
On June 3rd, when we talked about the role of primaries in holding wayward Dems’ feet to the fire, Paul Lukasiak left a suggestion that we look into and get to know Donna Edwards NOW (Paul’s emphasis).
"One reason I didn’t wind up giving to Winograd last week was that it would be ‘late money’ to a candidate whose chances were indistinct… With limited funds, I’d much rather send in ‘early money’ to establish a candidate’s credibility as soon as possible."
OK, let’s give it a shot.
Today’s well-qualified, grassroots, progressive Democrat is Donna Edwards. Maryland’s 4th congressional district is just east of DC, stretching from north of Germantown down past Hillcrest Heights. People think of the district as Prince George’s County, although it also contains a hefty chunk of Montgomery County. It’s a majority African-American district and is one of the bluest districts in the entire country.
Even though it is fairly affluent by national standards, Bush still only drew 21% of the vote in both 2000 and 2004. Al Wynn has been the congressman since 1992 and he wins by margins nearly as lopsided as Gore and Kerry did.
Although overall his voting record indicates a garden variety moderate Democrat, all too often when Wynn has had to choose between business interests and the interests of consumers and workers, he comes down firmly on the side of Big Business. Especially if we’re talking about the kinds of big businesses that are generous with campaign contributions.
Wynn’s record of consistent support for corporations is out of step with most Democrats in the House. He often votes with the Republicans on issues effecting energy industries, and was one of the disgraceful batch of Democrats that joined the GOP to vote yes on the odious and blatantly unfair bankruptcy bill and FOR repealing the Estate Tax. He was also the lead Democrat in trying to gut the Shays-Meehan bill banning soft money from politics and was one of the minority of Democrats in the House who supported Bush’s unjustified attack on Iraq. In short, Wynn is a business-friendly hack with the kind of sketchy voting record you could expect from a Democrat in a red-leaning or toss-up district.
His district has more government employees than any congressional district in the entire country. He never has to fear being displaced by a Republican. What he does have to fear, on September 12, is being displaced by a progressive Democrat. Donna Edwards officially launches her campaign Thursday (June 15). In a message to residents of the 4th CD she explained why she is running against Wynn:
Some people will ask, why run against an incumbent Democrat in a Democratic district? The answer is simple. Our current representative in Congress consistently votes against the interests of ordinary Americans, casting his lot with Bush and the Republicans on such critical issues as Iraq, the industry lobbyist-written energy bill, and the bankruptcy bill. My record is one of leadership on these issues. I listen to people, not special interests. And in Congress, I will work tirelessly for the common good. (Emphasis mine.)
Record? She has a record? She sure does!
After realizing her career dreams lay in the direction of public interest advocacy, Donna Edwards co-founded and served as the first executive director of the National Network to End Domestic Violence, giving battered women legal and political support they had lacked as a class. She helped pass the 1994 Violence Against Women Act, providing comprehensive funding for shelter and services for victims of domestic violence and their children, something that has been targeted for extinction by Bush and his Rubber Stamp Republican Congress.
She has been very active in citizen-initiated efforts to reform the grotesquely anti-democratic campaign finance system and lobbying laws, first with Public Citizen and then as the executive director for the Center for a New Democracy. Since 2000 she’s been the executive director of the Arca Foundation and she’s made a great reputation for herself working with grassroots groups to support living wage campaigns, to reinforce the importance of an independent judiciary, on protecting Social Security and supporting labor and human rights internationally (the only way to guarantee that so-called "free trade" is also "fair trade").
When it comes to Wynn, who Donna supported in 1992 when he first ran, she explains her disappointment.
[He] "was one of only a few members of the Congressional Black Caucus to support the resolution authorizing the invasion of Iraq as well as all subsequent spending. He has led efforts to bring casinos to the district. He voted for the Republican energy bill, to weaken the Endangered Species Act, drill for oil in Alaska’s protected land, and give billions of dollars in tax breaks to the oil and gas companies. He sided with the Republicans and the pharmaceutical companies on drug policy, the credit card companies on the bankruptcy bill, and just recently, he joined the telecommunications industry in supporting privatizing the Internet. The money his campaign has received reveals these new alliances. We haven’t left Albert Wynn; he’s left us."
When I spoke with Donna a couple of days ago she told me that for her to win against an entrenched incumbent like Wynn, voters have to see her as authentic and as someone who wants to represent their interests in a meaningful way. She’s lived and worked in the district for 25 years and has put together a potent grassroots network of people in the district who are not content with the current leadership and who have diverse interests, from the war to the environment to transportation, development and economic issues.
"Al’s changed substantially since he’s gotten into Congress– and not for the better for this district." She says he was a decent state senator and had been open to listening to people, Now, for everyone I talk to familiar with Prince George’s County, all I hear is that Al is a boss who gives orders and that he is deaf to the people in the district. That’s certainly reflected in his voting record.
Donna says there is "no level of accountability" and that she wants "Al Wynn to run on his record because his record is deplorable." If you already understand why progressives are so heartily in favor of Ned Lamont’s primary campaign against Joe Lieberman in Connecticut, you will have no trouble in understanding why progressives need to get behind Donna’s campaign.
When he last reported, Wynn had $377,919 on hand. Unlike most Democrats, his PAC contributions came overwhelmingly– and not surprisingly– from Business (79%) rather than Labor (20%)– a disparity that has grown markedly since he was first elected. His stance against net neutrality has guaranteed that the big telecoms will continue to fund his career and his pro-corporate activities on behalf of the energy and pharmaceutical companies will keep the "contributions" rolling in.
To combat that, Donna has people interested in good government, like us. Most of us don’t write $2,000 checks… but there are a lot more of us than there are of them.
In a race like this, small contributions, if made by enough people, will give Donna a chance to get her message out to Maryland residents, many of whom have no idea that their Democratic congressman votes with Republicans again and again and again. She is on track to topping the $200,000 goal she set for herself by the end of this month. Unlike most grassroots candidates I’ve talked with, she has taken a leave of absence from her job so that she can run a full-time campaign.
Talking about Marcy Winograd’s valient campaign against Jane Harman, Donna says it took "a lot of courage and that Marcy was one of only a few around the country." She believes that progressives can successfully challenge incumbents like Wynn and that what voters are craving are "clarity and authenticity and not double-talk."
An old friend of mine who lives in Prince George’s County is excited about the campaign. He phoned me today and told me that "everybody has Joe Lieberman; I have Al Wynn." And now he has Donna Edwards– and hope.

feral1, I’m glad you understand the importance of primaries. Many politically less evolved souls don’t get it and their kind of primitive attitude is always “Democrats Good” and they just hate challengers, even when the challenger is a real Democrat who believes in Democratic values and principles and the incumbent, like Lieberman or Wynn, has proven time and time again that they don’t back Democratic values in far too many instances.

Okay I just have to post this because it’s both funny and infuriating. Over at the Corner at the National Review, Jonah Goldberg just said that “I don’t think NR was ever a full-throated supporter of the Independent Counsel. Well, Howie my politics fall pretty far to the left of most of the Democratic Party. Before Bush, I was starting to get involved with 3rd parties, like the Greens. But the consequences of Bush and Republican rule have just been too grave. We have to focus our efforts. So I’ve been much more invested in the Democratic Party, and I’m happy to be able to support non-status quo candidates like Donna, Tester, and Lamont.
Fitz! – it’s a state of mind.
This is one of the reasons I read FDL, I would say religiously, but that carries some negative connotations for me. Like most folks, I’m not rich, but I take satisfaction in making DONNAtions that are effective.

Al Wynn is my representative. He voted to prolong Michael and Terry Schiavo’s suffering and against network neutrality. On the network neutrality issue, he has not even offered his constituents his reasoning–his staff had no information to give. He offers nothing to the fourth district but a DINO. Al Wynn must go.

I work in PG County, so even though I live in Hoyer’s district rather than Wynn’s (same sort of voting record, though), this one’s still in my proverbial backyard.
The district is indeed bluer-than-thou, majority black and culturally diverse. It contains the most severely blue elements of very blue (and very wealthy) Montgomery County. Democrats are running in his district on explicitly pro-gay marriage platforms – not just mentioning it, jamming it, esp in Takoma Park. Wynn votes as conservatively as Steny Hoyer, whose district includes a lot of tobacco country, rednecks and old-school small town money. Hoyer can be forgiven; Wynn cannot.
It would be one thing if Wynn were simply an ideological conservative. They can be nice people too, sometimes. What Wynn is, is a hack with a “for sale” sign on his rear end. One can almost envision the coin changer on his belt.

You’re right, Crablaw– and you hit the nail on the head. Wynn is in a classically safe situation and for him it’s all about the power and cash he can scoop up. He sold his constituents out long ago and sells his votes to the highest corporate bidders.

GSD, Bad day for GOP boss– and major hypocrite– Alex Arshinkoff. Ashinkoff, who is the uber-corrupt Republican Chairman of Summit County (over 25 years of unbridled, uninterrupted corruption) is a paid consultant for DeWine, very close with the Bush family, and the co-Chairman of Blackwell’s campaign.The numbers on both these campaigns have been trending Democratic in the last couple of months. One problem, though, is that Blackwell, as Secretary of State– and his business associates at Diebold count the votes in November.

These are important points, important enough that I will go on a letter-writing or phone calling spree to each and every Dem about it. Last week, Zogby and other polls showed that Iraq shows up as the top issue no matter a persons partisan leanings. The GOP is NOT running away from the issue and the Dems ARE. If that continues the GOP will hold onto BOTH houses, easily! We need to push every Dem to grab hold of this issue, explain the GOP failures, and what they would do differently. The Dems running the best campaigns right now are those taking on the Iraq issue. Iraq IS the issue, and our side is losing the PR battle. Nothing new there, but we need to motivate them, somehow, someway.

The solution (which isn`t much of one) is to cancel the request and try again to load the page so that your request goes in as a new one and not an old one waiting for attention

Bayareagirl, I do believe you just triggered the $1,000 matching fund! We’ve been reading and talking about Donna for 90 minutes and we’ve already gone over $2,000. A couple weeks ago when we did this for Jon Tester I had a call from one of the guys at his campaign in Montana telling me that our efforts here at Firedoglake and Down With Tyranny allowed them to get in one last mailing!
GSD – that linked song is awful. It’s not even the girl he grabs in the song, it’s her little sister that he holds up to get a bullet between the eyes. That gets laughs? So, if we leave the troops there long enough it what – becomes top ten? Anyone who has spoken to young soldiers that come back know they come back hating Iraqis and Muslims – just how is that group going to pull off the “hearts and minds” thing?
Just to clarify, I personally have plenty of important issues beyond Iraq (executive powers, energy and global warming, deficits, etc.) but I’m going by what the polls are saying. The Dems’ strategy seems to be – let the GOP self-destruct – and I don’t see that as a winning strategy.
Btw, does anyone have any poll data on how Donna is doing against Wynn? I didn’t see that data above, though I may have missed it.

DC’s Political Report:
If It is a Tuesday, Must Be a Primary: Voters go to the polls today in Arkansas, Maine, North Dakota, South Carolina and Virginia.
The main attention will be in Virginia where Democrats will pick either high-tech lobbyist Harris N. Miller (D-VA) and former Republican Secretary of Navy James H. Webb Jr. (D-VA) to challenge U.S. Senator George F. Allen (R-VA). Congressional primaries will also be held in the 8th and 11th congressional district. The 8th district has attracted national media attention because former House Majority Leader Tom DeLay’s (R-TX) cast his first vote as a Virginian. DeLay cast the vote by absentee ballot alleging that he would be out of the district (presumably in Texas) on election day.
So who is everyone rooting for in Virginia?

I recommend you take a look at Charlie Brown (brown4congress.org) who has won the Dem primary in California’s Fourth CD to oppose the incredible corrupt John Doolittle. Charlie and his hard-working team made the trek to YKos, he’s a Fighting Dem, and he’s running in a conservative rural district north and east of Sacramento.
Netroots support will help Charlie make the case to his district that Doolittle, who’s tied to Abramoff, Delay, and Lewis (and has one of the worst “hire-my-wife” deals around) should NOT be their Congressmen. Check him out, please.
DMM, have no fear about MD-04. This is one of the dozen most solidly Democratic districts in the entire country. Whoever wins the primary is the next congressperson. Imagine– we could get a real Democrat in there instead of the fake one Big Business has now.
I know Fitz is tight-lipped, but should we expect a comment of some kind on the big Rove story today?

Sen. Lamar Alexander (R-TN), who wrote a resolution on the national anthem being sung in English, has a section of his site titled, “El Senador Alexander.” Senators Wayne Allard (R-CO) and Jim DeMint (R-SC), both strong proponents of a ‘get tough’ immigration policy, also have their sites in both English and Spanish.
Actually, I guess the Donna report made me smile first- she just sounds like a great lady. Different kind of smile.
TeddySanFran, Charlie Brown looks like he’d be a great replacement for Doolittle, one of the most corrupt in Bush’s whole hideous rubber-stamp Congress. It’s a very very Republican district– gerrymandered that way so as to put as many Northern California Republicans into one district where they couldn’t cause any mischief in the surrounding districts– and Doolittle and his cronies run the area like a feudal fiefdom. I started covering the race last January. I would like to know more about where Charlie stands on some of the really tough Democratic issues. He’s a former Republican– which could be good (like in the case of Arianna or Markos) or it could be… not as wonderful (ie- people hating Bush and pining away for the good old Reagan policies). I’ll try to keep more into it for sure.

This past weekend I was transported — first by technology, as C-SPAN and the blogs allowed me to vicariously attend YKOS-1, and by memory, which took me back to the national emergence of the anti-war movement in 1967-68. The tools today are different, with email, blogs, and truly “public service” television replacing the teach-ins, underground newspapers, coffee houses and word of mouth we relied on to spread the truth about government’s misdeeds in the Sixties. The availability, reach and, most of all, the interactive nature of today’s communications modes place them a power of ten beyond what we had during the last Civil Rights-Illegal War era. Although the means have changed, the spirit is the same — ordinary citizens, armed with truths about the atrocities perpetrated in their name by the government, rise up to effect change, not for personal gain or position, but to return our society to its founding principles, “that this nation, under God, shall have a new birth of freedom — and that government of the people, by the people, for the people, shall not perish from the earth.”
As it did then, this patriot’s call has forced those — such as myself — who are not usually politically active to get up, get out, to risk and sacrifice, to prove once again to the “smart money” that this nation created by the founders, preserved by Lincoln, and defended for over 200 years by millions of citizens will not fail, will not be consumed by any of a myriad of villainous interests. If we join the activism of the Sixties with today’s communications technology we can once again turn our government away from its perverted course. Not only can we do this once more, we must do it — or face the take over of our homes and lives by a fascist theological dictatorship.
However, I must also add that this will not be a quick or easy victory. We may have the Constitution, but they have the guns, money, media, and political power. Since the majority of our fellow citizens who have yet to be personally affected by our current government’s corruption want only to be left in peace — regardless of W’s approval ratings — educating and enlisting them will never be easy, especially with no draft threatening the plans of the middle class youth of today. Even with the draft, My Lai, secret bombing of neutral nations, and the truths being told by both veterans and the MSM, peace and understanding in Vietnam, as opposed to war, victory, and “patriotism” was never an easy sell. At 16, I was one of those who, “got clean for Gene” and campaigned for Eugene McCarthy during the ‘68 primary. Never before or since, even during a seven year stretch in the bar business, have I been so regularly or vituperatively insulted. “Punk,” “faggot,” “filthy hippie,” “commie bastard,” and “traitor” were among the milder epithets I encountered as doors slammed in my face all over Corvallis, Oregon. I wasn’t surprised, as in the ‘68 election my home county went for George Wallace, but we who venture out in ‘06 and ‘08 should remember, and be ready for a “high tech lynching” provided by those who are desperately trying to cling to power and privilege.
We lost the ‘68 elections, as we may well lose in ‘08, but the movement did not end, we may have despaired, but we did not surrender. After years of struggle the war was ended, Nixon went down, and, for a time, the government was our government. Ours, until Reagan and the Rethuglicans marketed themselves as “sensible managers of the business of government.” When Jimmy Carter was president, minimum wage was around $3.25/hour and gas was $0.75/gallon, even during the oil embargoes of the early Seventies. Today, minimum wage is $6.75, a bit more than double, while gas has quadrupled to $3 /gallon. Sensible managers, right.
IWe may (temporarily) lose at the polls, we may (temporarily) be marginalized by the MSM, we may (temporarily) be ignored by established politicos, we may even despair, but if we do not surrender, we, the people, will prevail. Today’s communications technology gives us tools undreamed of by those of us who stood against the last illegal war and outlaw government. Let’s use them to stand behind our government — and give it a good solid push. Power of the people, what a concept!
I don’t know if this is new to readers, but I just got a CNN Fitzgerald news alert e-mail that says Robert Luskin announced Rove would not be indicted in the CIA leak case. Haven’t read it closely but it looks like Luskin is the only source for that, although the White House is treating it as fact.

I’ll be voting for Jean Hay Bright here in Maine. She’ll be challenging Olympia Snowe in November if she wins. She’s been endorsed by Maine Veteran’s for Peace and more recently Dennis Kucinich. She’s a true progressive. Her platform is peace, energy independence, a living wage, education, healthcare, among other issues.
…and in the Gubernatorial race, Mike Beebe seem to stand a pretty good chance against Asa(hole) Hutchinson.

You’ve got me conflicted here. I was in Wynn’s district until restructuring switched me over into what’s now Van Holen’s. My folks (45 yr residents of PG and proud of it) are still in Wynn’s district.
I haven’t always agreed with him, but he has been a consistent good friend to the government employee. The past several elections have been cake walks for him. A nutjob has run against him who wants to “ban brothels from being next to elementary schools” (didn’t know that was actually a major problem) and to require all gun owners in the State of Maryland to buy the trigger lock his company makes. Wynn’s had it easy. The primary is the real race for this district. A Republican could only win the district if the Democratic candidate smeared government employees, called for the cutting of social programs like day care, and took a long a nd public pee in the middle of Allentown Road in front of Ebenenzer Church. Even then, some of us would vote for the Dem if he/she promised to get some immediate counseling. Heck, people still vote for William Donald Schaffer and he’s been certifiable for decades. Not only do they vote for him, they put him in charge of the money.
In this district, I would LOVE to see a candidate recognize the multi-ethnic nature of the district. While the area is primarily African-American, there are lots of Hispanic, Asian, and white people, too. Show the region as a rich tapestry. Demonstrate that there is equality and ample consideration for all groups.
Thanks for the Donna Edwards piece!! I live in Maryland, don’t live in her district, but have close friends who do and are very excited about her campaign. The quotes from Donna say it all about Al Wynn – he’s a hack. These are great times to be a Democrat, I’ll say! We can actually get some fresh, clean blood in the House if we support candidates like Donna. Please keep her race in the limelight.

I live in Maryland but not Congressman Wynn’s district. However, Congressman Wynn serves on the House Energy and Commerce Committee so back in April I sent him some comments about the need for legislation to ensure Net Neutrality but never received any form of acknowledegement.
There was no mention of the issue on his website http://wynn.house.gov/ back then and that still appears to be the case. If anyone finds a link, please let me know. I wonder why he wants to keep his votes on this issue a secret?

susan, howie gets all the credit on Edwards — i never even heard of her until he mentioned her a week or two ago. my “contribution”, such as it is, was in asking Howie to emphasize candidates where “early money” is important. IMHO, the netroots are most effective in terms of contributions when their money shows up early — as I’ve said earlier, lots of small contributions get the attention of those who can put more than one zero on their checks — and its progressives like Zach (YEAH ZACK!) who can contribute larger sums that make it possible for people like Edwards to be taken seriously as challengers to entrenched incumbents.

One thing I forgot to mention is that this MD-04 is probably one of the more “wired” districts in the nation so getting the local media to get Congressman Wynn to explain, on the record, his votes against net neutrality AND WHY HE HAS CHOSEN NOT TO MENTION THEM ON HIS WEBSITE might be a story of interest to my neighbors in Tacoma Park, Bowie and Upper Marlboro.

I’ll proudly say I voted for the guy in half a dozen elections (two for mayor of Baltimore, two for governor and two for Comptroller) but it’s time for him to “hang ‘em up” so to speak. But he still appreciates a pretty girl so he’s not dead yet.

I was a Schaefer fan for a long, when he was just a tad eccentric. Lord knows we have a few eccentrics in this State (me included, probably). I like that when he was Governor that he’d do that weekly call in radio show and take questions. I started to doubt his connection to reality, though. Remember when he came out against Clinton a week or so before the election when it was pretty darn clear that Clinton would win? What the heck was that? Oh, and the Hilda May Snoops fountain debacle. The State budget held hostage by a crazy man because the fountain memorializing his deceased girl friend was turned off during a feckin drought. That’s a rare kind of insanity right there. Even in a State well know for tolerating folks with a few warts, that’s a bit much. I think the surest sign of his mental issues is his increasing coziness with Republicans.
Oh, speaking of eccentrics, what the heck is up with Mikulski? I emailed her to complain about her support of Hayden. Her office emailed back to say:
“I believe each nominee should be judged on his or her merits. I want you to know that in evaluating a nominee, I use five criteria: competence, integrity, commitment to the core mission of the agency, commitment to the Constitution, and independence. I voted to confirm General Hayden as Director of the CIA based on what I know after working closely with him for more than five years, and based on his testimony. I have no question about his competence or personal integrity, and expect him to remain an independent voice, committed to the Constitution not just with words, but with deeds.”
This is the man who headed up the wiretapping! Commitment to the Constitution? How so?

Since the NSA headquarters is at Fort Meade, Maryland, Senator Mikulski has had lots of dealings with General Hayden over the years so I guess she’s trusting her gut to some extent.
Al Wynn is not my Congessman. I live next door to his district, but I have been following his votes for about a year. Let’s list the highlights:
1. Voted for the Schavo bill.
2. Voted for abolition of the Inheritance Tax.
3. Voted for the Bankruptcy Act.
4. Voted against Net Neutrality.
His votes for abolition of the Inheritance Tax and the Bankruptcy Act are especially difficult to reconcile with his primarily Afro-American constituency.
Data shows that Afro-American families own on average 10% of the assets of white families. So which of Congressman Wynn’s constituents gained by the elimination of the Inheirtance tax, a tax that hits less than 1% of the population?
Had Congressman Wynn ever visited his local Bankruptcy Court, he would notice that most of the individuals before the courts are Afro-Americans, many with unfortunate stories to tell. How were Wynn’s constituents served by his support for the tough new Bankruptcy rules?
Wynn raises money from business and lobbyists more effectively than any Congressmen in Maryland. It is not hard to determine why.
I don’t believe that members of the Black Caucus should be exempt from scrutiny. I also don’t see how we can build a progressive Democratic Party that works for all Americans with someone like Wynn representing one of our bluest districts.
I am so glad to hear that Donna Edwards has shown the courage to run against a local icon. I will give her all the help and support I can.
Brownandserve at 92: Yes, I figured the same thing, that the Fort Meade connection and her committee membership has given her a long term professional relationship with Hayden.
I’m still amazing at her ability to differentiate between the wiretapping program and the man who ran that program. If he has such a high level of integrity and such a love for the Constitution, you’d sort of think he’d be reluctant to massively eavesdrop on his fellow citizens with no justification.
