
[Chris Carney joins us in the comments to talk about his candidacy. Please, as always with Blue America threads, keep the discussion on topic and polite. And please stop by and give Chris a big FDL welcome. -- CHS]
As this year’s electoral cycle got started, prognosticators realized there are a virtual goldmine of moderate Pennsylvania districts filled with citizens who have grown disenchanted with Bush and his rubber-stamp Republican Congress. The DCCC and other observers quickly identified 3 suburban districts near Philly (PA-06, PA-07 and PA-08) as likely targets.
But as things started sorting themselves out Democrats started realizing they have a truly outstanding candidate, Chris Carney, running in PA-10. Even Rahm Emanuel, someone adamantly opposed to Democrats taking unequivocal positions against Bush’s occupation of Iraq, felt he had no choice but to add Chris to the DCCC’s "Red to Blue" quasi-campaign.
Everything about Carney spelled "ideal candidate." Except one thing: a powerful and entrenched incumbent in a very red district. How red? Until Howard Dean came along with his 50-state strategy, DCCC hacks haven’t even been trying in the 10th. There were no Democrats running in 2002 or 2004 (Before a 2002 GOP redistricting that excised Democratic Scranton, another anti-choice reactionary Casey — son of Gov/brother of current Senate nominee, Pat — gave the current right-wing kook, Don Sherwood, a couple of close calls.
Since then Sherwood has wracked up 93% winning majorities.) And Bush racked up a 60% victory in the district in 2004– ironically just under what his unfavorability rating is now in the district: 61%.
So what makes Chris Carney think he can successfully take Sherwood on?
The district looks and feels more like Appalachia than like Bucks County. It’s virtually all white, mostly rural, and the medium annual income is just under $36,000. Carney isn’t a politician and has never run for office before. He’s just a civic-minded citizen who, like so many of us, has had it up to here with the Beltway shenanigans that have served the country so poorly of late.
A Lieutenant Commander in the Naval Reserve, he spent much of the last 6 years serving either overseas, or at the Pentagon as a senior advisor on intelligence and counterterrorism issues. His other job is professor of political science at Penn State University in Scranton. A Fighting Dem and a teacher — great combo. So why take on so onerous and unlikely a task?
This week he told me what pushed him into the race.
"It was Palm Sunday, 2005 and I was driving back from the Pentagon. I pulled in to a gas station in Gettysburg and there was Don Sherwood pumping gas right beside me. But I knew he was headed in the other direction — back to DC to vote in the Terri Schiavo "case." That was the final straw for me. Here was the Administration and the Congress playing the politics of division to the Nth degree and it frankly made me very angry. I had a couple hundred miles ahead of me to think about it and I made my decision along the route to run so I could help get the country back on the right track and away from this divisiveness."
"I am fed up with Washington politicians leaving most Americans behind while our national priorities are forgotten. I am tired of legislators focusing on the extremes of issues instead of finding ways to move the nation forward. And I am tired of the values of middle America being ignored. Our families, our small businesses, our teachers, our farmers, and our children all deserve more from our representatives."
"I am running for U.S. Congress to change the way congress does business. Now, more than ever we need an effective government that focuses on the issues that affect us all: National Security, Homeland Security, Retirement Security, Job Security, Environmental Security, and Energy Security. In the face of terrorism, growing deficits, disappearing jobs, and skyrocketing healthcare costs, the 10th District deserves a representative who has good judgment, who has the expertise to lead in a dangerous world, and who will always fight for the people of the 10th District."
Chris has moderately progressive, commonsense, non-ideological stands on the issues of the day, stands that are in sync with the area. He sounds like he’s the kind of guy with real leadership abilities and a sound moral foundation. But can he win in this kind of district? Outside of his immediate circle, not many thought so– at least not until May’s Pennsylvania primary.
That changed everything and opened a lot of people’s eyes — inside and outside the district — to the immense dissatisfaction people are feeling about rubber-stamp wing-nuts like Sherwood.
Sherwood’s pathetic voting record shows a garden variety reactionary who has steadfastly gone along with every disastrous bit of Bush’s and DeLay’s horrendous agenda, an agenda that has especially hit most of his overwhelmingly working and lower middle class constituents very, very hard. When it comes to aid for the poor, the disabled, veterans, the unemployed, workers thrown out of jobs because of corporate trade agreements like the hated NAFTA and CAFTA, Sherwood has a closed fist and a raised middle finger. When it comes to tax policies that help the wealthy and subsidies for the kinds of corporations that give crooked Republican politicians big campaign contributions… well…if Sherwood was as generous to his own constituents as he is, always to big corporate interests, people would be doing a lot better in struggling towns like Carbondale, Williamsport, Kingston and Sunbury — let alone in the depressed counties along the New York State border.
On election night Sherwood was in a state of shock when a completely unknown, unfinanced school guidance counselor, Kathy Scott, came close to beating him in the primary. In her campaign, she had emphasized that Sherwood is an outrageous corporate whore who takes millions of dollars from business PACs in return for his votes on their very special interests, even when those interests are at odds with those of the district’s residents. She also brought up the bizarre sex scandal that has plagued the holier-than-thou fake family-values Sherwood and claimed that he "settled a $5.5 million lawsuit for alleged physical abuse brought against him by his 29-year-old mistress of 5 years." She explained to Republican voters that Sherwood’s votes to cut benefits for Social Security, Medicaid, veterans, education, student loans, and job-training were not in their interests.
Now it will be up to Chris Carney to pound that home.
Although an overwhelming disgust among social conservatives because of Sherwood’s sexual peccadilloes, abusive behavior and grotesque hypocrisy, coupled with widespread anti-incumbent sentiment, may help Carney, he will have to overcome a gigantic financial gap between the two campaigns. A member of corrupt Jerry Lewis’ earmark-plagued Appropriations Committee, Sherwood has had a "For Sale" on his back for many years and has amassed a sizable warchest to defend his turf. His biggest congressional ally, Jack Murtha, who has been on the campaign trail with Chris, has promised him a place of the House Appropriations Committee if he replaces Sherwood in Congress.
Chris, father of 5 energetic, beaming children, has been running a Values and Character campaign to help his neighbors focus on the stark differences between himself and Sherwood. And he pounds the issues relentlessly while a seriously debilitated Sherwood sends out childish press releases and mutters Republican talking points darkly. Sherwood’s most recent foible was to schedule a partisan fundraiser for the exact hour on 9/11 that planes were crashing. His re-elect numbers have been slowly shrinking as his constituents face up to the fact that their own congressman is a big part of what they hate about Washington. Since the primary it has dropped about a point a month and is currently hovering around 45%.
"People in the 10th want change, real change, and they want a representative they can be proud of," Chris explains. I think they’ve found the right man.

Yes Howie, the new polling shows us up by 7, taking 24% of R’s, and having a 3 to 1 advantage among independents! In fact, it shows us as the number one race in PA!

Longtime lurker, first time commenter. But I wanted to let FDLers know that I wholeheartedly second Howie’s enthusiasm for Chris Carney. Despite being from a neighboring state, I’ve been supporting Chris’s candidacy from the beginning; the day I heard on Air America that Family Values Don Sherwood had strangled his mistress, I figured, “Now here’s a seat we can take.” ;) In the early days, Chris actually called me one afternoon to thank me for my interest and to answer any questions I had about his position and plans. That never happened to me before, not even from local candidates I support. Best of luck, Chris!

the 50-43 poll was by RT Strategies who does Cook’s polling. the sample was 1008 and MOe was 3.1%. we feel confident in those numbers as they reflect the strong “on-the-ground” evidence that we see every day.
The three public polls are:
April: 49-43, Sherwood
August 20: 46-42, sherwood (we went up on TV on 16th)
August 27: 50-43, Chris
The trend is our way and this is probably evidence that our first ad moved voters with it’s positive (family, honesty, service) message.

One of our best nights was at a big Republican fundraiser. I told them straight that we needed to roll-back the Bush tax cuts on the top 1%.

We just heard today that Vice-President Cheney is hosting a BIG fundraiser for Sherwood in the 10th District on September 18th. Cheney did the same for Santorum last year and raised over $300,000 if my memory serves.
Has he been appearing in any of your districts recently?

Sherwood has also taken $21,500 from Exxon alone and almost $1000 from the Dukester.

LOL! If Cheney showed up in my district it would just be to incite a riot. I don’t think we’ve ever even had a Republican run for congress from here. If Cheney has an 18% approval rating nationally, he probably has a 1% approval rating where I live.
But I imagine he’s still good for helping Sherwood raise some money. I wonder why he didn’t decide to come to the fundraiser Sherwood is holding on 9/11. Now that is really disgusting!

There are serious questions that need to be asked of this administration about Iraq, about their relationship with Big Oil and Big Pharma, and about Katrina.
That’s one of the most serious condemnations of Sherwood that we hear on the ground from voters: he has not asked questions that were needed to ensure our troops had the best armor, the best vehicles, the best training.
My opponent has been simply absent in serious discussion about the future of our national security, and the accountability of this President. You have heard it before but it is time for a change.
Chris at 40 — we’ve been floating the “Had Enough?” question around here for quite a while. It has a lot of resonance not just here on a progressive blog, but across party lines with a lot of folks.
And I agree with Teddy at 38 — the Medicare-D donut hole is a HUGE issue for so many elderly folks that live in my area of WV. I would imagine, given your district’s demographics, that you are hearing a lot about the same issues at senior centers and such.

I absolutely hope your book will shed some light on Fitz’ motives in not calling a presser once every 3-6 months and explaining to the American people what is going on. Today I am enjoying this news, of course, but most of my energy has been spent on finding tidbits from David Corn’s book, HUBRIS: et al. And thinking that Fitzgerald has known every fact and new revelation in David’s book since 2004. Now what is up with this? This is not a Mafia case. This is National Treason, here. Any possible awareness of the facts we know today could have served the cause of both justice AND earning John Kerry the presidency if only the simple truth would have been made public before Nov 2004. Maybe just an extra 2% and a more watchful eye on the voting mechanics and the whole world would be different right now (and hopefully for the best, John). To put it bluntly, I demand some payback for any continued support of how Fitzgerald is running his communication operation! And with HUBRIS and Marcy’s upcoming work, it is well past the point of questioning indictments–it’s obvious that many of these NeoCon rat bastards broke some law or another bordering on treason or even beyond.
And I don’t keep harping on this because I want any of you to turn against Fitz. I want to find out whom amongst our grand blog/book universe may have that one contact. One contact who can pass on the message to Fitz’ earshot to “stop the silent treatment and give America a definitive idea of what’s going on.”

I have a question about your district based on something that happened in Mifflin County [which I know is NOT District 10, but I’m curious if the same is applicable to your gorgeous corner of Pennsylvania].
Back in the nineties Walmart moved in to Lewistown PA — almost overnight the town’s main street business district was totally destroyed. It broke my heart to see the boarded up shops, as that area is where my ancestors first settled the region before the Revolution.
Does District 10 have the same sorts of problems, with big box entities killing the life’s blood of mom-and-pop enterprises in small to medium-sized towns?
If so, are you working on creative ideas for bringing back economic self-sufficiency for local small businesses?
It seems like such a tough nut to crack. Businesses fold up, and kids move away to where there are better jobs, and the downward spiral of lack of jobs becomes more entrenched. What are the best new ideas for reversing this sort of death spiral?

Voters ask about tons of issues, but healthcare is number one. People who have it are afraid of losing it. People who don’t have it don’t know how to get it. Big business and small business are feeling the squeeze of healthcare costs. It is an issue that impacts all of us. It is time for a bipartisan coalition to come together and pass universal healthcare. I’m ready to fight for it in Washington.
Medicare Part D’s donut hole is a big issue, but voters are really angry about Congress making it illegal to negotiate for lower prices.

Yes, Main Street is suffering here too, and from my conversations with local small businesspeople it is again healthcare that is their number one concern. I think solving healthacre for the nation will pay dividends everywhere from Main Street to Wall Street to the dirt roads all over the 10th District.

I realize that you have many local issues to address for this election. With your military experience you would have knowledge of foreign policy issues, what would like to work on in that area? From my point of view, the Bush bull has been loose in the foreign china shop for too long.
Thanks, Mr. Carney, for answering me. I agree that universal healthcare will help businesses everywhere.
But if I may ask a follow-up — do you see any role at all in more creative approaches to local/regional zoning decisions?
You are right, Chris Carney, in an increasingly global economy, every business large and small is competing against competitors whose health care is underwritten in their national economy. I fully expect GM & Ford Motor to lead the charge in a Democratic Congress for health care for all — it’s the only way for them to keep their health-care promises to pensioners and employees alike.
One of the most short-sighted efforts by American business was opposing HillaryCare.
Are voters starting to focus on the election? Are they embarassed by their current Congressman? That would be a big motivator for me, even though you yourself have a lot to recommend!

We must use our diplomatic offices, our economic strength, and only when needed, our military to provide mature, responsible leadership in the war on terror. The Bush administration has been too quick to adopt the military option, an option that could endanger our efforts in war on terrorism.

I think that local communities should be encouraged to protect the small businesses that are the lifeblood of small towns, and to promote zoning that recognizes the unique cultural importance of historic downtown areas.

People express their embarassment with Sherwood to us all the time. We are focused on the priorities of the district – jobs, healthcare, national security, and support for our troops and our veterans. Sherwood just does not seem to see eye-to-eye with the people of the District on any of these issues.

Actually, Congressman Murtha came up to PA10 last August to endorse me. At that event, He promised me a spot on the Appropriations Committee. PA10 has had an Approps seat for almost 50 years, so this was a huge political victory for us.
I was honored and thankful to Congressman Murtha for his support — and for his courage in speaking truth to power.
Does that fact that you have military/Pentagon experience resonate with the folks you talk to? Or do they view that background as more of a nice “extra” rather than a tipping point for considering your candidacy?

I’ve asked this question of many of the candidates who have been here, and I suspect that as a reserve O-4 you probably have an opinion on this question. If you don’t, please just pass on it and consider it when you get to Congress:
Over the last couple of decades, the federal government has been gradually eliminating civil service positions, particularly in the Defense Dept., and replacing them with contract employees. This is supposed to promote efficiency. One of the consequences, however, has been that government employees seldom do the technical or skilled work of running a government, instead being consigned to administrative roles. Assuming you have formed an opinion on this issue, do you think this is more efficient, and should the trend continue?
THank you Chris for the link to Taylor’s site. I just did a quick read through. I would love to see a balanced approach to foreign policy return. I would like to see my nephew, a member of the California National Guard serving in Ahganistan, avoid having to go to places like Iraq because the current administration seems to be running around chasing its tail.
A friend of mine in the Army Reserves has grown fed up with the politics of the current administration. He believes we have messedup Irag and can’t just leave. I hope that the new Democratic Majority in the next Congress will exercise the oversight necessary of the the Bush administration.

I have only recently started to try to get a grasp of all the different types of zoning models out there. When I saw Lewistown effectively die, I was completely ignorant about these matters, and assumed that there was nothing which could be done to battle the “economy of scale” folks.
When I read about it back in the nineties it seemed that city councils and county supervisors all over the country sooner or later weighed in on the side of the big boxes — who, as I’m sure you know, hoovered up all the local cash, sending it all out of state to make big investors and Wall Street happy. There was nothing left to pump back into the community.
It’s only been in recent years that I’ve seen localities, and even state governments, try to fight back. One big battle has been over health benefits, and universal health care would resolve that.
But I can’t help thinking there should be other requirements added — whether it would be to somehow prevent a big box from temporarily (perhaps even for months) lowering prices to drive small businesses under, or whether it might even be possible to create some sort of commercial “partnership” — I have a dream where a local big box would be required to sell goods locally manufactured.
These are all things I only dimly understand now — used to be that I would hear about zoning hearings and my eyes would glaze over, but no more! I want to understand these things better, because the little guy is getting squashed like a bug.
Mr. Carney — what are you hearing from the voters in your region about how they view the President’s conduct of the war in Iraq and his policies wrt to terrorism? Do you think they are responding favorably to the President’s and Rumsfeld’s latest speeches on these topics?

I concur with CTBob @51 above about videos, but I’ll go one step farther as well. ANY content is great. Even if it’s just a weekly phoned in podcast. The actual Quality of audio/video doesn’t matter so any campaign staffer/volunteer or even a member of your own family with a camcorder can help get your message out there. I’m six thousand miles away from CT but I frequently streamed Ned Lamont’s YouTube videos on my blog and had friends and family who’d never previously heard of him, thanking me for making them aware of what was going on in CT.
I noticed you’ve got your campaign ads on YouTube and a Windows Media video on your site. That’s an excellent start but we in the blogoshpere are like digital drug addicts. Once you get us hooked on your message, you gotta keep feeding the beast. You’ve got great message and the whole nation should be made aware of Sherwood’s disgraceful record and the real alternative PA now has.
I just bookmarked your videos on YouTube and will get one of them streaming up tonight to let my readers know that another fighter for justice has stepped in the ring and needs some more shipmates in his corner.

If they haven’t done this already, make sure they create a Youtube Group for Chris’s videos.
And keep in mind that supporter-created videos are lot of fun and help portray the issues from a “real” perspective (not highly polished, much more “first-person”). Many times a person looks much more “real” on a video like that then they do in a production piece.

I wonder – was this one of those districts that when the professional pundits/handicappers were giving their opinions that the Dems would have a tough, if not impossible, time of coming up with at least 15 seats to capture the House, was under the radar? If so, how many other districts are in similar status?
There must have been quite a few, since now the talk is will the Dems get enough to have more than a narrow majority, not whether they take that majority.

The voters are really concerned for our troops in the field and our veterans who are returning home. They want honesty and an exit strategy.
I think this issue is a major part of why Bush’s approval rating in late august was 38% in PA10! (DCCC poll, reported in local papers) What is surprising is not that his approval is just low, but that it has gone from 60% (his number in 2004 election in PA10 to the current level.
People want change in Washington and Iraq is a huge part of it.
Chris- are any of your U students involved in your campaign? What a great experience that would be for them. And, Nate is right about feeding the digital addicts. That might not help get $$ from your own constituents (looks like they don’t have much to spare) but from others. Thanks.

Mr. Carney — thanks for the reply. The concern about our troops seems to be nationwide. There was another report discussed on the blogs today indicating that Republican Congress just turned down funding for treating vet’s traumatic head injuries. The reason given was lack of funds because of deficits.

Ar they aware of the shameful treatment vets are getting when they return injured, either physically or psychologically, and the underfunding of the VA? I never understood why the Bush administration could get away with shortchanging our military, who risk all for us, in such a manner.
I’m sure this is an issue that resonates with voters in your district. Have you been hammering it?.

Sorry for being off topic, but I sent an email to Senator Reid about two items. The first was Joe Leiberman and the second was about the White House wanting to re-write the War Crimes Act to immunize them from prosecution.
I then attempted to email Congresswoman Nancy Pelosi a copy of that email and a short note with it. However, her email is set up not too accept email from outside California.
Since she is the Democratic leader in the House she not only represents the people of California, but also the rest of the people in the United States and I believe her email should be set up too accept all email that concerns Democrats throughout the country.
If there is anyone here from Californis who could forward my email too her it would be appreciated very much. I will however, remove the rest of my name from the email below except for my user addy here. If anyone has any thoughts on my email please respond and let me know what you think about it.

Dear Senator Reid,
I was deeply troubled over the fact that you and the Democratic Party refuse to remove Joe Leiberman from his chairmanships and caucus. He has shown that he is not a Democrat, but a self serving, mean spirited individual who places his own importance over both the Constitution, Country and Democratic Party. If you believe that he will side with Democrats if he wins while running under the Connecticut for Leiberman Party than you are not as smart as I thought you were. He is not an Independent or Democratic, but a Republican in sheeps clothing and should be kicked out of the Democratic Party before he destroys our chances to win back the House and possibly the Senate.
I also wish too express my concern about another matter that has come to my attention. That is the Republicans trying to rewrite the War Crimes Act to immunize the President and the rest of the civilian leadership against charges of War Crimes being brought against them. This includes the Vice President Dick Cheney, Secretary of State Condi Rice, Secretary of Defense Donald Rumsfield and all the rest of them in this Administration who were involved, had knowledge of, participated in, carried out or condoned the War Crimes that were commited during the course of this illegal War in Iraq at various places around the world. Including Abu Garaib, Gitmo and Foreign Countries acting on behalf of this Administration. They have violated the Geneva Conventions Common Article 3 and this has been affirmed by the Supreme Court. There was no indication of vagueness during the Nuremberg Trials and to attempt to claim there is now is a lie. Do not let them off the hook. This may be the only chance our country has to regain the integrity and moral standing we once had in the world, do not let this opportunity slip by.
I understand that an attempt will be made too slip it into a bill in the Dead of Night like the Republicans do with their Pork Barrel bills. The Democratic Party needs too take a strong stand and unite together in stopping this outrageous act from happening. Even if this gets pushed through it will not absolve them of their deeds and War Crimes. They will still be War Criminals. Anyone who votes to pass such a rewrite will in fact be conspirators of attempting to cover up and condone the War Crimes commited in our Countries Name and will become an accomplice of those Acts. They will also be liable I believe, to having charges brought against them for their complicity in those very Acts that they try to absolve our leaders from.
I hope you will show true Leadership and not let any Democrats side with and pass this Republican Re-write of the War Crimes Act no matter what bill they slip it into. Even if its brings a shutdown of the Government this Revision can not be allowed to pass. I would also like too ask you to pass this along to Congressperson Nancy Pelosi who will need to hold all Democrats in the House answerable if they vote to pass this in the Re-write in the House.

Down here in Calvert County we’ve limited the impacts of big boxes by setting a store’s max square footage at 100,000. This is still pretty high, but we were able to downsize a planned WalMart by 50%, and thwart their next plan of opening their garden dept as a separate store. The county is on well and septic except in the town centers, and that also seems to limit their options.
A citizenry committed to maintaining the rural heritage of a county only 30 miles from DC helps a lot, too.

It’s nice to know that Chris Carney was able to speak with you about our issues here in North Central PA. It’s just too bad when his future constituents cannot get a repsonse from him through numerous e-mails to his official site (yes, I tried on 3 occasions). I have not heard him speak of his true stance on the war against Iraq or what is game plan is. He has said nothing about Lesbian and Gay rights, absolutely nothing. I know nothing of his environmental policies and what his positions are on more drilling or alternative fuel programs. His web site gives little details and, for some reason, no one can return e-mails. This concerns me deeply. This is a VERY red area. Very. He cannot sit on his laurels because he is the anti-incumbant. That doesn’t work here. Trust me. I work with many Repubs and they will only vote for Repubs, unless they know the details on the other candidate. His latest appearance in the Williamsport area was at a private home. That reads as ‘elitist’ here. Sorry, but it does. He does sound ideal, but as a Progressive, I want details and not just rhetoric. Yes, I desperately want Chris to win, but he has to speak to the lowest of us, me included, and listen to our voices, all of our voices. I know half of the Repubs I work with would vote for him, if he gets specific and coms to their home areas. Yes, Chris, eastern Lycoming County is in the 10th. Only then will you have a lock on the vote. We don’t need Sherwood, who ‘Sure-had-Wood’ (see Adultery), back in Washington again. Thanks for listening and pray for sanity.
