(I moved here in October ‘02, so that fact sticks out in my memory.) His opponent was a popular incumbent, from memory. This is not to take away from Representative Van Hollen’ accomplishments, but to add some context to his win in 2002. I bumped into a guy at the car rental counter. He said he works for the DoD and lives in San Diego, and that the buildup he was seeing then, as far as equipment moving out on trains and bomb tests, was comparable to just before we invaded Iraq.
