venal Inside-the-Beltway careerist-oriented committees. A lot of us feel optimistic that the worst DCCC Chairman ever, Rahm Emanuel, has given up that position in his mad dash to greater personal power. And some of us feel that the far more politically progressive Maryland congressman Chris Van Hollen will prove to be less destructive.
But the DCCC Recruitment Committee overwhelmingly represents the least progressive, most pro-corporate end of the Democratic caucus and is firmly under the control of... Rahm Emanuel (who is-- wouldn't you know it?-- one of the 13 members). The members of the committee are Artur Davis (AL-07), Russ Carnahan (MO-03), Mike Doyle (PA-14), Rahm Emanuel (IL-05), Steve Israel (NY-02), Ron Kind (WI-03), Jim Matheson (UT-02), Betty McCollum (MN-04), Mike Ross (AR-04), Tim Ryan (OH-17), Adam Schiff (CA-29), Hilda Solis (CA-32) and Debbie Wasserman Schultz (FL-20). The Committee is far more in the Emanuel-Hoyer camp than in the Pelosi camp and even among the 3 token liberals on the committee -- Hilda Solis, Betty McCollum and Debbie Wasserman-Schultz -- one in a complete Emanuel puppet (Wasserman-Schultz), who has already proven herself ready and willing to backstab grassroots candidates when Hoyer or Emanuel tell her to.
I was somewhat buoyed by a DCCC promise to try to specifically target some of the more blatantly corrupt Republicans in 2008. "The 2006 cycle proved that ethics matters to average voters. While there were several Republicans defeated this past cycle as a direct result of their ethical lapses, a handful returned to Washington and should be considered among the most vulnerable. We will aggressively work in districts targeting ethically challenged incumbents like Tim Murphy (PA-18), Gary Miller (CA-42), Rick Renzi (AZ-01), John Doolittle (CA-04), Jerry Lewis (CA-41) and Vito Fossella (NY-13)."
Talk is cheap and we'll see over the coming year what they actually do -- and, believe me, we will be watching them closely.
The Blue America candidate against Doolittle, Charlie Brown, did spectacularly well in his first race, holding Doolittle down to under 50% and coming within 7,500 votes of victory (of over 200,000 cast) and is likely to run again. He will be coming on for a Blue America chat within the month.
The two other California Republicans were not challenged in 2006. Miller had no opponent whatsoever and Lewis had a bogus opponent who he may well have set up himself. We will be starting from scratch in both of these very red districts. Renzi is a perennial target and Ellen Simon held him to a 51% victory. She is poised to beat him in '08. Chad Kluko did better against Tim Murphy than the 2 previous Democrats had and the district looks like it could swing. The Cook Partisan Index is only Republican +2. And the Staten Island district represented by Fossella looks like a good target to me. Turnout was shockingly low but the Democrat, Stephen Harrison, did better than either of the Democrats who ran against Fossella in 2004 and 2002. The district leans slightly Democratic, although Bush beat Kerry (Gore had beaten Bush). If the DCCC really did prioritize this district it would be very winnable.

By the way, a little good news. Colorado’s far right imbecile senator (the Republican one), Wayne Allard, just announced he isn’t running for re-election next year. Udall should be able to claim that one for the Dems.
Allard and Susan Collins were both elected at the same time and at the time they both promised to abide by a 2 term self-imposed limit. He just upheld his (not that he had any choice; Allard has the lowest approval of any sitting senator). What will Collins do? Go back on her word? Or make way for a Democrat?

Most local Dems are afraid of Inhofe’s legendary “rend and rule” campaign tactics, and apparently he has a lot of powerful friends (think big oil).

Bush is busy firing Republican Federal Prosecutors and replacing them with partisan hacks. He axed Carol Lam, the U.S. Attorney, who brought down Cunningham and he also got rid of the Fed Attorneys in New Mexico, Nevada and Arkansas. It’s highly unusual and may have something to do with reigning in independent-minded prosecutors.
There are many more than just Doolittle who should be indicted. Jerry Lewis is way on top of the list. But let’s not forget Virgil Goode, Katherine Harris, Duncan Hunter, Gary Miller…

Barrow was once a friend of mine and I actually wrote him some checks and used to give him advice on the phone. Grrrrr… it’s a Democratic district and he still votes like a Republican. He’s more a coward than a reactionary at heart.
Is Debbie Wasserman-Schultz really that bad? I always liked her. She was pretty good in the Florida St. Leg.
She has a very good voting record but career-wise, she’s in cahoots with Emanuel and is just a tool.
The only good thing about this is that it got him out of Athens so I don’t have to listen to him and see his narrow ass parading around in his bike shorts!

FWIW, I have worked with Wasserman-Shultz on some Rubber Stamp Republican maneuvers with the 30 Something Dems and loved her. But that’s me — and I wasn’t involved in looking into the background on the FL race that Rahm stepped into that you did work on earlier in the month…but I wanted to throw that out there for my sake. She was wonderful to work with on the rubber stamp thing, she and Kendrick Meek and Tim Ryan went above and beyond with the rubber stamps, and I really appreciated it.

Alas, these guys have pretty red districts. It will not be easy to primary them and then hold the seats. That’s why it’s better to go after reactionary Democrats in blue districts (like Al Wynn, Ellen Tauscher, David Scott, Henry Cuellar, Jane Harman, Jim Costa…) No Republican is better than a Democrat (Lieberman excepted if there’s anyone here who still mistakenly considers him a Democrat).

And, like I said, her voting record is very strongly progressive. It’s a shame she’s so allied with Emanuel. But, then again, many are, including many others who vote progressive. I knew Hoyer had the Majority Leadership vote wrapped up when I saw all the big time liberals (like Debs– as well as Barney Frank and Henry Waxman) lining up in that camp and against Pelosi and Murtha.
I think we need to get Duncan Hunter indicted - what will become of this mess now that Ms. Lum is getting the boot?

Hunter also appears to be the sentimental favorite among the far right bloggers. They all hate McCain and Giuliani and they’re angry at Brownback– the actual furthest to the right– because he’s opposing escalation. But they acknowledge that no one has ever heard of Hunter. Of course if he gets indicted as a co-conspirator of Cunningham’s (which he was) then everyone will have heard of him. It’s funny; he was taking the same amounts of money from the same crooked defense contractors as Cunningham and he’s still free as a bird– and running for the GOP nomination!

Defeatist imagery? It might be more accurate to say “We are the Trojan Horse inside the Democratic Party.” Individual Dem members of congress, especially in the house, are progressive, but most party agencies and apparatchiks are closer to the DLC structure and ideals than to the structure and ideals of Blue America, for instance.
Of course it’s always good to know a Trojan Horse is just that if you’re letting it inside the gates.

Seriously, though, there’s something in the water in DC. It’s called campaign cash. One of the byproducts of the huge change in tax laws in the early `80s was that right-wingers, individual and corporate, had a lot more spare cash to put into right-wing candidates and causes (my own feeling is that Dems went along with raping the progressive tax structure because they thought they’d get some of the money–fat chance).
If one goes back to the inception of the DLC (circa 1988), it was a time when Dems were getting outspent in campaigns everywhere, and the progenitors of the DLC mistakenly thought that the answer to all problems was to join `em, rather than fight `em. Plus, the people who started the DLC have always had a tendency toward general support of big business and Wall Street.
Their world view is completely skewed by the belief that campaign cash and the big business cronyism it requires is ultimately more important than the New Deal values that brought votes to Dems even though they had less money.
Is there anything we can do regarding west michigan’s two house incumbents, Reps Hoekstra and Ehlers? I know i voted against both in the elections in november, but ye gods. i would LOVE to give those two the boot. Otherwise, it’s hoping that when the info comes out? that at least one or both are caught with a hand in the cookie jar. Grand Rapids is a university town in a LOT of ways. This is one of the issues on why MI is purple in many ways. Detroit tends to tip the balance. But GR is insanely right wing because of all the local christian colleges.
I was not very pleased when i saw those two had voted against everything the Dems got through in the last week. Ehlers only voted yes on one issue, though i need to dig up which one. Hoekstra is bought and sold to the GOP.

geez, I ask a rhetorical question as a set-up for some silly word tinkery (trojan, conned ‘em, etc.) and get a bunch of serious replies….
I think that a good activity for the DCCC before the ‘08 season kicks into full swing would be to do a set of surveys and focus groups to figure out what are the values its members truly hold in common, across geographies and blue, red, red-tinted blue and blue-tinted red districts. I think we needt to establish to the satisfaction of party elders that the party. I suspect that the resulting platform will have at least the following 7 highly generalized values in common:–
(a) supports an assertive and engaged America that shapes world affairs, as a leader, in partnership with the global community, through the UN and through diplomacy; thoroughly repudiates unilateralism and preemptive war; terrorism prevention is one aspect of US foreign policy but by no means the only one.. a successful and diplomatically engaged America will reduce global terrorism;
(b) supports the peaceful rise of global democracy as expressed through freedom, human rights and civil liberty above all other values, and is prepared to promote those concepts and their associated values through example (as opposed to bullying);
(c) demands strong fiscal management of the management and a balanced budget;
(d) supports clean government, free from corruption and cronyism;
(e) supports social equity and national productivity development through fair employment, a sound and growing economy, decent schools, access to healthcare and worker and consumer protections and housing;
(f) advocates for energy independence, through rigorous support for alternative energy policies;
(g) supports environmental sustainability and a rigorous approach to reduce the ill-effects and causes of climate change; and
(h) a safe homeland, through a competently run Dept of Homeland Security, and a federal government that provides adequate support of city, state and regional security programs.
We can agree to disagree on other matters, such as the culture war issues, globalization/trade policy, immigration, and so forth.. and those battles will continue within the party and within America as they do now.
If we can agree on that much, and develop those general values into policy solutions.. we have the basis for a solid platform that can unite around and combat the rethug mantra that we just oppose things.

This is, imo, just another fine reason we need a written progressive platform to hold up and say where exactly are your progressive actions? We need to stop these dogs from false progressive claims that diminish our ideas and intentions.
When I think of the actual districts of Marion Berry and Mike Ross in AR, I think of the facts that they are very poor districts, very low levels of education, about as isolated from the idea involvement in politics could actually help them in the long term. Finding a worthy candidate in this area will prove to be very difficult! All the more reason we should!
One area I think true blue democrats need to sieze (everywhere but especially in the south) is civil liberties, wire taps, mail, bank records, and yes guns! and on and on! Southerners are ignorant of what is actually going on and we could take some seats while actually putting this train wreck in reverse.
Honestly I think Senator Pryor or Republican Rep. Boozeman would be easier seats to clean up.
Howie, I am very curious about some of our new progressive seat holders and how big money is treating them both at home and in DC. I hope we get a chance to ask them about it some time soon.

OFG–as a former Oklahoman I got curious and checked Wiki, and it says Drew Edmondson (with a d) is the nephew of
“James Howard Edmondson (September 27, 1925 - November 17, 1971) was Governor of Oklahoma from 1959 to 1963, and was the youngest governor in the history of the state.”
Drew also had relatives in Congress and on the OK supreme court. A popular political family, apparently.

Rumor has it that Candice Miller (R-MI 10)will try for Carl LEvin’s senate seat, leaving the 10th open. Rob Dennison did prety well there against her with not much campaign, I think he got aroun 40%. It’s David Bonior’
s olde district (somewhat gerrymandered) but I think there are Dems there. The Dem party is pretty somnolent there, so far as I can tell, though, and not much for young people.

If Utah gets a 4th seat, the Republican controlled legislature will redraw the congressional boundaries to make sure there is NO DEMOCRATIC seat. That’s what’s wrong with this trade. The Repugs will wind up with 2 seats and the Democrats get one DC seat. DC should have 2 senators and a rep (and Utah should go back to being a territory with no congressmen at all until they cease being a theocracy).

Saw her in a cellphonecamera clip on SitRoom talking at troops in Afghanistan. Not sure I like that she’s wrapped our two wars together by making one trip to visit both, but presumably she’ll have a measured, group-tested statement upon her return.
I, for one, do not agree with Senators making statements about American foreign policy while abroad, and I hope Hill keeps her mouth shut until she’s home. on CA-42 and Miller - this area is less religious kooky than might be assumed (pragmatic, low tax, small business and tech) - Miller is a radical fundie, but “religious” intensity doesn’t represent the area all that well… stuff like the stem cell research - one of his most fervent positions, I believe, is not in keeping with his constituents… his biggest supporters are the developers, but since this district is pretty much built out, he is signficantly less useful to them… transportation interests still support him and that will always be an issue here.
he has vulnerabilities, they just aren’t very obvious yet. he also is not very fond of going to work and that is bound to be unpopular.

Barrow no longer represents a sure Dem district. The GA legislature redrew it to favor his opponent in Nov., Burns, but he squeaked out a victory.
The 12th district is now the 10th district, I believe.

Sam Farr even more than I thought possible. I consider it no small miracle how much more courageous, decisive and effective Sam has proven by shunning special interests, and pressures by party power operatives inside the Raul Emanuel camp, unlike Farr’s predecessor, Leon Panetta.

I did some work for Tom Kovach (D-Peter’s Township) in the PA-18 Democratic Primary in 2006 against Chad Kluko, and here is what I think that we need to do win in PA-18.
1) Recruit the candidate from Allegheny County — it makes up about 55% of the vote and tends to be slightly more anti-Murphy than Beaver, Washington and Westmoreland Counties. Murphy’s hometown of Upper St. Clair is old stream GOP and is slowly trending Democratic. [ Possible recruits are Air Force reservist Bill Sargant of Mt. Lebanon and Stan Savran[a sports radio talker]
2) Make Murphy an object of scorn and ridicule — a) He has a Ph.D in Psych, but claims expertise way past what he is qualified for — make him seem like a know it all.
b) His staff and campaign workers tend to hate him (see 2008 Race Tracker Wiki for links)
c) His close ties to Hart and Santorum
3) Make ethics a big part of the case against him
4) Organize Westmoreland County as that is a region that is trending GOP, but has enough residual Dem strength that we can win big there if we try hard.
5) Contact Fred Terling, the DNC SW PA organizer as he knows the district inside and out.
