
The first time I spoke with Rick Penberthy, Democratic candidate for Florida's 5th congressional district, I asked him what the biggest cities in the district are. I'm a geography buff but I had never heard of Spring Hill, Citrus Springs, Zephryhills. I may have heard of Land o' Lakes (but I thought that was in Wisconsin).
Florida's 5th CD is fairly rural, with undeveloped beaches and with a huge retirement population, mostly former Midwesterners living inland who took the I-75 down to this very, very different Florida than Miami or the Gold Coast. There are over a quarter million residents on Social Security, more than any other congressional district in the country, and more military retirees than anywhere else as well. Prior to 2002, when state Republicans gerrymandered it, this had been a Democratic district. In November, it will turn Democratic again.
You doubt my prediction? You're not alone. It's not rated a first or second tier race by the DCCC, which has largely ignored the district, keeping the race comfortably beneath the radar. But, then again, you've probably never spoken with Rick Penberthy.
Rick's a teacher. He's been teaching government, history, political science, economics, civics in high school and college for 23 years. He's also a veteran of both the Army and the Navy. In other words, this is a guy who has the experience to talk about securing both our country and our Constitution. When students at Largo High School were asked to vote for a commencement speaker this year, the voted for Rick. He's the kind of dedicated and inspiring teacher every parent wishes was educating their child.
Rick Penberthy spends a lot of time talking at VFW meetings. He feels comfortable and at home in their halls. He enlisted in the Army when he was 18 and later joined the Naval Reserves when he was in his early 30s. Serving his country seems to come as naturally to Rick as breathing. And being part of the military seemed like a perfectly natural way for him to do that -- as perfectly natural as working for effective change for people through Congress seems now.
He's a thoroughly "mainstream" kind of guy, married with 3 daughters and a son. He's fully engaged in the issues that matter to the real lives of people in his community. In a district with 42% of the voters registering as Republicans (38% Democrats and 20% independent), it could be a tough race against an entrenched, very well-funded incumbent beloved by the wealthy special interests for whom she is always ready to do a service. But Rick says she can be defeated this year.
"I wouldn't be here," he told me, "if I didn't think she's beatable. This isn't a normal year and she's not a normal incumbent."
The incumbent is Ginny Brown-Waite, and Rick was being very polite in saying she is "not a normal incumbent." Ginny Brown-Waite is mostly a garden variety Republican rubber stamp for Bush's disastrous agenda, both domestic and international. And when she steps out of line, it's always because Bush isn't extreme and horrible enough. She's probably best known for demanding that the body of every American soldier who died during the two World Wars be dug up and brought back to the U.S. because France wouldn't attack Iraq. Even her fellow Republicans thought she was a tad... "not normal."
When Brown-Waite first ran, against a Democratic incumbent, she claimed she was pro-choice. Her voting record proves her a bold-faced liar and she has been on the wrong side of every single vote in Congress impacting women's choice. Long a part of the unsavory and disgraced Tom DeLay political machine in Congress, Brown-Waite has been dishonest in more ways than in just lying about issues. She is also connected to the Republican culture of corruption that is bankrupting and destroying the integrity and the functionality of our government in D.C.
Consistently dishonest and weak, Brown-Waite absurdly tries to present herself to Florida's moderate voters as one of them. But her record paints the picture of a far right kook, terribly out of sync with the values and interests of the people who live in FL-05. She promised voters she would protect Social Security, for example, but her record shows a dangerous extremist willing to support Bush's and the Republican Party's goal of wrecking the most popular public program in the history of America.
The legislative scorecard that DMI, released rates every member of Congress based on how their votes impacted the middle class and it shows that she is one of the most right-wing members of the House with a record far, far, far from moderate on every single issue that has come before Congress. Her overall rating is a dismal "F" and shows a dangerous and radical extremist, masquerading as a normal American and a moderate.
Rick expects the Rove Republicans, with their backs up against the wall, to roll out their divisive wedge issues to try to scare and confuse people and to fire up their demoralized base. He doesn't think it will work this time because even Republican voters are angry about Bush and his rubber stamp congressmen-- and congresswomen-- pushing intrusive government down everyone's throat.
"No one likes intrusive government. People around here want to keep government out of our private lives. And we're looking for tolerance, not bickering. Folks are tired of it."
Rick's positions on the important issues of the day are crystal clear-- and very, very different from the Big Business/Republican Party line followed by Ginny Brown-Waite. He doesn't play word games or try to hedge and mislead voters the way his opponent does. "We must begin to redeploy our troops immediately" is how he starts the Iraq discussion. Affordable health care for all Americans is best achieved through a single payer system. These are the kinds of issues that will makes our lives better and they are the kinds of issues Republicans like Brown-Waite and their Corporate sponsors will fight tooth and nail to prevent.
Rick seems really energized and optimistic. He sees 2006 as a year for a sea change in American politics. With the Republican Party tied to both incompetence and corruption, he believes moderate voters feel uncomfortable supporting them any longer. He's campaigning on matters that are important to people in his district. National issues are just one part of that.
"In this part of the country," he explains, "the most important issue is always about how to manage growth. Water is a crucial issue to the people in this district."
Rick and his family live on a small farm and he is filled with ideas about desalinization plants and the dangers of sink holes (caused by over-pumping the shallow aquifer in a mad, unregulated rush to willy-nilly development). The wonk in Rick comes out when he starts talking about solar energy and biomass, two alternative energy sources that are perfect for his part of Florida.
He understands everything about why Brazil is over 90% independent of foreign oil and why we're not -- and he's ready to roll up his sleeves and get busy on it -- more than ready, in fact! Independence from foreign oil is one of his big passions and he thinks the U.S. needs the equivalent of "a Manhattan Project for alternative energy."
The last time I heard anything about Brown-Waite was some kind of cockamamie tactic to hold up Congress-- which she did for 2 hours-- complaining about a procedural vote to make Bill Clinton's boyhood home in Hope, Arkansas a national monument. She was trying to say that Bush's plan to sell U.S. ports to his family's business associates in Dubai was Clinton's fault. This is just the kind of nonsense Americans are sick and tired of already. Even House Republicans think she's out of her mind and only 11 Republicans in the entire House supported her; the final vote: 409 in favor and 12 opposed (Ginny Brown-Waite plus 11 right-wing fanatics).
Americans are sick of mean, angry, self-centered partisans like Ginny Brown-Waite. It's time we had adults running our government again.

Eli, I had a long talk with Bruce Braley (IA-01) yesterday and his district is also a huge one for retirees. He feels the same way you do. I heard from someone in CT today, on the oter hand, who said that seniors there have been snowed by Lieberman’s false claims to have been a Social Security stalwart.

IIRC, polling shows that seniors generally trend more conservative, but I think self-interest will trump that. And, of course, they provide notoriously heavy turnout, which is a heckuva force multiplier.

Some brief thoughts on under-the-radar campaigns.
In 2002, there was a 4 way primary for the Democratic Nomination for Colorado House District 5. The front runner had all the establishment endorsements, and yard signs everywhere. One of the dark horses, Joel Judd, had a different strategy — he sent out simple post cards and field workers with door hangers. He also had one endorsement: former Mayor Federico Pena. After the fourth contact by Joel Judd, I decided to support him — he won the primary by a two to one margin over the front runner.
Moral of the story — multiple contacts wins elections.
Color glossy lit is a waste of resources — better to spend your money on three postcards than one glossy mailer.
HinTN, I think it’s going to be important for grassroots Democrats like us to keep at this after November, helping to find candidates to challenge corporate shills from both parties from now on. And there are almost a dozen Democrats worse than Davis in the House!

Zephryhills–it’s not the end of the world, but, you can see it from there.
Real rural and a lot of southern folks-there is not a thing in the local flea market that you would die for except for the people who are really pretty nice.
Zephryhills is in Pasco County and there are thousands of homes and communities in the planning stages right now.

I made a contribution. I am safely esconced here in the Florida 3rd, but I’ve spent plenty of time in the Zephyr Hills area. I had an interesting chat with an old guy there who was plenty worried about terrorism–he even said “it’s good to fight them over there so we don’t have to fight them over here,” but he was also hoppin’ mad about Bush’s Medicare scam and the jump in the price of his meds. He was also pretty steamed up about development.
Penberthy has a shot if he can get guys like that, but that sure is a conservative part of the state. It’s going to be uphill.

Rhetorical question, have the Traditional Media in Rick’s district done much with the Lieberman, Lamont debate? It seems to me that may help Rick with the local media.
I really like Rick’s positions. FWIW and very humbly, I would offer these for his campaign manager’s consideration on his web site: substitute the word, “occupation,” for “war.” Introduce the $250,000,000/day cost of the war. Perhaps mention that it didn’t take three years after Pearl Harbor to launch D-Day. Ask why we haven’t captured or killed Osama? In my opinion John Kerry makes a great point, our presence “enables” the Iraqi’s to avoid fighting battles they have to fight. Point out that there are no “military” objectives in Iraq. Our military did it’s job. We don’t train our Armed Forces in “nation-building.” Each day we stay only strengthens Iran and Russia.
I really love his statement that “broken countries are a breeding ground for terrorists.”
Also, his web page on positions includes nothing about Abramoff and the K Street Project and all the other Republican scandals, such as the New Hampshire phone jamming.

My top priorities are to stabilize, not privatize social security, to protect hard earned pensions from corporate mismanagement, to fix this horrendous Medicare Part D, and most importantly, help them leave their grandkids a future they can be proud of.

Make sure you know your candidate’s position on Social Security. In Virginia, Jim Webb says he supports the system — no privitization. So does Andrew Hurst, the Democratic candidate for Tom Davis’ CD 11 seat. From what I can tell, Davis is non-committal.
Social Security, and the saving thereof, should be preached from the mountaintops this election season.

Another talking point that might play well is that the occupation of Iraq and Afghanistan is creating a lot more terrorists than it is killing.
I’m in Tallahassee. Our Blue Dog congressman is better than a Republican, but it’s kind of hard to be enthusiastic about him. Still, he relates well to “old Florida” Dems, so if you haven’t asked him to campaign for you, you might consider it. For some real campaign support with all those retired military types, though, bring Murtha in. And thanks, Howie, for introducing us to a Florida Democratic candidate I can actually feel good about. I just sent a bunch of postcards Rick’s way.

Despite what the entrenched Republicans believe, the seniors in our district are smart and they know when they are being taken for a ride. The ability to negotiate drug prices just makes sense, Medicare part D is a slap in the face to so many that built the America that we all know and love.

Some thoughts on Social Security –
Social Security is NOT BROKEN — it is the most stable and well planned program the government runs.
That Social Security is in trouble is a Republican BIG LIE. If the USA has (60%? 80%?) of the growth we have enjoyed for the past 50 years, Social Security is solvent FOREVER.
Why do Republicans HATE Social Security? It’s one of the ways a part of the American Dream is guaranteed for even the most vulnerable among us.
The GOP Tax and Spending Priorities are designed to steal the American Dream from Middle Class Americans, and give it to the Rich. The GOP believes in comforting the comfortable, and afflicting the weak and vulnerable.
Medicare is a different story — but the entire Health Care System in the USA is broken, and when we have Medicare For All, the funding problems of Medicare for older Americans will be solved.

TeddySanFran, yes. That was where Lieberman really hurt Lamont in the debate, he exposed Ned’s lack of hard core legislative experience. To his credit, Ned came back really strong, especially on energy.
I hope national Dems are providing some support on the “key” talking points, because it definitely sounds like Rove is giving their candidates that. The debate is such a crap shoot, because there are an infinite number of subjects that may come up. If you can reduce it to one key talking point per issue that you think will come up, it makes your prep less difficult.

Democrats need to dial up the rhetoric on a host of issues, but Social Security in particular.
The challenge is dialing up the intensity, without coming across as crazy and irresponsible.
The GOP and their media allies will call you angry, so you need to be prepared with a snappy comeback:
“Watching Republicans lie about Social Security and try to give it away as Welfare for the Rich is enough to make anyone angry — that’s why we need to elect Democrats, to fight for everyone.”
More concise than that, but that sort of thing.
Rick, your commitment to serve our country, both in and out of uniform, is truly impressive. Thanks for fighting the good fight. More postcards are on the way.

Why do Immigrants come to the USA? Because they believe in the American Dream, and want to give a better life to their families.
The same values that all Americans share.
The problem is GOP hypocrisy on Immigration. They want to bash immigrants for coming here illegally, but the GOP also wants illegal workers because they help keep wages low.
We need to raise the minimum wage, and enforce workplace safety regulations. We need to take away the advantages of illegal labor for employers — then everyone will benefit.

I spend a lot of time In Ocala and development is a huge issue in central Florida. Soaring real estate prices in south Florida and anywhere near the coast have pushed lower-middle class retirees further and further afield. The usual conflicts quickly appear; developers are getting rich, the property tax base is getting bigger, and horse farms are turning into 55-plus communities. In the meantime, the locals are wondering what will happen when there are no horses left in horse country. It’s a rerun of what happened in northern California in the ’60s and ’70s. I hope Florida manages it better than California did.

I sure hear you on that Barbara. The problem is that since the prices are so high, it gets harder and harder for these communities to hire people to work in town. The working class gets pushed out. That’s why so many of the communities are now building little towns inside of the gates. It’s crazy.
In another place and time, I’d have thought you had to be making things up to hear that story about the WWI & II soldiers’ bodies.

As far as immigration, abortion, and gay marriage. The Federal Government has laws to enforce when it comes to immigration, and a Constitutional Amendment against gay marriage defames the purpose of the Constitution, guaranteeing rights. The woman’s right to choose, is a health decision between a woman and her doctor, not a woman and her government.

I’m glad you could be with us today. Howie has been introducing us to some really fine candidates, like you. I have a question. Last week in the Hamdan decision, the U.S. Supreme Court found that George W. Bush was breaking international and U.S. law in his attempt to use military commissions to try Guantanamo detainees. This case put a rein on the Bush administration’s unlimited executive power theory, but it applies only to a narrow subject, and the Rubber Stamp Congress looks like it wants to change the laws Bush violated so that he will no longer be violating them. My question is: What is your position on executive power as pushed by Dick Cheney and David Addington on behalf of the president, and what would you do to bring about the kind of Congressional oversight and checks and balances that our Constitution contemplates?

People are coming here to better their lives and their families lives, because why on earth would someone travel hundreds, and thousands of miles, just to “take” someones job? They’re doing these jobs because the pay is nominal at best, mostly barely above minimum wage. The employers love undocumented workers because they have higher profit margins because they don’t have to pay native born Americans a living wage.
Americans won’t do the jobs, not because they don’t want to, but because they can’t afford to work those jobs at those wages: think about it - you have to buy gas, lunch, childcare, rent, pay all your bills on $5:15 an hour or whatever minumum is nowadays … you can’t do it.
It’s socio-economic.

I like what I’ve read about him so far and the guy he’s up against, Mike Rogers, is almost as insane as (and even more of an extremist than) Ginny Brown-Waite in Rick’s district. I did a first look-see on that Lansing area race this week at Down With Tyranny. I’m thinking of doing a run-down on the whole Michigan campaign here at FDL soon.

It is the responsibility of the Congress to have oversight over the Executive branch. This Congress seems to think it’s okay to abandon that responsibility. I will not. The President overstepped his bounds.
Also we have to look at Bush’s bill signing caveats. This is a president who has yet to veto a bill, but tries to precondition enforcement. Congress must take up the responsibility and check the President’s bill signing tendency.
Congressional hearings are must.

Rick, I hope the media in Florida support you on that. Feingold in his call for censure, stated and restated, “of course we wire tap terrorists,” that’s not the issue.
Unfortunately the media, just ignored what Feingold wrote and said and instead hammered him with, things like “Feingold doesn’t like the War on Terror.”

The backlash on that was strong everywhere, but most particularly with seniors. I’d wrap it around her neck as often as possible.

sorry to wander off topic; this is probably better suited for a Ned thread, but that is indeed a puzzling story of internecine CT politics. I don’t buy the diarist’s premise that we are a “virtual wolf pack” trying to to “take control of state party politics”, but then again I’m out in CA, far from the fray.

I am endorsed by the AFL-CIO and actually met this morning Joe Adams of the IBEW. The unions in this area are some of the most vocal this year. Her voting record tramples on the backs of American workers.
