It was actually Guatemala that was originally vying with Venezuela for the Security Council seat from Latin America, and Panama was the compromise choice.

Can’t help but feel that this Bolton re-nomination is just one move in a larger chess game. The bottom line of course is where will America go with it’s current positioning away from treaty obligations and participation in things like the ABM, Test Ban and Biological Weapons enforcement efforts.
