A recent New York Times editorial entitled "Losing a Good War" focuses on the failure to adequately train Afghanistan's police force, and the consequences therein:
The failure to provide local security — or even a semblance of impartial justice — helps explain why so many Afghans have lost confidence in the pro-Western government of President Hamid Karzai, and why a growing number are again turning to the Taliban for protection. The failure to stand up an effective police force also helps explain why opium cultivation rose by nearly 60 percent this year.
As Robert Greenwald reminds me via email, we've heard this one before. In addition to their presence in Afghanistan, it was DynCorp who as hired to train the Iraqi police force:
Field training of the Iraqi police, the most critical element of the effort, was left to DynCorp International, a company based in Irving, Tex., that received $750 million in contracts. The advisers, many of them retired officers from small towns, said they arrived in Iraq and quickly found themselves caught between poorly staffed American government agencies, company officials focused on the bottom line and thousands of Iraqi officers clamoring for help.
When it became clear that the civilian effort by DynCorp was faltering, American military officials took over police training in 2004, relying on heavily armed commando units that had been established by the Iraqis. Within a year, members of the Sunni Muslim population said some units had been infiltrated by Shiite Muslim militias and were kidnapping, torturing and executing scores of Sunni Muslims.
Listen to the betrayal in the voices of the soldiers in the Iraq for Sale clip above as they talk about private contractors, often unqualified, who came over to Iraq to do the same job for many multiple times the pay — who they were then forced to risk their lives to bodyguard when they did not have adequate equipment themselves. There really is no way that Congress can continue to keep the genie in the bottle as these stories start to come out, which is why so many people hold so much hope for Henry Waxman's committee hearings.
As The Muck points out this morning, however the reason we never hear anything about the possibility of oversight coming from the Senate is because Waxman's Senate counterpart is Joe Lieberman.
One of many reasons that Dick Cheney, Karl Rove and Bush himself spared no effort getting Holy Joe re-elected. Well, that and the support he'd give them to play army men.

It only takes one committee to get the ball rolling. If Waxman starts getting publicity for hearings then Holy Joe will be attracted to the idea like a moth to the flame. He likes publicity better than he likes either party. Just because he treated Dems like dirt doesnt mean he cant do the same to Republicans. He didnt do what he did out of conviction – He did it out of a belief that Joe Lieberman is the best and greatest gift to America since George Washington. If the wind starts blowing our way, then as surely as the sun rises every morning, Holy Joe will head for the light.

With the availability of the CIA torture flightlogs and the WaPo China-US detention agreement article, this may be increasingly relevant.
Booman, with some nifty modification from Cicero present an agreement under which impeachment and conviction is potentialy possible to secure…
In a nutshell it is:
a) Preliminary investigative work is done by Conyers, Waxman, Dingell, etc…
b) Pelosi steps aside as Speaker temporarily, and a mature, retired R is nominated as Speaker (BooMan suggests former Sen. John Danforth). Note that the Speaker does not have to be a representative.
c) Articles of impeachment are drawn up for Bush and Cheney and passed by the house.
d) Those articles are sent to the Senate, and with the agreement presented in point “f”, approved by a supermajority.
e) Danforth becomes president
f) Danforth appoints (e.g.) McCain as VP, and Dems agree to confirm him.
g) Pelosi is reinstatated as Speaker.
Some coalition-building would be necessary in order to make the impeachment conviction by the Senate happen, and giving McCain the VP slot entails risks for 2008, but also could put him on the record and the hook for some of the Iraq situation consequences.
I think it is a potentially workable proposition, and possibilities for names other than Danforth and McCain would be interesting to hear. Well, at least names other than McCain, as I think that is the pivotal (both crucial and weak) point of this plan.
The other necessary part of any agreement here is that the whole process happen quickly.
Another possible result of even discussions of starting to implement this plan would be to force Cheney to retire due to “health reasons” in a hurry and get an unimpeachable VP in place pre-emptively. Is this a good result?
Perhaps Lieberman should be required to register as an individual doing business as a foreign agent.

steve kyle- Pelosi stepping aside would only be in order to get an “acceptable” president, in this case Danforth, and would only be for as long as it took to vote on the conviction in the Senate. That part of it is not crazy, but simply a procedural move. Other parts of it may be! For instance, I agree that McCain is a problem, which is why I asked for input and suggestions of other possible names…

He said he was not sure Iran would attack Israel with such weapons because “the risks for them (Iran) are enormously high.” But he also said the United States could not assure Israel that a nuclear attack by Iran would not happen.”

Interesting link, to say the least. This is pretty much what I expected. The DoD is becoming increasingly dependent on contract employees for vital services. It’s bad enough when contract employees are the only ones doing really technical work – they’re now doing security and other vital functions as well.
The problem with this arrangement, which I think Jane’s example shows nicely, is that the technical skills for doing these jobs don’t stay with the government in this environment. The people who know how to do things work for the contractors, and the government employees who have to administer those contracts and evaluate the performance of the contractors are increasingly in the dark about what’s going on.The usual cure for this is to hire another contractor to evaluate the contractor’s performance. It’s fairly obvious, I think, that this isn’t a process that inspires confidence in the job getting done properly. As in the case of those police trainer contractors, the government people often don’t understand what’s required to support the effort, either.

About four years too late, I’d say. Still, better late than never. Especially since they are often the same people. Even in the technical areas, veterans and other ex-military people tend to predominate. I bet nearly all of the security contract employees had military backgrounds. They look and behave much like the real soldiers do. I’d have trouble telling them apart; why wouldn’t an Iraqi?
As a purely aesthetic observation, I wish that DoD employees would learn other positive adjectives besides “robust”. Like, oh maybe “precise” or “accurate”.
Maybe one of the networks could make Bolton their resident expert wingnut. Whenever they want to provide “balance”–you know, a centrist, a conservative, and a wingnut–they could turn to The Walrus.
