The state  is often &lt;strike&gt;arse-backwards&lt;/strike&gt; reluctant to adopt new things. Nanny-state should be out by now. But CT is still into it.  On the plus side, I heard many libraries in CT bravely refuse to use nannyware, even with state offering them money, since it’s totally against the ethics of the profession. Education as you can see, is well explosively poltical even in the land of steady habits.
