		<description>&lt;p&gt;Apparently, Mr. Klein does not understand that there is a &lt;i&gt;reason&lt;/i&gt; diplomats speak this way.  He probably thinks it is some 17th century holdover.&lt;/p&gt;
&lt;p&gt; The instant you refuse to rule out nukes when asked, is the instant the NPT gets broken.  In another “quaint” convention, countries that signed the NPT believe there is an implicit deal they won’t be attacked with nuclear weapons.  This is really the only good motivation for being in the NPT today.  The official deal–that the existing nuclear states would disarm–is now laughable.&lt;/p&gt;
&lt;p&gt; Diplomats talk this way because a deal made implicitly can easily be broken.  The wrong words are being taken as a signal of abrogation of the implicit deal.&lt;/p&gt;
&lt;p&gt; I’m sure Mr. Klein thinks he’s being a plainspoken, straight-talkin’ Joe by saying this.  But mainly it reveals his ignorance of the details of the most important policy issue facing the nation right now.  Not a person I want trying to be an “opinion leader” on the subject.&lt;/p&gt;</description>
