
George Stephanopolous just announced on ABC’s This Week that Gen. Michael Hayden will definitely be named President Bush’s nominee to succeed Porter Goss as the DCI for the CIA. Interviewing Sen. Dianne Feinstein and Sen. Saxby Chambliss, both Senators expressed reservations about a military officer heading up the CIA — since it is a civilian intel agency.
There is a pending bill in the Senate that would require the DCI to be a civilian — but that bill has not yet passed, and is thus not a legal requirement at this point.
We’ve blogged on Gen. Hayden over the last coupla days here, here and here. Should make for some very interesting confirmation hearings — especially if they get into the illegal NSA domestic spying. I’m told that many in the NSA are livid about the program that has been going on — because it’s been severely limited to a small number of folks within the NSA who would go along with the President’s request, but the entire agency has been tarred by their actions. Should be a VERY interesting confirmation process indeed if they go into that aspect.
UPDATE: Bloomberg has more, including the fact that Rep. Hoekstra, chair of the House Intel Committee opposes Hayden being nominated. The WaPo has more as well.

I’m curious why they don’t promote from within? Are the skills – or core competencies – of generaldom tranfserrable to those needed to head an intelligence agency?
Not that the administration cares, but it will be interesting to see more international reaction to this move.

chip — I think the promotion from within action doesn’t fit with their “agency in dire need of reform” meme. You can’t blame the CIA for all your problems and promote one of their own to run the place at the same time. Plus, to be honest, Goss has run off a lot of the best and brightest with his loyalty pledge crap — at least those at the high levels to be able to take over that high-level managerial need that the CIA has for the person at the helm.
Christy – that’s a good point. Is it possible for Congress to reject this nominee, or is that now just a formality?

Apparently chimpy’s best moment as president was catching a fish – I think many here will agree with that. Also, 9/11 was his worst moment. Here’s what he said about that moment:

I think what she did only served to reinforce the image of the democrats as all over the place and totally undercut what could have been a major outreach to people alienated from political engagement. When Murtha traveled the country in the weeks afterward, there were news reports of overflowing meeting halls filled with people desperate for signs of leadership. Instead she marginalized him and effectively killed that momentum.
West of East at 30 — My money would be on Levin and Feingold as taking the lead on these questions. Both have been excellent in past hearings, and I’d expect them to do the same here.

Article II, Section 2 of the Constitution – looking at paragraph 3, we see this:
I heard a tidbit on MTP, I believe, but didn’t catch it all or the context. I believe I heard that with Hayden heading the CIA agency, that all the major agencies will be led by MILITARY heads. Is this true? Has it happened before in history?
Almost fell on the floor when Dianne Feinstein talked on FNS about how qualified and capable Hayden was…and she’s been briefed on the NSA program! To be fair, she did go on to temper her judgment, but not enough for my taste. Surprisingly, Chabliss was pretty lukewarm on Hayden, which seems to be more the case than not with most of the GOP opinions I have heard so far. Wonder why that is?
I was really curious about the DeLay/Dean “face-off,” but it was hardly that. I can’t even figure out why Stephanopolous would have someone with so little credibility – DeLay – on in the first place. I mean, could there be more than 27 people who actually believe what comes out of his mouth? Dean had a couple good comebacks – the one Christy mentioned was the best – the one where he said it was ridiculous that Dems were talking seniors out of Medicare drug plan was great, since he went on to bring his own mother into it and said “she needs this program.”
Russert was like a man on a mission with Pelosi; too bad he couldn’t be that aggressive with the party in power. Pelosi isn’t smooth, and she often has trouble finding her place or finding the right words, but she hangs in there and makes her points. Russert tried to get her on a couple Dems with ethics problems, and she was quick to point out that she was the one who asked for the ethics investigation on Jefferson, something she said no Repiblican would ever or has ever asked for with respect to one of their own. Russert once again raised the Harry Reid/Jack Abramoff “connection,” and never really let Pelosi address it. I Imagine there were many people screaming at their TVs just like I was at that point.
Katrina vandenHeuvel was great in the ABC roundtable; she is one of the most articulate liberals we have, and I would love to see more of her on these shows. She strongly disagreed with Martha Raddatz on the issue of whether most Americans cared about warrantless wiretapping. Raddatz seems to think we’re stupid enough to believe that if you call something a “terrorist surveillance program” that we will just roll over and go along quietly. Read the blogs, Martha!

Curious — that would be correct — every major intel agency would be headed by military personnel. 80% of the intel resources are military at this point, according to what Martha Raddatz said on This Week this morning. I’m not certain if that has ever happened in history.
when doing some googling on Goss’s #2 guy, I found a tidbit – When Patsy Roberts committee was having Phase I hearings, it was proposed that CIA top folks not be military, but allowed Calland (Navy, #2) to remain until retired or replaced by Bush – iow, they didn’t do anything at the time to codify civilians only

In the end, though, I can’t quite root for Lieberman to lose his primary. What’s holding me back is that the anti-Lieberman campaign has come to stand for much more than Lieberman’s sins. It’s a test of strength for the new breed of left-wing activists who are flexing their muscles within the party. These are exactly the sorts of fanatics who tore the party apart in the late 1960s and early 1970s. They think in simple slogans and refuse to tolerate any ideological dissent. Moreover, since their anti-Lieberman jihad is seen as stemming from his pro-war stance, the practical effect of toppling Lieberman would be to intimidate other hawkish Democrats and encourage more primary challengers against them.

It is always disturbing when military men take up positions in the civilian part of government. It isn’t because they are not loyal, patriotic people who have given their lives to duty and the protection of the country. For that, we should say,”thanks,” as it is a hard thing to keep to your duty 24 hours a day, 365 days of the year, year after year.
What makes too much influence by military minds in the operation of a civilian agency disturbing is the fact that, while Gen Hayden, for instance, might be an excellent organizational person, intellectually, in order to be so, he may very well be too rigid in the atmosphere of a place like the CIA which requires an understanding of many kinds of thinking:gathering of facts vs. the intuitive types who see the bigger picture. Both kinds of mental activity are needed at that venue, and the military tends towards the worship of structure over open exchange of ideas.
The CIA has been blamed for the poor intelligence leading to the war with Iraq. But, let us not forget Plame, and her people who were presenting opposing facts against going to war. Hayden, to be effective, has to be able to allow all points of view and information to flow freely and without reprisal for being against administration desires. He has to be above partisanship.
Anne at 50 — My understanding is that there is a split in the Rumsfeld/neocon camp and the Negroponte/intel-not-controlled-by-DoD camp — and that there is a sense that, perhaps, Hayden fits into the Negroponte camp. Which is odd, considering the public fronting that Cheney backs him. This is all very, very convoluted and Machiavellian, and I’m having a lot of difficulty getting any clear cut anything from sources that usually have a bit of insight. I’m hoping maybe Larry Johnson and others can get some scoop on this, because I’m coming up with a lot of conflicting stuff at the moment.

(a) No officer of an armed force on active duty may accept employment if that employment requires him to be separated from his organization, branch, or unit, or interferes with the performance of his military duties.

(A) Except as otherwise authorized by law, an officer to whom this subsection applies may not hold, or exercise the functions of, a civil office in the Government of the United States—
(i) that is an elective office;
(ii) that requires an appointment by the President by and with the advice and consent of the Senate; or
(iii) that is a position in the Executive Schedule under sections 5312 through 5317 of title 5.
So under Sec.973(2)(A)(ii), it sures looks to me as if Hayden cannot be appointed as DCI without resigning his commission.
I’m probably missing something.
Still, an appointment of Hayden, whether he’s wearing his uniform or not, smells real bad. Not that DoD is in the intelligence gathering business or anything.

As to the looks so many neo cons wear for the rest of us, I think one can’t help but put forth on his face the expression of his inner works.
Cheney appears to sneer because he sneers at most anyone other than himself. GW’s close set eyes reflect his very narrow view of the world. Same goes for William Krystol though he, to me, seems more to be squinting so that his view remains small. Rove appears piggish because, regardless of the size of his body, his face still gets fat off disregarding humanity as his collective brother.
All of them need a whoppin’ dose of therapy to soften those harsh features. I could be projecting too, but at least I have a thin face, big eyes, and I rarely sneer. LOL
The scary part is not Hayden — although he is plenty scary — but that BushCo responds to a HookerGate resignation with a sharp poke in the eye.
“Make us look bad by exposing our corruption? Well, take THIS!!!” At a time when a little conciliation would go a long way, they do exactly the opposite. That is very creepy.
Just finished the LA Times. Great story about a 71 year old woman who has been living in her car for 7 years. Not exactly the retirement she was hoping for. She gets $480 per month in social security.
Her daughter was contacted for the story and said “You know I worry about her sleeping in that car”.
The woman shares the car with her little dog. Once a week she treats herself to a night at the motel six where she can shower. Every morning she drives her Dodge Neon to a spot where she can watch the sun come up near the ocean- and buys a cup of coffee at senior prices.
She can’t afford the deductible on her Medicare- so she just doesn’t go to the doctor. She recently got a part time job as a receptionist- but still doesn’t have nearly enough for an apartment.
Life in Clusterfuck’s america. He should be required to spend one night out of every three in a Neon.
Hayden has a grim set to his eyes and mouth. While his face is rather doughy, his eyes and mouth tell his story.

Every time I hear or read John Negroponte’s name, I think of what he accomplised during his tenure as ambassador to Honduras in the early 80’s.
He supervised the CIA while they trained ‘Contra’ death squads to undermine the communist Sandanista government in neighboring El Salvador. The training occurred on American soil; the bases for the Contras were often in Honduras. The death squads kidnapped nuns, tortured them, and threw them of helicopters. Negroponte is directly responsible for the deaths of thousands of innocent people. Do you remember the Iran/Contra scandal? Do you remember Negroponte’s role?
I was a teenager during those years, and I went to a catholic church with a congregation made primarily of college students and their families. The priest there used to focus much attention on the plight of the Salvadoran people, and he left no doubts in my mind that their suffering was largely due to the actions of the American government (thank you, Ronnie, for all your hard work).anyhow. Father Grothwell used to talk a lot about the “School of the Americas” in Georgia, which is where the leaders of these Death Squads were trained… Of course it’s still active at Fort Benning, and imagine my surprise when I saw wahat techniques were taught there:

I’ts been an article of neo-Cheney-con faith that all intel belings under the Pentagon. The original plans for ‘post 9/11′ (i.e Cheney and Rumsfeld have been dreaming abouth it since 1976) reorganization of intel was to have Stephen Cambrone run the whole thing out of the Pentagon’s E-ring.
THe creation of Negroponte’s job was a compromise — centralize it all, yeah, but not under DoD.
Oh…regarding Goss and Hayden, I think it comes down to one simple question:
In what way do these moves increase the likelihood of a Republican victory in 06 and beyond?

“You know, I’ve experienced many great moments and it’s hard to name the best,” Bush told weekly Bild am Sonntag when asked about his high point since becoming president in January 2001.
“I would say the best moment of all was when I caught a 7.5 pound (3.402 kilos) perch in my lake,” he told the newspaper in an interview published on Sunday.
Bush said the worst moment was September 11 when hijacked planes crashed into the World Trade Centre in New York and the Pentagon in Washington.
“In such a situation it takes a while before one understands what is happening,” Bush said. “I would say that this was the hardest moment, once I had the real picture before my eyes.”
Because Bild could not immediately furnish English quotes, Bush’s comments were translated from the German. The paper said the White House planned to release an authorised English version of the interview on Monday.

And besides, if she would fucking bother to get informed, the majority of Americans understand that a tax increase is going to be necessary to climb out of this fiscal catastrophe; they increasingly support federal health insurance; and most importantly are increasingly in favor of impeachment. Each of the parties tries to find an issue or two that it can “own”. Tax cuts is a good one- who doesn’t love tax cuts? Loving Jesus is another good one- who can be against loving Jesus? Then there’s “Don’t let the motherfuckers push american around” That one’s always popular. Voila- you’ve gotcher gooper party- strike up the band- wave the flag- and send it to the printer.
Seems like the goopers got ta pick first and get all the good issues? Well dems are in favor of EATING- and that’s a popular position- but a lot more controversial than it once was- cause the dem version is that EVERYONE should eat. Not so popular. Then ya got “everyone should get medical care” definately not so popular. And the dems don’t have anything NEARLY as good as “love Jesus”
So until “Everyone Eat” begins to rival “Love Jesus”- dems are destined for hard times.
I always wonder if Jesus would favor “Love Jesus” or “Everyone Eat”.

I’ve been searching Google News for “Goss” and then “Goss+Foggo”, and about 7/8 of the stories don’t mention Foggo at all. Of the 1/8 that do, about 2/3 are partisan or international publications.

Timmeh positively attacked Pelosi, and she held her own against him. Makes me wonder what the hell he’ll do if the Dems win control in the fall, and then win the 2008 presidential election.

While I am not all that familiar with Pere Hoekstra, I lived in Western Michigan for a few years in college and cannot imagine that anyone would consider him a ‘maverick’ or anything.
His public opposition is significant and should be ragarded as such.
