The ticket here is that the guy is all about the rules. The problem is that the rules he follows aren’t the rules understood by the majority of his constituents in CT. They are the rules by which his peer group lives.

The question here is: Who is Joey’s peer group?

It sure as hell ain’t the state of Connecticut.

Good point. Most CT folk don’t “understand” the rules, and we don’t care–though slightly puzzled. Those of us who are aware of peerage type rules are even more p.o.’ed. HoJo’s high on his own gasoline. Maybe he really does think he’s Winston Churchill? Nah . . . .
