California is home not only to some of the most extreme right-wing Republicans in the entire Congress, but also home to many of the most outrageously corrupt. In fact, in many cases, the most fanatically right are also the most fanatically on the wrong side of the law– when it comes to graft and personal corruption. It’s hard to fathom how anyone– regardless of political identification could consider voting for men like Jerry Lewis, Dick Pombo, John Doolittle, Ken Calvert, Gary Miller, Duncan Hunter, just to pick out the half dozen worst examples.
But sometimes the best target isn’t necessarily the worst fascist or most greedy crook. I want to introduce a district few in California have ever been to, the 25th CD. It starts in the extreme northeast corner of Los Angeles (Santa Clarita and Palmdale), heads east and north through northern San Bernardino, Victorville and Barstow and on up along the Nevada border as far north as Sacramento and encompassing sparsely populated Inyo and Mono counties. It’s a gargantuan district, the biggest in the state.
In fact, it’s bigger than Massachusetts, Connecticut, Rhode Island, and Delaware combined! And the population is growing… fast.
Who’s moving there? Well, you can probably guess. In 2000 approximately 25% of the population was Latino. Last year the Latino population crossed the 35% mark. And last year it became another California congressional district with a non-white majority. The incumbent, Buck McKeon, may not even be aware of this since when he does venture back from Washington — where he’s lived since 1992 — he almost never gets out of Santa Clarita. And Santa Clarita, where he once served as mayor, is the whitest and the most Republican part of the district.
A few months ago PoliticsTV’s Mike Lux and I went to dinner with 3 young men who had come to downtown L.A. for a labor union meeting– Robert Rodriguez and two of his friends from Harvard, where they all went to school. Robert, the son of a railroad worker, was born in Barstow and he’s proud of the working class values his family taught him. He is running against McKeon for the 25th CD’s congressional seat.
He starts his campaign bio with a statement that warms my heart:
"At a time when the dollars of big corporations speak louder than the voice of Americans, Robert wants to give our country back to its rightful owners: the American people."
Mike and I listened to all their enthusiastic optimism and idealism. I walked out of the restaurant thinking that Robert, who’s still in his twenties, is unlike almost any other congressional candidate I have spoken to. He’s dedicated his life to public service and he isn’t fooling around. I said to Mike at the time, "It’s one of those red, red, red districts (Kerry barely managed to eke out 40% in 2004) but can you imagine how someone like Robert would shake up Congress if he ever managed to win!"
In my never-ending investigation of Jerry Lewis’ corruption I’ve been staying in touch with the presidents of the local Democrat clubs in his district. Lately they all manage to tell me that though things look dismal for getting rid of Lewis, at least at the voting booth, the young man in the neighboring district, CA-25, is setting his race on fire. "Watch that campaign; he’s going to shock everyone."
I’ll come back to Robert in a second. I just want to tell you a little about Buck Rubber Stamp McKeon– or is a 96% party line robot not a rubber stamp?
Although McKeon’s name doesn’t get mentioned much when people talk about Republicans likely to get indicted, he is known for playing fast and loose with the rules: expensive trips from lobbyists, odd — and over-priced — car leasing arrangements from political cronies, a $20,000 donation to Tom DeLay’s defense fund…that sort of semi-legal monkey business.
And, strangely, especially considering how crucial the military and military contractors like Boeing and Lockhead Martin and Northrup Grunman are to the district’s economy, just as the corruption investigations started closing in on McKeon’s pals like Duke Cunningham, Duncan Hunter and Jerry Lewis, Buck resigned from the tainted House Armed Services Committee.
McKeon is the head of the Education and Workforce Committee. And under his stewardship — and while he raked in over a quarter million dollars from student loan vendors, more than anyone else in Congress — federal student loan programs were cut by $12.7 billion (the worst cuts in history) and student loan rates went up by 2.4%. Pure sleaze…but not the kind you go to prison for.
That’s up to the voters. And that brings us back to Robert.
In CA-25 the name of the game is voter registration. That’s the whole ballgame. And Robert knows that ballgame well. After working for Barbara Boxer and then Linda Sanchez (the progressive Sanchez sister) he ran the California Voter Registration Project which registered over 28,000 voters while he was there. And that’s what he and his campaign volunteers have been working on for the last half year.
"It’s the first grassroots campaign anyone has ever seen in this district," Robert told me. "All summer long we went to concerts in the park every weekend in Santa Clarita… all ages, very family oriented. The bands were all covering U2 and The Eagles and DEVO but we walked around meeting as many people as we could and listened to what they had to say. They’re angry about the high gas prices and they are connecting that pain to the fact that overdevelopment in the housing area hasn’t brought new industry or employment to the district. People have to commute long distances, often both husband and wife. Kids get home from school 3 hours before their parents. And there are no after-school programs anymore. Crime rates have been skyrocketing."
When Robert worked for Congresswoman Sanchez he was her healthcare liaison. It’s an important issue for him because he watched his sister’s battle with kidney failure and lupus as she dealt with the hardships of living on Supplemental Security Income. Her struggles to overcome the obstacles within the health care system inspire him to fight this battle — and fight it hard.
In fact, his actual moment of inspiration to go home from Washington and take on McKeon came when he was on the House floor with Sanchez. He watched McKeon vote for Medicare Part D, which was a gift to the Big Pharma campaign donors at expense of America’s elderly and sick.
"McKeon was laughing after he voted yes. He was part of DeLay’s team and they were dragging reluctant Republican congressmen who knew it was wrong, back into the cloakrooms to get them to change their votes. The abuse of power disgusted me. It’s when I decided to run for Congress."
The American Senior Citizen’s Alliance in the Antelope Valley has invited both candidates to a debate. Robert accepted immediately. He may be debating an empty chair. McKeon is trying to make believe there is no race. Robert’s campaign has been working with the immigration rally organizers in each community and with Southwest Voter to bring more citizens into the democratic process to which the Republicans pay so much lip-service (at least in the Middle East).

Yesterday we were at College of the Canyons speaking to a student group that recently formed called “Students Standing Up to Congress”, which is starting a petition drive to let McKeon know that they are not going to tolerate the increase in student loan hikes by 2.4%

In addition there are several senior centers in our district that we will be speaking out to in the next two weeks. I have a great story to share about seeing McKeon vote for the prescription drug bill with my own eyes while I was a Congressional healthcare staffer.
I went hiking early this morning (well 8AM, not that early) and one of my neighbors came running up to me with an envelope. She doesn’t like contributing online. It was a nice-sized check made out to Rodriguez For Congress. What a thrill that was!

McKeon as chairman of Education and Workforce has jurisdiction over the minimum wage and we have made it a huge issue. We just had a tour of press events calling on Congress to repeal their $20K increase since 2000 and instead give middle class Americans the tax break they deserve. We got 10 press hits in 2 days over the issue.

Bc we recently infiltrated McKeon’s event where he pretended his environmental record was good despite a 6% rating from Republicans for a Clean Environment and numerous other 0% ratings. As McKeon was about to speak our volunteers opened up a 10 ft. sign that read “McKeon, Your Water Record Is Polluted”. The next day’s headline read exactly that. McKeon’s staffer was really mad and said there is no way we are debating you now. The volunteers didn’t disrupt the event, just held a sign.

Oklahoma kiddo, interestingly, CA-25 is so huge and spread out, it is the only district in the state that is both in northern and southern California. I’m hoping Robert can get McKeon to debate him in each county. The folks up in Inyo and Mono have probably never seen their pro-pollution congressman.

I used to live in Palmdale on the corner of 12th Street East and Avenue Q – straight south of Plant 42. As a non-sequitor (sp?) I used to see the experimental stealth planes all the time.
When I lived there, the big issue was jobs and the lack thereof (personal experience) because the only jobs to be had were at places like Walmart or McDonalds, which is your only choice unless you wanted to, and were able to, drive down below (L.A.) or unless you were highly skilled in some kind of Defense related industry – is that still a big issue?

The most pressing needs are high gas prices for the thousands of commuters who are moving out here for a better life. The 25th district is one of the fastest growing because of the cheaper housing market for folks to come to from LA. Not to mention the fastest growing Latino district in California.
It is these voters that are the reason my district is turning Democratic. The high markets of LA push them out here to raise their families. However, now they are commuting 4 hours a day, paying high gas prices, and not getting a chance to spend time with their families and children.
I’m one of the alleged-few (from CA-26, where *sigh* Warner isn’t running against Dreier). Actually, considering that interstate 15 runs through the district (the road by which the greater SoCal Southland drives to Las Vegas), I’d venture to say that many have been within the district. Many indeed, if the bumper-to-bumper traffic I’ve experienced en route to LV is any indication. Er, uh, no, gambling’s not my thing… have fambly in the greater LV area, so I make the trek at least annually for Thanksgiving.

Due to defense contracting in Palmdale/Mohave and the SpacePort (I went to one of the SpaceShip 1 flights!) and all, my sense is that Palmdale area leans conservative. Is that true?
(and I can certainly imagine that the SoCal housing market is driving growth in the area!)

John – I couldn’t agree more. It is a very serious problem that our local entrepreneurs and skilled business minds are not being empowered, and are in fact being driven out by the likes of Wal-Mart.
Just yesterday, I was speaking to a gentleman who set up an extremely successful alarm company in Palmdale with hundreds of clients. As soon as his business began growing, the giant chains moved in and are now undercutting his prices to drive folks like him out of the market.
Guess what, they are going to raise prices and take their profits overseas rather to the folks here in the district.
That is why rather than subsidizing big Pharma and Oil – it is a matter of priorities – we have to be subsidizing local businessman that can make a difference in our communities through the Small Business Administration.
These are the people who need a temporary helping hand, not a stab in the back.
Robert, I can’t tell from the district map where the northern/northwestern boundaries of CA-25 are – does the district include Lancaster and Rosamond?

That was true when I grew up here. Your point is extremely well taken. However, as I previously mentioned, this district is rapidly changing. Your are correct, people are being pushed out of the LA housing market and into my district. These are Democratic voters and they are growing faster here than anywhere else. And most of these people are Latinos.
Also, the folks here who used to work in the defense industry are losing their jobs. The B52 program shut-down recently and they are worried that more cuts are on the way. Not to mention their pensions are in jeopardy because “Buck” McKeon built in an expemption to the recent Pension Reform Bill for defense contractors – yet another corporate subsidy.

The Repugs in the House have (until recently) been pushing hard on the “Immigration” issue.
For anyone with the least bit of common sense, this is all about Repugs and their racism, particularly against Hispanics, trying to fly under the guise of “law and order”.

It includes 40% of Lancaster, but not Rosamond. It is a gigantic district, which gives us a great opportunity. Because McKeon rarely travels the district, he has little name recognition outside of his hometown. Conversely, we are traveling the entire district and meeting constituents from every city. We are running a campaign built around youthful energy and change (I am 29) and people here are noticing the difference. In fact, when he is sitting in his convertible in parades, me and 20 volunteers are walking the same and shaking the hands of each person along the route.

I would love to answer this question because it is an important one. They are going to try and use the immigration issue to divide people in my district. We say over and over again each week on radio that the Reps are all rhetoric on this issue and no action. They have been in power for 12 years and five years since September 11th, yet our borders are still not secure.
Now, 12 years later, just like gay marriage and flag burning, Rove and his friends are blaming all of America’s problems on one group of people. I agree that all of our problems can be blamed on one group, I just think it is the Republicans.

Ah, I wish the district went just a tiny bit farther north – I have family members in Rosamond who would have been happy to vote for you. It sounds like you are building a great campaign, though.
I want to say a couple of more things about this race. As Howie mentioned, “Buck” McKeon is in jeopardy and doesn’t realize it. We have raised more money than the past four Democratic challengers combined – “Buck” is getting a race, and he’d better pay attention.
For the first time, organizations here are sticking their necks out against “Buck”. Labor unions have feared him for over a decade and for the first time have endorsed a Democratic candidate and are seeking money from their national PACs for me.

Just to clarify, to make sure I got this right: McKeon made it lawful for defense contractors not to pay pensions to their workers (or pay greatly reduced pensions)?!?
What happened to the monies set aside for their pensions?
And how widespread is that to contractors that aren’t operating in Palmdale/Mohave?
Dang, for context, here’s a different example of relations between government and a contractor. I spent lots of last summer “liveblogging” the first test and use of the atomic bomb (timeshifted by 60 years), and in my research, I was impressed with General Leslie Groves’s (he built the pentagon, and was in charge of the Manhattan Project) management of it all. The relationship between corporations and government seemed a different thing than it is now. When it came to DuPont’s decision to build the Hanford Nuclear Reactor in Washington State, the board of directors was presented with a face-down sheet of paper that described, in more detail, the highly-secret details of the project. They could, before the vote whether to engage in this effort, turn it over and read it. At the time, only 2 or 3 people in that room knew the full details of what was to be undertaken. The board voted unanimously to go for it, and all the papers remained face-down.
The financial arrangements, were, I believe, for the government to cover costs. When the matter of profit came up, I believe that the patriotism of the leaders of DuPont were such that they said they’d take a profit of 1-cent. That is all. Winning the war and defeating Hitler were of paramount concern.

I learned from it, as I sure as heck didn’t do enough to help in the primary. Dreier did a phone push poll on him, “How would you feel if you knew that Warner’s son, in the military, committed atrocities?” Vile, nasty stuff, that.

Some come into the services without US citzenship, and yet have given their all for this nation.

I think Mr. Rodriquez has hit upon one of, if not the primary concerns of people in his district. High fuel prices. These obscene and ridiculous costs are hurting the working men and women all over California. And most importantly, it’s hurting their kids. This is NOT right. It is in many cases, literally taking food off the table. This must be changed.

We have not had to pay the newspapers a dime because of the amount of earned media we have gotten. The markets are fragmented and each city has about two papers that people read because they are so far from the LA Times. Every week we tour the district and get multiple hits in each paper. In fact, last week we got 10 hits announcing a “New Hope” middle-class tax cut plan – five front page stories. Today, we got two hits because we inspired students to rally by speaking to them about McKeon’s back room deals that have raised student loan interest rates by 2.4% and made the largest cut in history to the student loan program. I will have my staff post these hits shortly.
As for your question about LA media markets, we have decided to shift our priorities to more grassroots efforts. We have hired five young and energetic field organizers from some of the nation’s top universities who are virtually volunteering their time. They are in every city in the district engaging voters, organizing volunteers, and spreading a message of hope to neglected communities.

Hi Susan,
Congress recently required companies to fully-fund their defined-benefit pension plans. McKeon fought for and got an exemption in the bill for the defense contractors that line his campaign coffers. Obviously, we’ve all already seen the catastrophic effects of underfunded pension programs (Enron, etc).

Yeah, other than the yard sign, my fam didn’t do a lot for Warner, either. I suspect that’ll change next time. As for the push-polling, nasty and vile are pretty much SOP for the Party of Rove. And it may work in the short run, but in the long run, people want real answers to real problems – just as Robert said upthread – and they will respond to the candidate who talks about the issues that matter to them. So I hope Warner is already gearing up for his next run.

The army training base at Fort Irwin is located in our District, and I’ve spoken with many soldiers directly who have told me that they’re tired of getting $35,000 a year combat pay to protect Cheney’s Halliburton or Kellogg employees who makes $150,000 tax-free. They tell me, “This is not what I signed up for.”

Of course, people here are traditionally loyal to the defense industry. That loyalty is what makes them even madder about the administration’s lies. We’ve spoken to veterans who have returned home to find poor health benefits. McKeon is blocking a bill to provide support to veterans’ families while they’re away.

Great question. I especially like it because it gives me the chance to brag about our tremendous field staff again. These guys are doing a great job spreading our strongly Democratic message and connecting with voters, and they deserve far more credit than they get.
They’re also the reason we’re able to track McKeon down on the rare occasions he comes to the District. We even get tips from Republicans who get his newsletters and invitations– that’s how we found out about his water event.

I also wanted to talk about how effective our earned media campaign has been. (This is the part of my response that was lost earlier.)
Because there has been a dearth of clear Democratic ideas and legitimate Democratic challengers in this District for so long, the media is thrilled to hear what we have to say. For many of them, this is the first time they’ve actually covered a real race. That’s meant a huge number of earned media hits in local papers and radio stations.

Always happy to take emails from the netroots community. What a lot of policy-makers don’t understand is that their policies affect the whole country. When McKeon raises student loan interest rates and slashes the Federal Student Aid budget by $12.7 billion, he’s hurting students across the nation. 450,000 students could go to a public college every year on a 4-year full scholarship on that kind of money. (To say nothing of how many kids we could educate for the $10 billion a month we spend in Iraq.) McKeon is everyone’s Education committee chair, and defeating him will be a victory for all Americans.
McKeon doesn’t seem to realize that his actions can impact everyone.
His campaign doesn’t even accept e-mail addresses from out-of-district folks.
I’d be most interested in taking McKeon’s spot on the House Committee of Education and the Workforce, as well as helping clean up Congress by being on the Government Reform Committee.

I’ve been paying on my student loans for about 4 years, and the principal hasn’t gone down one dollar! I’m supposed to have some great low 4 percent rate, but it doesn’t make any sense to me. I suspect there is some kind of scam going on in the student loan industry. Would you check this out when you get to Congress?
