The Scanlon deal, which will be detailed more fully in court on Monday, isn’t just any old agreement between a target and federal prosecutors.
In a town that is rife with rumor and innuendo over which shoe will be the next to drop, Michael Scanlon coming to an agreement with the Feds is sure to make more than a little ripple. This is a tidal wave of DC political possibilities, and it threatens knock out a lot of high powered lobbyists, politicians and deal makers.
Who is Michael Scanlon? He was Jack Abramoff’s business partner from 2000 to 2004, and prior to joining Abramoff, he was Tom Delay’s spokesperson when Delay was the Majority Whip in the House.
Scanlon has had connections and jobs with some of the most powerful Republicans in Washington, cruising among the former Young Republican set: friends with Abramoff (former Prez of the Young Republicans), hanging with Ralph Reed (another Young Rep. alum), chummy with Karl Rove (ditto)…and the list keeps going and going.
Before he hit his mid-thirties, Michael Scanlon played enough roles to fill a lifetime: lifeguard, press aide to a powerful congressman, multimillionaire public relations entrepreneur.Now the sandy-haired, buttoned-down Republican — author of e-mails detailing wildly brash schemes to make money in politics — is likely to take a turn as a star witness for the prosecution in the Justice Department’s investigation of lawmakers, lobbyists, Capitol Hill staffers and executive branch officials.
Well, don’t know about you, but I like the sound of that. And Scanlon is only the first domino to topple in this long line. Abramoff’s network had tentacles in every power-broker office in town, most of whom had ties to the big, the powerful, and the movers and shakers in the Republican party, with very few Democratic exceptions. This is one long, powerful line of dominoes in the crosshairs of the DoJ.
To start, the information which has been filed with the court (this is essentially a plea that is filed in lieu of indictment before a grand jury, see here for more), contains this:
The developments came after the prosecutors filed a “criminal information” in U.S. District Court, alleging that Scanlon conspired to “corruptly offer and provide things of value, including money, meals, trips and entertainment, to federal public officials in return for agreements to perform official acts” benefiting Scanlon and his lobbyist partner.The partner is identified in the court documents only as Lobbyist A and is not facing charges. One government official told CNN that lobbyist is Abramoff.
Prosecutors also allege Scanlon was trying to “devise a scheme and artifice to defraud” lobbying clients.
What this means is that Scanlon worked out something in advance with the DoJ attorneys prosecuting this case, and to do so, he would have to have coughed up a whole lot of evidence and testimony, including:
Prosecutors also detail a “stream of things of value” given to an unnamed congressman, identified in the court documents as Representative No. 1, including a “lavish” trip to Scotland to play golf, tickets to sporting events, and campaign contributions to the representative and his political action committee in exchange for a series of actions by that representative.In the court documents, prosecutors allege Scanlon and Lobbyist A, “together and separately, sought and received Representative No. 1′s agreement to perform a series of official acts, including but not limited to agreements to support and pass legislation, … meetings with Lobbyist A and Scanlon’s clients, and advancing the application of a client of Lobbyist A for a license to install wireless telephone infrastructure into the House of Representatives.”….
“It was a purpose of the conspiracy for Scanlon and Lobbyist A to enrich themselves by obtaining substantial funds from their clients through fraud and concealment and through obtaining benefits for their clients through corrupt means,” the complaint states.
That is a long period of time, encompassing a vast array of deals, skybox tickets, restaurant meetings and more. (Josh Marshall has been all over this, btw, and this article is a great example.)
The DoJ attorneys working this case are from the Public Integrity section — they prosecute bribery, corruption and otehr political crime issues — and they are getting some well-deserved attention in a high-profile case like this. This is a tough job, one that gets pressure from all sides as the politically powerful and the money machine try to squeeze as close to the line as they can on a daily basis, with the DoJ trying to push them back the other way.
What does this mean in terms of reach — how far up could this particular scandal go?
Scholars who specialize in the history and operations of Congress say that given the brazenness of Mr. Abramoff’s lobbying efforts, as measured by the huge fees he charged clients and the extravagant gifts he showered on friends on Capitol Hill, almost all of them Republicans, the investigation could end up costing several lawmakers their careers, if not their freedom.The investigation threatens to ensnarl many outside Congress as well, including Interior Department officials and others in the Bush administration who were courted by Mr. Abramoff on behalf of the Indian tribe casinos that were his most lucrative clients.
The inquiry has already reached into the White House; a White House budget official, David H. Safavian, resigned only days before his arrest in September on charges of lying to investigators about his business ties to Mr. Abramoff, a former lobbying partner.
“I think this has the potential to be the biggest scandal in Congress in over a century,” said Thomas E. Mann, a Congressional specialist at the Brookings Institution. “I’ve been around Washington for 35 years, watching Congress, and I’ve never seen anything approaching Abramoff for cynicism and chutzpah in proposing quid pro quos to members of Congress.”
Pretty high up, I’d say. Leadership in Congress has to be sweating this weekend. And when you couple this pressure with that from Pat Fitzgerald’s open investigation, the indictment of Delay, the previous indictment of Jack Abramoff, and the political climate in a government whose President is inching toward a 34% and below level of approval…well, that’s one hell of a lot of dominoes, just itching to topple.
The question is, how many of the folks involved (almost all of whom are Republicans) in all of this are going to wait for someone else to be responsible for toppling them…or are they going to race to volunteer to be the first domino in line, just so they can try and control the way they fall.
We live in interesting times. Now pass the popcorn.
UPDATE: I’ve gotten some questions on who might be involved with all of this. This older TPM Cafe post might shed a bit of light — this was from earlier in the year when the investigation into Abramoff was ongoing, and information about his Signatures Restaurant and its repeat political patrons started breaking in the news. Additionally, this captured NYTimes article on the subject adds more details, and is an enlightening read if you haven’t been following this scandal. Sorry for replying so late in the thread. I’ve been away, and trying to catch up with the comments. There’s been a lot of speculation on FDL threads as to who Mr. X is, so I was trying to put the Times article in some perspective. Also, there’ve been many comments about Rawstory.com “teasers” re: Hadley. The person who originally posted the link to the Times article didn’t give it much credence, or at least said it was vaguely sourced. I was interested when I saw Michael Smith’s name attached. It’s been a long time since I lived in the UK, and I don’t know where he stands vis a vis journalism there. However, I tuned into his name during the DSM stuff, which did have an impact here. I’m sure that his connections with US sources were strenghtened/ developed as a result of that reporting, including reporters at Raw Story. So, if he got it via Raw Story, he did so via those “insider” connections, rather than by reading Raw Story. So, I gave the article more credence than some might, who might read it as a one offer from a no name. So, that’s a long explanation. The sooner we find out who Mr. X is, the better.
BTW, it’s great to have views posted from the UK, and I hope you will both stick around.

I’m really surprised that the Dems aren’t taking advantage of Murtha’s call to withdraw from Iraq. Even if they don’t agree with his position (I’m unsure myself about it) they could at least applaud his courage and his integrity in coming forward with important truths about the situation there.
After watching the debate on C-Span the other night, I thought; Gee. I remember this. A real debate about an important issue. At least we have a dialogue going even if we’re not sure or don’t agree.
The Dems have stopped all effective debate with geroge Bush since 9/11, especially on national security issues, but here was someone who was saying what he honestly believed, and was willing to take it on the chin.
So the Dem leadership (an obvious misnomer) let him twist in the wind.

justwondering – I’m not sure since I don’t see any of the Dems really standing up. Waxman has been very good on corporate issues, Halliburton, etc. Find someone who has pushed repeatedly on the lack of proper supplies for the troops (that coulda been Kerry if he’d had any smarts), willing to take on corporate lobbying, etc. Obama is interesting though too new, Clark was great in the last but needs coaching on how to project presidential, Dean coulda been it but the Dems slaughtered him – I guess that’s my big worry – the Dems have been spineless on the war and they kill their own when anyone threatens to shake up the status quo.

McCain does well in polls because he comes across as “straight talking” and most voters don’t have the time or inclination to follow the details (they already know they’re all crooked so why waste my time?) – McCain being repug is not as important as his posture/perception as forthcoming and honest.
Dems are going to need spokespeople with the same ability to get the point across in 5 words or less but who are scrupulously honest and look it. Hilary is on the repug side, Gore can’t say anything in 5 words or less and Kerry better stop posturing as a possible rerun candidate – perhaps we should all remind him that he broke his promise to fight the election theft.

i agree with Harry… U.K. reporting of Plamegate and its wider Iraq II implications has been off the pace – especially for those of use reading the blogoshere. The coverage is selective and infrequent. I don’t know about the article or journalist in questions, but i sense there is a lot of Iraq fatigue over here in the news media and among the public – hence, it isn’t playing out in the same way (we had the Hutton Inquiry some time ago as a window on the run up to the war and as an opportunity for critics to apply a blowtorch to the government… after that, political and public opinion has been pretty polarized).

I’ve read British newspapers for years on and off and second hand information from across the pond reported as original material is extremely common. I really hope I’m wrong about this but for certain Smith is based in Britain and does not have the kind of contacts close to this investigation for this to be original reporting. There’s no way he’s in contact with “lawyers involved in the case ” I’m pretty certain it’s Armitage, but I really do hope it’s Hadley. :)

Karen, here Wilson came to MSU on Nov 8th I believe it was. I had planned on attending but got completely absorbed here at FDL that night and forgot.
At the Kickoff meeting last Tuesday it was brought up, I related how I loved the comments in the paper the next day about him receiving a long standing ovation when he was done speaking. Of how so many people said they had no clue what this issue was about until they came to hear him. I think he spoke at the Breslin Center, it was packed which means thousands of locals and college students got a huge lesson. It was free to attend, amazing. That rarely happens in that venue.
I mentioned that in hindsight that I’m glad I technically gave up a seat or space to some soul who needed to be enlightened.

No, it doesnt but the scary thing is that the VP’s inner circle are so insane that they in the media’s eyes (as evidenced in Newsweek) Armitage is considered a nonpartisan teddy bear. Oh dear – we’re coming into an embarrassment of riches. It’s going to be so hard to keep the scandals straight. We have enough trouble with Plamegate, and it’s relatively simple. We might need to publish a series of true crime comic books to explain the Abramoff dealings.
The republicans are definitely the ones up to their necks in this, but if any democrats are involved (and I mean really – not just allegedly) they should be shown no mercy.

This raises a point that has long puzzled and vexed me. One would think – at least I would – that after millions of years of human evolution, our brains would be hardwired to recognize such people by their paleo-insincere tone of voice, appearance, yes George, body language, and to shun them reflexively as dangerous lying sacks of crap.

Again I ask, if this is so, does someone need to alert KBR. They now have 14 Enduring Military Bases in Iraq, of which Bush spent over a billion dollars.
Therefore, I imagine they were built for the Iraqi government.
My question is: Like taxpayers of Louisiana, will the Iraqi’s have to repay our government for these loans?

I haven’t concluded for sure that there was electronic vote fraud in 2004 and earlier (though I suspect it, and in state, not just national races.) But the way I’ve explained it to friends is this way: We do know – from computer scientists and others -that the software in the machines and tablulating systems is vulnerable and hackable. All I have to do is watch my virus and junk mail filters at work to know that if a computer system has a vulnerability, someone will hack it.

Dems are implicated or at least Harry Reid is so far, but I don’t remember reading another Dem on the short list. Hard to go with “we all did the deed” with such a low number in consideration.

Yes, Watergate progressed (or degenerated) a lot more slowly than this mess. I attribute the present rapidity to the internet and bloggers. In the 1970’s, we had only the MSM to report. Now, as the MSM glosses things over, bloggers state the truth, the facts, and embarass the MSM into reporting it.

If this scandal touches even one Democrat it will allow Republicans to tarnish all of them with the everybody-was-involved-so-don’t-blame-us theme. It’s time for Democrats to start thinking clearly and pragmatically about who to run successfully in ‘08.
Dem members of Congress have proved to be unelectable. We need someone outside the current political club who hasn’t been tainted with scandal or questionable votes. Who, in this dangerous time of WMD , has the trust and respect of other nations…and of the US military. Who has proven diplomatic skills and speaks languages in addition to English. And who has a proven track record of dealing honestly with Muslims.

Bush has just named the head of the public integrity section to a federal appellate court. Public Integrity has been (with an assist from Fitzgerald perhaps) behind the assault on the corrupt pay to play delay/Abramoff/Reed gang of thieves.
People should watch that the replacement is not an attempt to strangle off th investigation, which in all likelihood will exceede the reach of plamegate by far, as it will implicate the far more of the gang that has seized our democracy.
Today is the first day I actually thought the whole Corrupt Republican Machine could spuuter to a complete halt and explode so fast we would not have time to catch up.
I have felt for some time we are headed in that direction, but I thought it would take the ‘06 and ‘08 campaigns to close the deal.

Memo to democrats in Congress. Right now, talk to your staffers and fellow congresscritters. If you have ever talked to, been called by, accidentally shared the same bus, train, or plane with Abramoff, tell the presecutors NOW. right now.
Hold a press conference and tell the world you are going to report all contact, no matter how small or irrelevant, to the prosecutors and you advise your republican brethern to do the same.
This will diminish whatever very miniscule ‘equivalence’ the republicans will try to make.
Other than that caveat, let the indictments roll.
Wish we could make the electorate more aware that the GOP is rotten to the core. I’m troubled by the fact that McCain has very high poll numbers as a Presidential candidate– WTF is up with that? In his first campaign speech, Peretz, addressing the convention, emphasized domestic economic issues.

Well, to the top (or bottom, depending on how you look at it) of the GOP food chain- GW Bush, who apparently met with leaders in Africa after handing over millions to Abramoff who would then secure the meeting. The administration of course denies the quid pro quo but its time to stop taking them at their word and figure out just how deep this rabbit hole is.
I have been saying for a while now that Delay will be the illegal gift that keeps on giving. And where Abramoff goes, so goes Delay, and…….the Repugs.

I think the media needs to start telling the American people the truth, because we have blood on our flag that will not evaporate, the tortured dead bodies will not become re-written history as the Republican party would like.

It seems Abramoff is at the top of the pile of corruption. Everyone around him is being investgated or has already been indicted. Abramoff has been indicted too, on the hinky gambling boat deal.
Suppose he decides to make a deal with prosecutors, and spill his guts on everything. There appears to be so much he could tell, what kind of deal could he possibly get? If there were a few crimes, sure, but Abramoff looks like a multi-tasker! Even cutting a sentence in half would still mean a really long stretch in the big house, no?

Thanks Redd—This case is something that americans need to know about- we know that our politicians are crooks- but we never see the sausage being made- this should provide some clear examples- too bad that most of the case seems to be connected with indian tribes rather than say- Halliburton- but you takes what ya gets.
The Abramoffs helped eviscerate and corrupt Congress as a watchdog thus allowing the Imperial Presidency. Repubs in Congress were beholden to kleptocracy, not democracy.
