&lt;p&gt;Having worked for both the federal and state goverments, I am especially outraged when I become more and more aware of this tearing down of order. The regs were always followed to the letter, no matter where I worked, no matter whether you were sending out for bids or writing a senator. &lt;/p&gt;
&lt;p&gt;I remember a scandal years ago when some congressman was sending campaign literature out under his official frank. Today, that would only be worth mentioning in the news if he were a Democrat. Otherwise, it’s SOP.&lt;/p&gt;</description>
