Isn’t this what signing statements amount to? In other words… Bush’s signing statements should not be worth the paper they are written on - he can’t legislate. I wonder who could be prosecuted for following his version of the written law (polluters anyone? big business? and any high ranking official that directs military officers to ignore the Geneva convention?) These signing statements could be a lawyers dream perhaps?&lt;/p&gt;</description>
